Special Youth WaterfowI Hunt<br />

Feb. 2-3, 2012<br />

On these days, youths 15 <strong>and</strong> younger may harvest ducks, geese, coots, mergansers <strong>and</strong><br />

gallinules. Youths who have completed a hunter education course must be accompanied<br />

by a mentor who is 18 or older. Youths who have not completed a hunter education course<br />

must be accompanied by a mentor who is 21 or older. Mentors may not hunt, but may call<br />

waterfowl. Shooting hours <strong>and</strong> bag limits are the same as the regular season. Youth hunters<br />

can hunt on wildlife management areas 30 minutes before sunrise until sunset these two<br />

days. Sweet 16 WMA hunter use permits are not required for youth hunters.<br />

Regulations Schedule<br />

Commission meetings are usually held on the third Thursday of each month to consider<br />

changes to AGFC regulations. Contact the <strong>Arkansas</strong> <strong>Game</strong> <strong>and</strong> <strong>Fish</strong> Commission for<br />

meeting times <strong>and</strong> locations. Information regarding regulation changes is available from<br />

www.agfc.com, the <strong>Arkansas</strong> Outdoors e-newsletter, newspapers, radio <strong>and</strong> television or<br />

by directly contacting the AGFC.<br />

Breeding Habitat <strong>and</strong> Population Status<br />

Habitat conditions in the Prairie Pothole Region of Canada <strong>and</strong> the northern U.S. play a critical<br />

role in producing the ducks that migrate to <strong>Arkansas</strong>. Spring 2011 brought excellent conditions<br />

to the prairies, <strong>and</strong> biologists observed record numbers of ducks <strong>and</strong> high numbers of ponds<br />

during the annual survey.<br />

During this year’s survey, biologists found reduced pond numbers but another record number of<br />

breeding ducks. The estimated population of 48.6 million ducks was the highest since the annual<br />

survey began in 1955 <strong>and</strong> a 7 percent increase from 2011. The population estimate is 43 percent<br />

above the long-term survey average. Mallard abundance was 10.6 million (the third-highest<br />

mallard count on record), up 15 percent from 2011 <strong>and</strong> 40 percent above the long-term average.<br />

The total pond count in the U.S. <strong>and</strong> Canada dropped 32 percent from 2011, but still was 9<br />

percent above the long-term average.<br />

As a result, duck hunters will have the opportunity to hunt ducks during a 60-day season for<br />

the 16th consecutive season. High duck populations are encouraging as the waterfowl season<br />

approaches, but the decline in pond numbers in the Prairie Pothole Region – along with a<br />

continued loss of grassl<strong>and</strong>s critical to nesting, particularly in the U.S. – warrants continued<br />

vigilance in the conservation of these vital habitats.<br />

The Only Constant is Change<br />

After a relatively dry duck season in 2010-2011, the 2011-2012 season was setting up to be dry<br />

again until just before opening day. Summer <strong>and</strong> early fall were extremely dry, but extensive rainfall<br />

immediately before the season opener flooded<br />

wetl<strong>and</strong> management units on wildlife management<br />

areas – above target levels in some places – <strong>and</strong><br />

provided abundant habitat across the state.<br />

Another weather system in early December brought<br />

more rain that initiated sustained flooding in the<br />

Cache River <strong>and</strong> White River basins, historic<br />

wetl<strong>and</strong>s that are dominated by national wildlife<br />

refuge l<strong>and</strong>s. The winter of 2011-2012 also was<br />

unusually warm, <strong>and</strong> a notable lack of snow cover<br />

in the northern U.S. likely affected winter duck<br />

populations in <strong>Arkansas</strong>. But relatively early flooding<br />

in many river basins – namely the Cache <strong>and</strong> White<br />

– provided abundant habitat by early December <strong>and</strong><br />

ducks responded to it.<br />

Aerial survey totals, particularly for mallards, were<br />

consistent with the past few years. Occasional cool<br />

spells <strong>and</strong> short-lived, north-tending winds likely cause ducks – particularly mallards – to trickle<br />

into <strong>Arkansas</strong> rather than arrive in large migration events. But the early December weather that<br />

brought flooding rains also spurred a single, large duck migration pulse last season. Throughout<br />

the state, however, warm conditions likely reduced the number of later-migrating mallards that<br />

historically seem to reinforce duck numbers in early January. Hunters’ perceptions of last season<br />

varied widely. Those who capitalized on available<br />

habitat in the White <strong>and</strong> Cache watersheds – mostly<br />

on public l<strong>and</strong> – had consistent success in December<br />

<strong>and</strong> early January. In 2010-11 dry conditions<br />

dominated public l<strong>and</strong>s for most of the season,<br />

<strong>and</strong> artificially flooded areas, as well as areas with<br />

permanent water, produced success for some hunters.<br />

Field reports <strong>and</strong> aerial waterfowl surveys indicated<br />

most birds were concentrated in artificially flooded<br />

private l<strong>and</strong>s, particularly the Gr<strong>and</strong> Prairie. In<br />

contrast, the same private l<strong>and</strong>s likely experienced<br />

reduced success during the same span in 2011-2012,<br />

likely the result of the draw of extensive natural<br />

flooding, especially in the Cache <strong>and</strong> White River<br />

systems (see maps).<br />

The wing patch has a blue-green tint, no front<br />

white bar <strong>and</strong> a rear faded white stripe may<br />

Canada Goose<br />

Black head <strong>and</strong> neck is marked with distinctive white “chin strap” stretching from ear<br />

to ear. Like other geese, sexes look alike. Giant Canada geese weigh 9-15 pounds <strong>and</strong><br />

live in <strong>Arkansas</strong> year-round. Interior Canada<br />

geese weigh 7-9 pounds <strong>and</strong> nest on the coast<br />

of Hudson Bay in Ontario, Canada. Cackling<br />

geese weigh 4-5 pounds <strong>and</strong> nest even farther<br />

north in the Northwest Territories of Canada.<br />

What kinds of licenses or permits<br />

do I need to hunt in <strong>Arkansas</strong>?<br />

If you are 16 or older, an <strong>Arkansas</strong> hunting<br />

license is required to hunt wildlife unless you<br />

are on a licensed game-bird shooting resort that<br />

supplies pen-raised birds. The license must be<br />

carried with you. You may not possess a license<br />

that belongs to someone else or one that has been<br />

altered, backdated or counterfeited. If you are<br />

a nonresident, you may not possess a resident<br />

license. If you guide, aid or assist someone else for<br />

pay or other value, you must have a guide license.<br />

Where can I find a license dealer?<br />

Sporting goods stores, hunting <strong>and</strong> fishing<br />

supplies stores, some discount chains <strong>and</strong> AGFC<br />

offices listed on Page 1 sell most licenses.<br />

How do I buy a license?<br />

Licenses are available over the counter at AGFC<br />

regional offices <strong>and</strong> many sporting goods stores<br />

across the state. You also may buy a license by<br />

phone or online 24 hours a day, 7 days a week.<br />

24 hours a day, 7 days a week.<br />

Telephone <strong>and</strong> online purchases must<br />

be made by credit card. Small game<br />

<strong>and</strong> fishing privileges become effective<br />

immediately. A valid license obtained<br />

by mail from the AGFC must be<br />

in your possession before hunting<br />

big game (deer, turkey, bear, elk or<br />

alligator). Lifetime, disability <strong>and</strong> commercial<br />

licenses are not available by phone or online.<br />

How do I replace a lost license?<br />

You may be able to get a replacement for a lost<br />

license at a reduced cost. Call 501-223-6349 or<br />

800-364-4263 during office hours for details.<br />

Do I qualify as a resident?<br />

A resident is any person who physically inhabits<br />

a bona fide residence within <strong>Arkansas</strong> for at<br />

least 60 days <strong>and</strong> declares themselves a full-time<br />

resident of <strong>Arkansas</strong>.<br />

Also, the following students (who must carry proof<br />

of full-time enrollment in schools, colleges or<br />

universities while hunting or fishing in <strong>Arkansas</strong>)<br />

are eligible to purchase annual resident licenses:<br />

resident foreign exchange students attending<br />

school outside of <strong>Arkansas</strong>; nonresident foreign<br />

exchange students attending school in <strong>Arkansas</strong>;<br />

residents of <strong>Arkansas</strong> enrolled as full-time students<br />

in colleges <strong>and</strong> universities outside of <strong>Arkansas</strong>;<br />

<strong>and</strong> nonresidents enrolled as full-time students in<br />

colleges <strong>and</strong> universities in <strong>Arkansas</strong>.<br />

Ownership of <strong>Arkansas</strong> real estate by a person<br />

living outside the state does not qualify the owner<br />

as a resident.<br />

Active-duty military personnel assigned to duty<br />

stations in <strong>Arkansas</strong> are eligible to purchase annual<br />

or trip resident privileges for hunting <strong>and</strong> fishing.<br />

Active-duty servicemen <strong>and</strong> women who were<br />

<strong>Arkansas</strong> residents at the time of entering service<br />

are eligible to purchase annual or trip resident<br />

privileges for hunting <strong>and</strong> fishing, regardless of<br />

where they are stationed.<br />

Are there any additional residency<br />

requirements for licenses?<br />

The Resident Special Guide License has a<br />

one-year residency requirement. The Nonexpiring<br />

Lifetime Resident <strong>Hunting</strong> <strong>and</strong> <strong>Fish</strong>ing<br />

Sportman’s permits, 65 Plus Lifetime <strong>Hunting</strong><br />

License <strong>and</strong> the 65 Plus Lifetime Combination<br />

License have a 60-day residency requirement.<br />

What are disability licenses?<br />

Resident disabled hunters may purchase a three-year<br />

disability hunting license for $25 or a three-year<br />

combination license for $35.50 (includes fishing<br />

privileges). Proof of 60 days <strong>Arkansas</strong> residency<br />

<strong>and</strong> proof of 100 percent disability from the Social<br />

Security Administration, Department of Veterans<br />

Affairs or the Railroad Retirement Board is required.<br />

A waterfowl hunter 16 or older must carry:<br />

across the face (code on license valid for 30 days);<br />

2. A valid federal Migratory Bird <strong>Hunting</strong> <strong>and</strong> Conservation Stamp ($15), signed in ink<br />

across the face (code on electronic stamp valid for 45 days);<br />

3. Proof of <strong>Arkansas</strong> HIP registration; <strong>and</strong><br />

4. One of the following hunting licenses:<br />

• Resident Wildlife Conservation License (HNT), $10.50<br />

These licenses expire three years from the date of<br />

purchase. These licenses are only available through<br />

the Little Rock AGFC Office. Other required<br />

permits <strong>and</strong> stamps must be purchased annually.<br />

What is HIP registration?<br />

Each year, before hunting migratory game<br />

birds, including waterfowl, hunters 16 years<br />

<strong>and</strong> older are required to register for the<br />

Harvest Information Program (HIP) at any<br />

license dealer or online at www.agfc.com.<br />

Hunters are asked to complete a short survey<br />

about migratory game bird hunting the<br />

previous year.<br />

Proof of <strong>Arkansas</strong> HIP registration must be<br />

carried while hunting. Hunters are required to<br />

register for HIP in each state they hunt.<br />

Which licenses do<br />

hunting guides need?<br />

A guide is someone who guides hunters for pay<br />

or other consideration. An <strong>Arkansas</strong> resident may<br />

guide hunters on l<strong>and</strong> not owned or leased by the<br />

AGFC with a Resident Guide License ($25).<br />

An <strong>Arkansas</strong> resident, who provides proof of at least<br />

one year of residency, may guide hunters, but not<br />

waterfowl hunters, on l<strong>and</strong> owned or leased by the<br />

AGFC with the Resident Special Guide License<br />

($150). There is no nonresident equivalent of this<br />

license.<br />

A nonresident may guide hunters on l<strong>and</strong><br />

not owned or leased by the AGFC with the<br />

Nonresident Guide License/<strong>Hunting</strong> ($150).<br />

<strong>Hunting</strong> guide licenses expire June 30 <strong>and</strong> do<br />

not include hunting privileges. These licenses are<br />

available from AGFC offices listed on Page 1.<br />

Who needs a hunter education card?<br />

A hunter born after 1968 must<br />

carry a valid hunter education<br />

card, unless ‘HE-VERIFIED’<br />

is noted on your hunting<br />

license. Hunters under 16 do not need to have a<br />

card if they are under the direct supervision of<br />

a valid license holder of at least 21 years of age.<br />

<strong>Arkansas</strong> honors the home state hunter education<br />

cards of nonresidents. Call 800-482-5795 or<br />

check www.agfc.com for a class schedule.<br />

Military Lifetime Licenses<br />

Retired <strong>and</strong> disabled veterans are eligible for<br />

lifetime licenses <strong>and</strong> permits earlier than other<br />

hunters <strong>and</strong> anglers.<br />

Resident Military Retiree Lifetime Licenses<br />

are available at any AGFC Regional Office.<br />

Sportsmen must be at least 60 <strong>and</strong> show proof of<br />

60 days <strong>Arkansas</strong> residency <strong>and</strong> retirement from a<br />

branch of the U.S. Armed Services. Please contact<br />

AGFC Regional Offices for more information.<br />

Resident Disabled Military Veteran Lifetime<br />

Licenses are available at the Little Rock Office<br />

What is a nonresident WMA waterfowl<br />

permit?<br />

In addition to a valid <strong>Arkansas</strong> hunting license,<br />

nonresidents must purchase a permit to hunt<br />

waterfowl on certain wildlife management areas<br />

(pages 43-60). The cost is $25 for a five-day<br />

permit <strong>and</strong> $100 for an annual permit. The<br />

annual permit expires June 30. The nonresident<br />

permits are valid for all WMAs. Nonresidents<br />

will also need a free WMA hunter use permit when<br />

hunting on Sweet 16 WMAs. See page 46<br />

What are resident lifetime licenses<br />

<strong>and</strong> permits?<br />

Hunters 65 or older may purchase a lifetime<br />

hunting license. To hunt waterfowl, a state lifetime<br />

waterfowl permit (purchased once after age 65),<br />

HIP registration <strong>and</strong> federal waterfowl stamps are<br />

required. Proof of <strong>Arkansas</strong> residency (60 days)<br />

<strong>and</strong> age is required to apply for lifetime licenses.<br />

Deferred Hunter Education Codes<br />

Hunters 16 <strong>and</strong> older who were born after Dec. 31, 1968 must have hunter education certification. A free<br />

Deferred Hunter Education Code (available through any license purchasing agent, by phone or online) can<br />

take the place of this requirement for one year:<br />

• The hunter must be at least 16.<br />

• The hunter must have been<br />

born after Dec. 31, 1968.<br />

• The hunter must possess a<br />

valid <strong>Arkansas</strong> hunting license<br />

while hunting.<br />

• The hunter must be in the<br />

direct supervision of a licensed<br />

hunter at least 21 years old<br />

who is either certified in<br />

hunter education or was born<br />

on or before Dec. 31, 1968.<br />

• The hunter may not have been<br />

convicted or forfeited bond<br />

only. There is no age requirement for this<br />

license, but sportsmen must show proof of 60<br />

days <strong>Arkansas</strong> residency <strong>and</strong> proof of military<br />

disability. Please contact the Little Rock Office for<br />

more information.<br />

Military Lifetime trout <strong>and</strong> state waterfowl<br />

stamp permits, federal waterfowl stamps, resident<br />

trapping permits <strong>and</strong> HIP registration also must<br />

be obtained to hunt, trap or fish for certain game<br />

species. These permits are available at all AGFC<br />

Regional Offices.<br />

THE PROGRAM:<br />

The biggest wintertime hunting activity in <strong>Arkansas</strong> is our Duck season. This is perhaps the reason for<br />

the popularity of the <strong>Arkansas</strong> Duck Stamp program. This print marks the 32nd year for the <strong>Arkansas</strong><br />

Duck Stamp. Approximately $10 million dollars has been raised from the sale of stamps <strong>and</strong> prints.<br />

Captive Mallards <strong>and</strong> Live Decoys<br />

It is illegal to hunt migratory waterfowl over captive-reared mallards (live decoys) at any time. It is illegal<br />

in <strong>Arkansas</strong> to release captive-reared mallards unless:<br />

• The owner is operating <strong>and</strong> the hunter is shooting at a Commission-licensed game bird shooting resort.<br />

• The owner has a valid shoot-to-kill retrieving dog training permit <strong>and</strong> legally purchased the mallards<br />

from the holder of a wildlife breeder/dealer permit or has legally imported the mallard into <strong>Arkansas</strong><br />

in accordance with an AGFC wildlife importation permit. Shoot-to-kill retrieving dog training<br />

permits are available through any AGFC wildlife management employee or wildlife officer.<br />

Transferring Wildlife<br />

It is illegal to possess wildlife harvested by someone else, unless accompanied by a signed statement<br />

from the taker, stating name, address, species, date taken <strong>and</strong> license number. See example at<br />

bottom of page.<br />

A driver’s license number with state of origin may be substituted for the hunting license number. A hunter<br />

education card number or date of birth may be substituted for the hunting license number for hunters<br />

under 16 years of age.<br />

Failure to report a hunting related incident<br />

It is unlawful for persons to fail to immediately report a hunting-related incident involving personal<br />

injury above basic first aid treatment to the <strong>Arkansas</strong> <strong>Game</strong> <strong>and</strong> <strong>Fish</strong> Commission so an investigation<br />

may be conducted.<br />

If the incident involves only one individual <strong>and</strong> they are admitted to the hospital <strong>and</strong> incapacitated for<br />

any length of time, the incident should then be reported as soon as possible.<br />

Who is responsible?<br />

Hunters, guides <strong>and</strong> l<strong>and</strong>owners are responsible<br />

for underst<strong>and</strong>ing <strong>and</strong> obeying regulations<br />

about baiting <strong>and</strong> knowing the conditions of<br />

the area to be hunted.<br />

What is a baited area?<br />

A baited area is where salt, grain or other feed has<br />

been placed, exposed, deposited, distributed or<br />

scattered in such a way to lure or attract ducks or<br />

doves to, on or over any areas where hunters are<br />

attempting to take them.<br />

For how long?<br />

An area is considered baited for 10 days<br />

following the complete removal of salt, grain or<br />

other feed.<br />

What are the penalties<br />

for baiting?<br />

Baiting migratory game birds is a criminal<br />

offense with fines up to $200,000 <strong>and</strong> a oneyear<br />

prison term. <strong>Hunting</strong> over a known baited<br />

area can result in fines up to $15,000.<br />

What is the liability st<strong>and</strong>ard?<br />

Federal rules prohibit the taking of migratory<br />

game birds by the aid of baiting or over any<br />

baited area, if the person knows or reasonably<br />

should know, that the area is baited.<br />

Example: If a hunter hires a guide who has<br />

spread corn throughout the hunting area,<br />

but the corn is underwater where the hunter<br />

cannot detect it <strong>and</strong> reasonably had no<br />

knowledge that the bait was present, the hunter<br />

would not be guilty of hunting over bait.<br />

Hunters should ask guides or l<strong>and</strong>owners if the<br />

area has been baited.<br />

What is the difference between baiting doves <strong>and</strong> waterfowl?<br />

Agricultural crops may be manipulated for doves, but not for waterfowl <strong>and</strong> coots.<br />

Example: A dove hunter may legally hunt over a field of sunflowers that has been mowed but may<br />

not hunt waterfowl in the same field.<br />

What about normal agricultural operations?<br />

Normal agricultural operations are those that have been conducted in accordance with official<br />

recommendations of state cooperative extension specialists.<br />

State extension specialists will be relied upon to give expert advice if questions arise over what are<br />

considered normal agricultural operations in that area.<br />

Example: Questions about normal rice production will be directed to the state extension specialist<br />

on rice.<br />

What about top-sown seeds?<br />

Migratory game bird hunting is allowed over l<strong>and</strong>s planted by means of top sowing or aerial<br />

seeding, if seeds are present solely as the result of a normal agricultural planting or a normal<br />

agricultural soil stabilization practice.<br />

Top sowing is a commonly used practice for both agricultural <strong>and</strong> soil conservation purposes. Top<br />

sowing can be used to quickly convert plowed <strong>and</strong> harvested fields to pastures, reduce wind <strong>and</strong><br />

water erosion <strong>and</strong> prevent the transfer of nutrients to adjacent wetl<strong>and</strong>s from farml<strong>and</strong>s.<br />

What is considered natural vegetation?<br />

Migratory game birds may be hunted over manipulated natural vegetation.<br />

Example: Thinning brush from overgrown, privately owned wetl<strong>and</strong>s to improve habitat for<br />

wintering waterfowl is considered manipulating natural vegetation.<br />

Is planted millet considered a crop?<br />

Planted millet is treated like an agricultural crop <strong>and</strong> may not be manipulated if you intend to<br />

hunt waterfowl. Millet that grows on its own in subsequent years (sometimes called “volunteer”) is<br />

considered natural vegetation <strong>and</strong> may be manipulated at any time without restriction.<br />

Can I put up a blind?<br />

Hunters may conceal a blind on privately-owned property using vegetation from agricultural crops<br />

or natural vegetation as long as it does not result in the exposing, depositing or scattering of grain.<br />

Anyone born after<br />

1985 <strong>and</strong> of legal<br />

age to operate a<br />

motorboat must<br />

have successfully<br />

approved AGFC boating education course<br />

any motorboat on <strong>Arkansas</strong> waters.<br />

A motorboat is defined as any vessel operated<br />

upon water propelled by sail or machinery,<br />

whether or not the machinery is the principal<br />

source of propulsion.<br />

The boating education course teaches the<br />

fundamentals of safe <strong>and</strong> responsible boating<br />

<strong>and</strong> is written on a sixth-grade reading level. The<br />

Property Regulations<br />

<strong>Hunting</strong> Near a Residence<br />

Hunters lawfully present through ownership or lease agreement may hunt on their own property, regardless<br />

of distance to another person’s residence.<br />

However, all other hunters using firearms within 150 yards of a residence or using archery equipment within<br />

50 yards of a residence must have written permission from the owner or occupant of that residence.<br />

<strong>Hunting</strong> on Private Property<br />

Find out who owns the l<strong>and</strong> or water <strong>and</strong> get verbal or written permission (see example below) from<br />

the l<strong>and</strong>owner or leaseholder before hunting, fishing, trapping or releasing hunting dogs or pursuing<br />

wildlife with dogs on private property.<br />

Written permission is not required if the person hunting is a relative of the l<strong>and</strong>owner or lessee <strong>and</strong><br />

permission can be verified.<br />

Federal Regulations Overview<br />

In addition to state regulations, the following federal rules apply to the taking,<br />

possession, shipping, transporting <strong>and</strong> storing of migratory game birds.<br />

Caution: The following material is a summary. Each hunter should also consult the federal<br />

regulations found in Title 50, Code of Federal Regulations, Part 20 (available at<br />

http://tinyurl.com/huntingwaterfowl). More restrictive regulations may apply to national<br />

wildlife refuges <strong>and</strong> state wildlife management areas.<br />

Illegal <strong>Hunting</strong> Methods<br />

You may not hunt migratory waterfowl:<br />

1) With a trap, snare, net, rifle, pistol, swivel<br />

gun, shotgun larger than 10 gauge, punt gun,<br />

battery gun, machine gun, fish hook, poison,<br />

drug, explosive or stupefying substance.<br />

2) From a sink box or any other low floating<br />

device that conceals you beneath the surface<br />

of the water.<br />

3) From a motorboat or sailboat, unless you shut<br />

the motor off or furl the sail <strong>and</strong> the vessel is<br />

no longer in motion.<br />

4) Using live birds as decoys.<br />

5) Using recorded or electrically amplified bird<br />

calls or sounds.<br />

6) While possessing any shot other than<br />

approved nontoxic shot.<br />

7) With a shotgun that can hold more than<br />

three shells, unless you plug it with a onepiece<br />

filler that cannot be removed without<br />

disassembling the gun.<br />

8) From or by means, aid or use of any<br />

motorized vehicle or aircraft. If you are a<br />

paraplegic or are missing one or both legs,<br />

you may hunt from a stationary motorized<br />

l<strong>and</strong> vehicle.<br />

Wanton Waste<br />

You must make a reasonable effort to retrieve<br />

<strong>and</strong> keep all migratory game birds you<br />

kill or cripple while in the field. You must<br />

immediately kill any wounded birds you<br />

retrieve <strong>and</strong> count those birds toward your<br />

daily bag limit.<br />

Tagging<br />

You may not give your birds to another person<br />

in the field, regardless of whether or not<br />

they are properly tagged. You may not leave<br />

migratory game birds in the custody of another<br />

person unless you tag the birds with your<br />

signature, address, number of birds identified by<br />

species <strong>and</strong> the date you killed them.<br />

Rallying<br />

You may not hunt migratory game birds that<br />

have been concentrated, driven, rallied or stirred<br />

up with a motorized vehicle or sailboat.<br />

Dressing<br />

You may not completely field-dress waterfowl<br />

before taking them from the field. The head or one<br />

fully feathered wing must remain attached while<br />

you transport them to your home or processor.<br />

Dual Violation<br />

A violation of a state migratory game bird<br />

regulation is also a violation of federal regulations.<br />

Duck Stamp<br />

If you are 16 or older, you must carry a valid<br />

federal Migratory <strong>Game</strong> Bird <strong>Hunting</strong> <strong>and</strong><br />

Conservation Stamp. You must sign the stamp<br />

in ink across the face before hunting.<br />

Protected Birds<br />

Federal law prohibits the killing of nongame<br />

migratory birds.<br />

General WMA Regulations<br />

<strong>Waterfowl</strong> Guides<br />

It is illegal for waterfowl hunters to be guided on<br />

wildlife management areas or special use areas.<br />

Both hunters <strong>and</strong> guides are subject to penalties.<br />

Nonresidents<br />

Wildlife Management Areas • General WMA Regulations<br />

Nonresidents need a valid <strong>Arkansas</strong> hunting<br />

license, a valid <strong>Arkansas</strong> waterfowl stamp <strong>and</strong><br />

a permit to hunt waterfowl on certain wildlife<br />

management areas. If you are a nonresident<br />

waterfowl hunter intending to hunt on a WMA,<br />

check your destination on pages 48-60. The<br />

Nonresident Wildlife Management Area <strong>Waterfowl</strong><br />

<strong>Hunting</strong> Permit costs $25 for five days or $100<br />

for the entire waterfowl season, <strong>and</strong> is valid for all<br />

WMAs where required. The permit is available<br />

online, by telephone or from license dealers. See<br />

Page 24. Nonresidents will also need a free WMA<br />

hunter use permit when hunting on Sweet 16<br />

WMAs. See page 46<br />

<strong>Hunting</strong> Ends at Noon<br />

Shooting ends at noon except where noted on<br />

pages 48-60. <strong>Waterfowl</strong> hunters on wildlife<br />

management areas must cease all shooting<br />

at noon <strong>and</strong> be off water-inundated areas or<br />

natural/man-made water courses by 1 p.m.<br />

<strong>Waterfowl</strong> hunting is allowed 30 minutes<br />

before sunrise until sunset on Feb. 2-3 (Youth<br />

<strong>Waterfowl</strong> Hunt) <strong>and</strong> Jan. 25-27 on WMAs.<br />

No Decoys, Dog St<strong>and</strong>s or<br />

Platforms Overnight<br />

<strong>Waterfowl</strong> decoys, dog st<strong>and</strong>s <strong>and</strong> platforms may<br />

not be left out overnight on wildlife management<br />

areas, special use areas or wildlife demonstration<br />

areas, including river channels within exterior<br />

boundaries of WMAs.<br />

Vegetation Destruction<br />

Prohibitied<br />

On Commission-owned WMAs, it is illegal to<br />

use or possess chainsaws, h<strong>and</strong>saws, hatchets,<br />

axes, weed trimmers, string trimmers or other<br />

cutting devices. Chemical defoliants also are<br />

prohibited. Exceptions to this rule include:<br />

hunting knives, pocketknives <strong>and</strong> pocket saws;<br />

campers in designated camping areas; <strong>and</strong><br />

trappers using hatchets during trapping season.<br />

Permanent Duck Blinds<br />

It is not legal to build, erect or hunt from a<br />

duck blind (any structure fabricated from metal,<br />

lumber, wire, nylon or other building materials)<br />

which is not removed or torn down each day<br />

at the end of shooting hours. This applies to all<br />

WMAs including river channels within exterior<br />

boundaries of WMAs.<br />

Illegally Created Openings<br />

If AGFC field personnel find any evidence<br />

of sawing, trimming, herbicide-treating or<br />

manipulating, the area will be marked with a sign<br />

<strong>and</strong> marked with red paint to prohibit waterfowl<br />

hunting.<br />

Special Youth <strong>Waterfowl</strong> Hunt<br />

<strong>Hunting</strong> is allowed by youths 15 <strong>and</strong> younger<br />

during the Youth <strong>Waterfowl</strong> Hunt, Feb. 2-3.<br />

During this hunt, youths have no shot shell limit<br />

on WMAs <strong>and</strong> may hunt from 30 minutes before<br />

sunrise until sunset. Details are on Page 6.<br />

Boating Regulations on WMAs<br />

It is unlawful to operate any boat in such a manner<br />

as to create a wake that is hazardous to persons or<br />

property, or to fail to comply with the outboard<br />

motor size restrictions on Commission waterfowl<br />

areas as noted in Code 24.03.<br />

three wood ducks, two pintails, two redheads, one canvasback, one black duck <strong>and</strong> one mottled duck).<br />

Daily limit of four mergansers, which may include no more than two hooded mergansers.<br />

Boats with outboard motors larger than 25 horsepower, surface-drive motors larger than 36 horsepower<br />

<strong>and</strong> airboats may not be used. No boats allowed on Government Cypress Walk-In Only <strong>Waterfowl</strong><br />

Impoundment. No boats allowed from 1 p.m.-4 a.m. during the duck season except as follows: (1) during<br />

the last three days of the last duck season <strong>and</strong> during the Special Youth <strong>Waterfowl</strong> Hunt, Feb. 2-3, when<br />

Pigeon Creek <strong>Waterfowl</strong> Rest Area is closed Nov. 1-Feb. 15.<br />

Travel by boat is prohibited on Latin Drain, Firehunt Slough <strong>and</strong> Third Slough except during high-water<br />

periods when boating access is possible to the Deep Slough Dam. In this case, boats may be used areawide,<br />

however, boat motors may be used only on Cut-Off Creek <strong>and</strong> Deep Slough.<br />

Airboats may not be operated on waters within Cut-Off Creek WMA during duck season.<br />

hunting is allowed 30 minutes before sunrise until sunset Jan. 25-27.<br />

<strong>Waterfowl</strong> hunting is not allowed on that part of Big Spadra <strong>and</strong> Little Spadra creeks north of the<br />

railroad, east of Crawford Street, south of I-40 <strong>and</strong> west of <strong>Arkansas</strong> Highway 103.<br />

Dogs <strong>and</strong> hunting or trapping devices are not allowed on Johnson County WRA. Johnson County WRA<br />

is closed Nov. 5-Jan. 31. Access on Johnson County WRA on Nov. 3-4 is limited to Mobility Impaired<br />

Permit Gun Deer permit holders. Horsehead Creek <strong>and</strong> Bob Young WRAs are closed to all hunting <strong>and</strong><br />

trespassing from Nov. 1-Feb. 15 <strong>and</strong> will reopen Feb. 16.<br />

Lake Ashbaugh is closed to all hunting. <strong>Fish</strong>ing <strong>and</strong> non-hunting activities are allowed.<br />

Hubble Lake is closed to all hunting, except for teal during early teal season. <strong>Fish</strong>ing <strong>and</strong> non-hunting<br />

activities are allowed.<br />

Winchester WRA <strong>and</strong> the Brookings moist-soil units are open to deer muzzleloader permit holders only<br />

· On Tuesdays <strong>and</strong> Wednesdays, permits will be available for pick up at the parking area at the end<br />

of Cypert Road (south of headquarters) <strong>and</strong> boat ramps A <strong>and</strong> B to any hunter wishing to access the<br />

area. Hunters are not restricted to designated locations on these days.<br />

for designated locations. The permit drawing will take place at the area headquarters two hours before<br />

legal shooting time. There may be a total of four hunters per party for each designated hole drawn.<br />

· Five permits <strong>and</strong> one mobility-impaired blind permit will be available through online drawing. For<br />

· All permits must be completed <strong>and</strong> returned to the collection box at the end of the hunt.<br />
