Before 1996, Ethiopia was divided into thirteen provinces of which many drifted from<br />

historical regi<strong>on</strong>s. Ethiopia now has a federal government overseeing ethnically-based<br />

regi<strong>on</strong>al states, z<strong>on</strong>es, districts (woredas), and neighbourhoods (kebeles). Ethiopia is divided<br />

into nine ethnically-based administrative states (kililoch, sing. kilil) and subdivided into sixty-<br />

eight z<strong>on</strong>es and two chartered cities: Addis Ababa and Dire Dawa. It is further subdivided<br />

into 550 woredas and several special woredas. The c<strong>on</strong>stituti<strong>on</strong> assigns extensive power to<br />

regi<strong>on</strong>al states that can establish their own government through an executive committee and<br />

regi<strong>on</strong>al sectoral bureaus. Such structure of council, executive and sectoral public instituti<strong>on</strong>s<br />

is replicated to the next level (woreda).<br />

Last century, Ethiopia wore different clothes appearing under feudalism rules, and<br />

then communism redefined rules before adopting the current democratic liberalized system.<br />

Meanwhile, identities changed remaining a complex and central political topic in regard to<br />

people and places. Few years ago, the ex-woredas <strong>Limu</strong> Kosa and <strong>Limu</strong> Seka split into four<br />

new woredas: <strong>Limu</strong> Kosa, Chore Botor, <strong>Limu</strong> Seka and N<strong>on</strong>o Benja 17<br />
