Permanent Study Group XVIII :<br />

Justice and Court Administration<br />

The <strong>2013</strong> <strong>Annual</strong> <strong>Conference</strong> of the European Group <strong>for</strong> Public Administration will be held<br />

in Edinburgh, Scotland from 11 to 13 September <strong>2013</strong>.<br />

Aim of the Permanent Study Group 18 on Justice and Court Administration<br />

The study group offers an international and multidisciplinary plat<strong>for</strong>m to discuss justice<br />

administration policies, justice administration projects related to the functioning of courts<br />

and public prosecution agencies, and to other organizations and institutions in the justice<br />

field.<br />

The study group wants to create a plat<strong>for</strong>m, where experiences practices of organisation<br />

development, policy development and policy implementation and research into the functioning<br />

of institutions and organisations in the justice field can be exchanged and discussed. For<br />

researchers it should help them to develop research projects and <strong>for</strong> persons working in the<br />

justice field the study group is an opportunity to be in<strong>for</strong>med on the latest developments<br />

in research in their field and to influence the development of research. The scope of all this<br />

is to build bridges between national perspectives and to build a transnational professional<br />

community in the EU and beyond, involving both academics and practitioners. The ultimate<br />

aim is to explore common ground <strong>for</strong> cooperation and exchange in Europe in the justice field<br />

amongst policymakers, managers and academics.<br />

The <strong>EGPA</strong> <strong>Annual</strong> <strong>Conference</strong> <strong>2013</strong><br />

The Permanent Study Group XVIII on Justice and Court Administration plans 6 sessions of<br />

3Subjects <strong>for</strong> papers (scope)<br />

This year we would like to gather papers in three different areas :<br />

• Justice and court administration in general<br />

• Special session 1: Caseload and caseload management<br />

• Special session 2: Courts in the age of in<strong>for</strong>mation<br />

The papers <strong>for</strong> all the sessions shall have a multidisciplinary or interdisciplinary approach<br />

to the subject dealt with. <strong>Papers</strong> may as well contain new theories or hypotheses resulting<br />

from projects, studies or surveys.<br />

Justice and court administration in general<br />

For this area you may submit papers on all subjects concerning the administration or the<br />

management of justice apart from those that are within the scope of the two other sessions:<br />

• Justice administration and politics (e.g. supervision and inspection in justice administration;<br />

independence, autonomy and accountability; justice systems as a policy domain; economic<br />

approaches to court administration; financial relations in justice administration; appointments<br />

and dismissal of judges and prosecutors; the relation between courts and politics).<br />

• Justice administration and society (e.g. social problem solving; access to justice;<br />

positioning courts in society; pre-trial proceedings and mediation; the role of courts<br />

in macro-economics; lay judges and public trust; the involvement of juries in judicial<br />

administration; internationalization of law and society and the organization of transnational<br />

judicial cooperation between national justice systems; ethics in justice administration.).<br />

• Justice chains (e.g. relation between partners in the justice chains: courts and the prosecutions<br />

office, youth protection agencies, prisons, advocates, baillifs, probation agencies,<br />

businesses, law schools; managing expert witnesses; leadership and coordination in<br />

chains with independent professionals; comparisons between courts and other professional<br />

organizations).<br />

• Management of courts in the justice system (organization development in courts; organization<br />

aims and targets in courts; In<strong>for</strong>mation technologies and case-flow management;<br />

courts, societal interactions and human resources management; required judicial skills as<br />

a function of juridical and societal needs; judicial specialization versus judges as ‘know all’<br />

and ‘can all’; cooperation between judges and court staff).<br />

Not included in this area are monodisciplinary papers on law matters, e.g. on the<br />

independence of judges or courts or on other subject in the fields of constitutional law.<br />

Special session 1: caseload and caseflow management<br />

To manage courts it is very important to know the workload that is caused by a certain<br />

type of case and to relate it with the available resources. There<strong>for</strong>e there is a strong need<br />

<strong>for</strong> caseload management to have an efficient and effective court functioning. This session<br />

calls <strong>for</strong> papers on caseload studies and caseload management, concerning theoretic and<br />

methodological (e.g. how to measure the weighted caseload) matters as well as reports on<br />

caseload studies or on the implementation of caseload management systems in courts.<br />

Special session 2: courts in the age of in<strong>for</strong>mation<br />

We are living in the in<strong>for</strong>mation age. This session would like to focus on papers that deals<br />

with courts and the new challenges of the «in<strong>for</strong>mation society». <strong>Papers</strong> may focus on the<br />

exchange of in<strong>for</strong>mation within the judiciary, the in<strong>for</strong>mation of the public by courts, access<br />

to court in<strong>for</strong>mation (freedom of in<strong>for</strong>mation), privacy matters, communication concepts, etc.<br />

If you are not sure about the session in which your idea <strong>for</strong> a paper fits best, do not hesitate<br />

to get in contact with the study group: egpa@kpm.unibe.ch.<br />

Submission of papers and further schedule<br />

An abstract of the paper should be submitted the 15 May <strong>2013</strong>, at the latest, to the study<br />

group via the conference tool: http://www.egpa-conference-<strong>2013</strong>.org/. If the conference<br />

toll should not work, you may also submit the paper directly to the study group: egpa@kpm.<br />

unibe.ch.<br />
