In effect they were told to come back later. The occasion was a conference of government treasury officials, called to line up a thorough-going study of tiie whole federal-provincial fiscal deal. TYiat did it. It wasn't intended thait the meeting become a springboard for provincial money demands. Regardless, that is the way the conference began. Crux of the matter is the taxsharing formula in the current federai-provindal agreement, that expires March 31, 1962. It gives the provinces 13 per cent of personal income tax yields, nine per cent of ba.vable corporation income, and half the inheritance tax. So long as companies searching 'for gas and oil are under offecttive Canadian administration "that is Ithe most tangible evidence to any per.son in any part of the world that this is Canada and that this is tlie land we will fight for," Mr. Hamilton said in the Commons. He was replying to Opposition Leader Pearson who accused Prime Minister Diefenbaker and Mr. Hamilton of trying to mislead Oanadians about governmenit efforts to preserve northern sovereignty. VANIER FOR GOVERNOR An announcement is expected within the next month or so to the effect thart: Maj.-Gen. George P. Vanier of Montreal will be Canada's next governbr-geneiial. Indications aire that the Queen who is reported to have approved of tMs ohoice by Prime Minisiter Diefenbaker, may be asked to announce the appoinltmenit before her Canadian tour ends August 1. Gen. Vanier, 71, earned a distingiiished record overseas in the Fir^t World War with the Royal 22nd Regiment. He retired from public seivice in 1953 after eight years as Canadian ambassador in Raris. As Colonel of the Van Doos, of which he is a founder-member, he was present when tlie Queen in- .spected the regiment at Quebec Cit>' earlier in her tour. His appointment would follow the tradition of alternating high offices between French-speaking and English.speaking persons. Governor-General Massey, 72, has served a record seven and a half years in the office. His term avas twice extended. He is the fiirst lOanadian-born Governor-General, breaking a tradition of 17 Britishborn governors-general since confederation. CASH FOR ARTS The Canada Council says in its annual report that after two years of handing out cash for art's sake, tlie council's policies are beginning to take definite form. One realization lias been tliat itlie council's annual income of roughly $2,7.50,000 from its $50,000,- 000 endowment fund can be stretched only SQ far. The need of arts, humanities and social sciences are so great, said the annual report, "'that time indeed will 'not wither them, nor custom stale, nor will $2,750,000 •per annum wholly gratify them."
