5‐ 18 Flyndre and Cawdor Environmental Statement Section 5 Assessment of Potential Impacts and Control Measures dilution, volatisation of low molecular weight hydrocarbons and biodegradation of organic compounds (OSPAR, 2009). The discharge of PW to sea is one of the largest discharges associated with the development and with offshore oil and gas developments as a whole. During the screening phase of the EA, the discharge of PW and associated chemicals was assessed as of moderate risk to the environment. The production fluids from the Flyndre and Cawdor wells will undergo primary processing on the Clyde platform. The processing will separate the water from the production fluids prior to export. As described in Section 2, it is anticipated from the P10 production profiles that water production from the Flyndre Cawdor development will peak in 2026 with a rate of 1,110 Te/d (Table 5‐11). The PW will be treated via the existing PW treatment system on the Clyde platform prior to discharge to sea (see Section 2.9.3.). A new dedicated produced water treatment system for the Flyndre Cawdor field has been proposed although has yet to be designed. During the FEED stage a review of Best Available Technique and Best Environmental Practice will be conducted and the system designed. OSPAR (2009) reported that there has been no effect or accumulation of substances from the PW in wild fish. When PW is discharged there is expected to be an immediate 30‐100 fold dilution, with a subsequent dilution of at least 1,000 by 500 m from the discharge point. Any impact from the PW discharges is expected to be localised to near‐field and limited to short term impact due to the dilution experienced and the mobility of the water column organisms. Maersk Oil are aware of the draft OSPAR recommendation 2011 applicable to PW discharges. This recommendation advocates the adoption of a risk based approach for oil discharges to the marine environment (Section 1.4).
