Tasks and Objectives<br />

In the field <strong>of</strong> personnel development, the <strong>Federal</strong><br />

Government's programme "Modern State - Modern<br />

<strong>Administration</strong>" is intended to improve the "competence<br />

<strong>for</strong> <strong>Europe</strong>" <strong>of</strong> its staff.<br />

In view <strong>of</strong> the increasing communitisation <strong>of</strong> policy<br />

areas in the <strong>Europe</strong>an Union, the Sections in <strong>Federal</strong><br />

authorities exclusively dealing with purely national<br />

tasks are in constant decline.<br />

The training division on "<strong>Europe</strong>an and International<br />

Affairs" has developed three qualification programmes<br />

preparing staff members <strong>for</strong> <strong>Europe</strong>an and international<br />

tasks.<br />

The <strong>Europe</strong>an Affairs Qualification Programme<br />

(EQ 1) and the International Qualification Programme<br />

(IQ) are addressed to staff members <strong>of</strong><br />

the public service in Germany.<br />

EQ 2 has been designed as a tool to co-operate<br />

with <strong>Europe</strong>an partner states and potential candidate<br />

countries.<br />

The qualification programmes are subdivided into<br />

courses <strong>of</strong> four different levels which subsequently<br />

build on one another. Thus, potential participants<br />

can choose the appropriate seminar according to<br />

their individual knowledge <strong>of</strong> the subject matter concerned.<br />

The seat <strong>of</strong> the <strong>Federal</strong> <strong>Academy</strong> <strong>of</strong> <strong>Public</strong> <strong>Administration</strong><br />

is Brühl (between Cologne and Bonn). It has a branch<br />

<strong>of</strong>fice in Berlin and a seminar building in Boppard.<br />

<strong>Federal</strong> authorities in Hanover, Munich and Wiesbaden<br />

organise de-centralised seminars <strong>for</strong> the <strong>Federal</strong><br />

<strong>Academy</strong>.<br />

The <strong>Federal</strong> <strong>Academy</strong> falls under the remit <strong>of</strong> the <strong>Federal</strong><br />

Ministry <strong>of</strong> the Interior. It is supported by an advisory<br />

council and an consultative subcommittee.<br />
