an employment program violation may not be eligible for emergency<br />

when she is requesting a fair hearing and ask for an emergency fair<br />

hearing. An emergency fair hearing is held a few days after it is requested<br />

and an expedited Decision After Fair Hearing will be issued. In New York<br />
