Public land means land that is not privately owned and <strong>the</strong> general public can enter<br />

<strong>the</strong> land [although mode <strong>of</strong> access may be restricted i.e. no vehicular].<br />

Recreational values means <strong>the</strong> qualities, attributes, and opp<strong>or</strong>tunities associated with<br />

an area <strong>or</strong> site that contribute to people’s use and enjoyment.<br />

Rare means species with small w<strong>or</strong>ld populations that are not at present endangered<br />

<strong>or</strong> vulnerable, but are at risk. These are usually <strong>local</strong>ised with<strong>in</strong> restricted geographic<br />

<strong>areas</strong> <strong>or</strong> habitats <strong>or</strong> are th<strong>in</strong>ly scattered over a m<strong>or</strong>e extensive range.<br />

Reef means a ridge <strong>of</strong> rock <strong>or</strong> sand <strong>of</strong> which <strong>the</strong> top lies close to <strong>the</strong> surface <strong>of</strong> <strong>the</strong> sea.<br />

Reserve: Recreation Reserves are f<strong>or</strong> <strong>the</strong> purpose <strong>of</strong> provid<strong>in</strong>g <strong>areas</strong> f<strong>or</strong> recreation,<br />

sp<strong>or</strong>t<strong>in</strong>g activities, physical welfare and public enjoyment. Recreation<br />

reserves are also f<strong>or</strong> <strong>the</strong> protection <strong>of</strong> <strong>the</strong> natural environment and beauty<br />

<strong>of</strong> <strong>the</strong> countryside, with emphasis on <strong>the</strong> retention <strong>of</strong> open spaces and on<br />

outdo<strong>or</strong> recreational activities.<br />

Hist<strong>or</strong>ic Reserves are f<strong>or</strong> <strong>the</strong> purpose <strong>of</strong> protect<strong>in</strong>g (<strong>in</strong> perpetuity) places,<br />

objects, and natural features that are <strong>of</strong> hist<strong>or</strong>ic, archaeological, cultural,<br />

educational, and o<strong>the</strong>r special <strong>in</strong>terest.<br />

Scenic Reserves are f<strong>or</strong> <strong>the</strong> purpose <strong>of</strong> protect<strong>in</strong>g and preserv<strong>in</strong>g (<strong>in</strong><br />

perpetuity) <strong>areas</strong> <strong>of</strong> scenic <strong>in</strong>terest, beauty, natural features <strong>or</strong> landscape<br />

f<strong>or</strong> <strong>the</strong>ir <strong>in</strong>tr<strong>in</strong>sic value and f<strong>or</strong> <strong>the</strong> benefit, enjoyment, and use <strong>of</strong> <strong>the</strong><br />

public.<br />

Local Purpose Reserves are f<strong>or</strong> <strong>the</strong> purpose <strong>of</strong> provid<strong>in</strong>g and reta<strong>in</strong><strong>in</strong>g<br />

<strong>areas</strong> f<strong>or</strong> such <strong>local</strong> purpose <strong>or</strong> purposes as are specified <strong>in</strong> any<br />

classification <strong>of</strong> <strong>the</strong> reserve.<br />

Marg<strong>in</strong>al Strips (Resource Management Act 1991) are f<strong>or</strong> conservation<br />

purposes, to enable public access to, and recreational use <strong>of</strong> any adjacent<br />

watercourses <strong>or</strong> bodies <strong>of</strong> water. Marg<strong>in</strong>al strips are usually created on<br />

sale <strong>of</strong> crown land. They exist along <strong>the</strong> f<strong>or</strong>esh<strong>or</strong>e, waterways greater than<br />

3 metres, and lakes. Marg<strong>in</strong>al strips are 20 metres wide (unless a reduction<br />

<strong>of</strong> width has been approved by <strong>the</strong> M<strong>in</strong>ister <strong>of</strong> Conservation), and <strong>the</strong>y<br />

move with erosion <strong>or</strong> accretion.<br />

Esplanade Reserves (Resource Management Act 1991) are <strong>local</strong> purpose<br />

reserves f<strong>or</strong> <strong>the</strong> purpose <strong>of</strong> protect<strong>in</strong>g conservation values as well as<br />

enabl<strong>in</strong>g public access to <strong>or</strong> along <strong>the</strong> sea, river <strong>or</strong> lake and f<strong>or</strong> recreational<br />

use; where this is compatible with conservation values. Esplanade<br />

reserves can be up to 20 metres wide, and are vested <strong>in</strong> <strong>the</strong> territ<strong>or</strong>ial<br />

auth<strong>or</strong>ity <strong>or</strong> <strong>the</strong> Crown. Esplanade reserves are usually created as a result<br />

<strong>of</strong> subdivision <strong>of</strong> private land.<br />

Esplanade Strips (Resource Management Act 1991) are created through<br />

subdivision <strong>or</strong> by agreement, but <strong>the</strong>y are not surveyed and <strong>the</strong> strip<br />
