TENDER NOTICE NO.01/2012-13
Introduction
Arati Cotton Mill is a Unit of National Textile Corporation Limited. The mill is equipped
with modern spinning machinery and manufacturing yarn.
The mill proposes to:
First Phase
1) Construction of Yarn Godown
2) Overhead Water Tank and Softening Plant
3) Construction of Room to accommodate Yarn Conditioning Machine.
Second Phase
Construction of humidification system for proposed capacity expansion
ELIGIBLE BIDDERS:
This invitation of bids is open to all reputed Civil Consultants having good credentials
and having experience of handling at least one civil project of more than Rs.5.00 crores
in last five years preferably in Central Government/State Government/PSU. The Bidder
should submit the authenticity of such work order along with his offer.
SCOPE OF WORK:
1) Preparation of comprehensive detailed project report (DPR). The work includes
preparation of plan, Design and Specification of Civil Construction, Preparation of Bill of
quantities (BOQ) and Cost estimate with the prevailing schedule of rates in the State and
liaison with the local civic authority for approval of design and plan, if required.

2) To prepare Tender Document for inviting bids for execution of the job as per
DPR. Arati Cotton Mill will call the Tender for Civil Work and will finalise the contract
with the help of the consultant.
3) Monitoring of the Civil Construction to ensure that the work is being carried out
strictly in accordance with the approved specification .The Consultant will depute one
engineer for full time supervision.

4) To certify the stages and percentage of work completion for finalization of bills of
the Contractor.
PREPARATION OF PROPOSAL:
The proposal as well as all related correspondence exchanged by the Consultants
and the Corporation shall be written in English Language.
The Consultant should submit their offer as per annexure ‘A’ of this Tender
Document.
TAXES:
The Consultants should fully familiarize themselves about the taxes on amount payable
by the Corporation under the Contract.
EARNEST MONEY DEPOSIT:
An EMD of Rs.20,000-/ (Rupees Twenty Thousand only) in the form of DD drawn in
favour of the Arati Cotton Mill and payable at Dasnagar, Howrah must be submitted
along with the Proposal. Proposal not accompanied by EMD shall be rejected and non
responsive. No interest shall be payable by the Corporation for the sum deposited as
Earnest Money. No Bank Guarantee will be accepted in lieu of the Earnest Money
Deposit. The EMD of the unsuccessful bidders would be returned back within one month
of the signing of the contract. The EMD shall be forfeited by the Corporation if the
proposal is withdrawn during the validity period.
SUBMISSION OF PROPOSAL:
An authorized representative of the consultant shall initial all pages of the proposal. The
proposal shall be placed in a sealed envelope clearly marked ‘Bid for Engagement of
Civil Consultants’ and must reach to Arati Cotton Mill, Dasnagar, Howrah, on or before
5.00 p.m. of 10 th January, 2013. Any bids received after the stipulated time will not be
accepted.
Management reserves the right to accept/reject any offer without assigning any
reason whatsoever.

AWARD OF CONTRACT:
Arati Cotton Mill will issue an offer to the selected consultant and the consultant will
have to sign the duplicate copy of the offer letter as acceptance.
MODE OF PAYMENT:
1) 30% of fees on Completion of DPR and tender document and awarding contract
to the Contractor approved by Arati Cotton Mill.

2) 50% of fees to be paid with the progress of work on prorata basis
3) Balance 20% to be paid within 20 Days on completion of Civil works by
contractor.
