22) “<strong>Coffe</strong>e trade” means acts including collecting <strong>coffee</strong> from producers, processing an<br />
supplying to aucti<strong>on</strong> centers or the Ethiopia Commodity Exchange, exporting,<br />
roasting, grinding, distributing, retailing with license from the appropriate government<br />
organ;<br />
23) “Domestic c<strong>on</strong>sumpti<strong>on</strong> <strong>coffee</strong> wholesaler” means a pers<strong>on</strong> who, up<strong>on</strong> being licensed<br />
to trade <strong>coffee</strong> by the appropriate government organ and fulfilling the requirements set<br />
by the Ministry, and up<strong>on</strong> purchases domestic c<strong>on</strong>sumpti<strong>on</strong> <strong>coffee</strong> from aucti<strong>on</strong><br />
centers or the EC ex, for sale in the designated market;<br />
24) “<strong>Coffe</strong>e roaster” means a pers<strong>on</strong> who, up<strong>on</strong> being licensed by the appropriate<br />
government organ purchases <strong>coffee</strong> from aucti<strong>on</strong> centers, the EC ex, or a domestic<br />
c<strong>on</strong>sumpti<strong>on</strong> <strong>coffee</strong> wholesaler, roasts or roasts and grinds <strong>coffee</strong> for export or sale in<br />
the domestic market;<br />
25) “Competence certificate” means a document that certifies the ability of a pers<strong>on</strong> to<br />
collect, process, store, transport <strong>coffee</strong>, and to engage in all other activities relaed o<br />
<strong>coffee</strong> trade;<br />
26) “Manipulati<strong>on</strong>” means any act that results or is likely to result in c<strong>on</strong>fusi<strong>on</strong> or<br />
decepti<strong>on</strong> of market participants or the Government as to the price, quantity, quality,<br />
or type of <strong>coffee</strong>;<br />
27) “Ministry” means the Ministry of Agriculture and Rural Development;<br />
28) “Pers<strong>on</strong>” means a natural or juridical pers<strong>on</strong>;<br />
29) “Regi<strong>on</strong>” means any regi<strong>on</strong>al state referred to in article 47 of the C<strong>on</strong>stituti<strong>on</strong> of the<br />
Federal Democratic Republic of Ethiopia and includes Addis Ababa and Dire Dawa<br />
city administrati<strong>on</strong>s;<br />

4. <strong>Coffe</strong>e Quality C<strong>on</strong>trol Process<br />
Part two<br />
<strong>Coffe</strong>e quality c<strong>on</strong>trol and transacti<strong>on</strong> process<br />
1) <strong>Coffe</strong>e shall be pre-inspected by the legally designated regi<strong>on</strong>al quality c<strong>on</strong>trol<br />
organ in the locality of producti<strong>on</strong> and sent as closed with seal to a <strong>coffee</strong> quality<br />
liquoring and inspecti<strong>on</strong> center.<br />
2) Supply <strong>coffee</strong> so sent to the <strong>coffee</strong> quality liquoring and inspecti<strong>on</strong> center shall<br />
up<strong>on</strong> verificati<strong>on</strong> that it has been properly sealed and delivered, be graded through<br />
an appropriate examinati<strong>on</strong> based <strong>on</strong> a representative sample.<br />
3) In <str<strong>on</strong>g>case</str<strong>on</strong>g> of export <strong>coffee</strong>, before it is exported, it shall be certified by a <strong>coffee</strong><br />
quality liquoring and inspecti<strong>on</strong> center and issued a certificate that it is prepared in<br />
accordance with the characteristics of the agro ecology of its producti<strong>on</strong> area and<br />
meets the required grade; then shall be sealed and sent to the port of c<strong>on</strong>signment.
