Questionnaire and Schedule of Responses Conservation Area Questionnaire Responses by Hanwell & Canals Conservation Area Panel What makes this Conservation Area different to any other area in the Borough/ London/ England? The Estate is perhaps the only example of the LCC’s Social Housing projects in the Ealing dating from the 1930’s and possibly one of only 5 in London. Its design characteristics follow the “Garden City” principles albeit on a less than grand scale. Broad streets, green areas, uniform elevations and garden fencing are all features of the estate’s original design. Small terraces of housing (groups of 2, 4, 6) are important and sets this estate apart from earlier housing projects in the local area. What are the special historic qualities of the Conservation Area? The historic features are: • The Central London School and what remains of its grounds – now the Hanwell community Centre. • The Victorian Driveway to the school from Ruislip Road to the North and its Avenue of Horse Chestnut Tress. • The French School and air raid shelters – was Brentside Junior School Ealing Borough Council 2006 50
Cuckoo Conservation Area Character Appraisal What are the special architectural qualities of buildings in the Conservation Area? The Housing has little of “quality” in terms of materials used and workmanship, however, the overall effect of the street design is distinctive and a clear improvement of the standards of social housing at the time of its construction. The open space and small terraces are important to the overall quality of the estate. What distinctive features (e.g. signage, kerbing/ road surfacing, street furniture) make a positive/ negative contribution to the Conservation area? • Small terraces • Comparatively large gardens • Regular provision of communal grassed areas at corners and long the roads • Privet Hedges • Hooped low garden fencing • Uniformity of fenestration • I don’t know what the original street tree planting was provided but what is there now may not be original. Which features are most at risk, or have already been lost, in the Conservation Area? The damage done is due to uncontrolled development post creation of the Conservation Area with NO ENFORCEMENT of even basic conservation measures being in place. The majority of the damage has been done as a result of the “Right to Buy” policy dating from the mid 1990’s. Erosion of the 1930’s design has been in the form of • Velux windows on all roofs • Changes in colour scheme • Dormer Windows on side back and front roofs • Removal of fences and hedging • Inappropriate use of brick garden walls • Inappropriate extensive extensions on all elevations • Porches • Permitted car parking on pavements and grass verges • Loss of grassed areas • Plastic front doors • Plastic double glazing • Hard standing to front gardens Etc.
