From the Editor<br />

Well here it is, the last of the online only editions. <strong>The</strong> print version, including the online version will<br />

resume in 2012, with the print edition hitting the mail sometime in late February. All mail subscriptions are<br />

handled by the Executive Secretary, the <strong>Skirmish</strong> Line staff have nothing to do with that part of the process, so<br />

please direct all subscription related matters to Judy. Contact information is available on page 97. New ad rates<br />

are posted on page 13 if anybody’s interested.<br />

<strong>Regional</strong> information is nil to non-existent, so remind your regional commanders to submit your events,<br />

photos, and information, if you want to see it in here. I’ll throw a dart at the staff as well, a little info from the<br />

different offices, departments, and committees would make for some fair reading as well.<br />

We all like to see tech articles, but we can’t print’em, if we don’t get’em. We don’t mind reprinting a few from<br />

the golden years, but we’re looking for fresh ideas as well. Musket care, loads, sights, safety, are all good topics<br />

for anybody to read about. Couple new features will be along next year as well, but the cats in the bag for<br />

now.<br />

Ya’ll have a great Christmas, New Year, and beyond.<br />

As the days begin to get shorter, the leaves are falling and winter advisories are being issued, we know that another<br />

great skirmish season has come and gone. To all of the teams that hosted skirmishes both in their own regions<br />

and the nationals, thank you for your hard work and dedication to the organization. Also many thanks to the<br />

volunteers, staff members, committees, team officers, regional officers and the board of directors for their countless<br />

hours of work and devotion to the <strong>North</strong>-<strong>South</strong> <strong>Skirmish</strong> <strong>Association</strong>.<br />

During the nationals the cabin is a hub of activity each day. <strong>The</strong> executive secretary’s office is located in the<br />

front of the cabin and the Small Arms Committee is located in the rear of the cabin. Business hours for both the<br />

secretary’s office and the SAC office may be found on the program issued during nationals, the N-SSA web page<br />

and the schedule is also posted. <strong>The</strong> Gainesboro Rescue Squad provides a first aid station that is located in front<br />

of the cabin.<br />

During both fall and spring nationals, many lost and found items made their way to the cabin. Lost and found<br />

items that are turned in are inventoried and stored for two years. Lost and found items not claimed at the end of<br />

the two-year period will be sold per N-SSA policy. It is always a good idea to put your competitor identification<br />

number on shooting equipment so that items can be identified and returned to the proper owner as soon as possible.


During the membership meeting Friday, October 7, 2011 each team received an envelope that contained their renewal<br />

forms for the 2012-skirmish season as well as a roster update form. If for any reason, you do not have your<br />

forms, contact the executive secretary for new a new set.<br />

It has been both a privilege and a pleasure to serve the <strong>North</strong>-<strong>South</strong> <strong>Skirmish</strong> <strong>Association</strong> this past year. I look<br />

forward to working with everyone during the 2012 skirmish season.<br />

Commander McMahon welcomed Ron Barvian back to the board representing the <strong>North</strong>east Region.<br />

You have received the minutes of the May 19 th Board of Director’s meeting. Are there any corrections to the minutes? Hearing none,<br />

if there are no objections, the minutes are approved as printed.<br />

Commander’s Report: <strong>The</strong> report covered the kick off celebration of the Civil War Sesquicentennial. Gratitude was extended to all<br />

who took part in planning and participating in this event. Appreciation was also extended to the number of members, their families<br />

and guest that came out to support the event.<br />

<strong>The</strong> first of two online issues of the <strong>Skirmish</strong> Line have been published. <strong>The</strong> goal is to publish two online issues, then in January<br />

2012 return to the printed copy. An option that is currently being discussed is to offer an online edition as well as the printed edition.<br />

<strong>The</strong> <strong>Skirmish</strong> Line budget is the single most costly line item in the association’s budget. A few years ago, it was costing 23% of our<br />

operating budget to produce. An Ad Solicitor has been appointed to solicit ads from companies/sutlers to offset some of the cost in<br />

producing the magazine.<br />

We have received a substantial, partial ($5,000) payment toward the $10,000 no interest, five-year loan that was made to the Centerburg<br />

Conservation Club in 2009. With the help of the N-SSA, the Centerburg range was saved and the N-SSA obtained a long-term<br />

use agreement, which will enable the Midwest region to use Centerburg for years to come.<br />

<strong>The</strong>re was a concern regarding the number of firearms that were discharged during company matches while the competing companies<br />

were snapping caps. Competitors and safety officers must be aware of what is happening during the snap caps portion of each event.<br />

Safeties in particular should be moving up and down the firing line so that they can readily observe the actions of the competitors.<br />

Our excellent safety record can only continue if we are all involved in making sure we are all safe on the firing line.<br />

<strong>The</strong> corporate sponsorship/supporter program was approved by the BoD at the May meeting and is off to a great start under the guidance<br />

of our Corporate Relations Officer, Al Minneman. Programs like this will help provide much needed revenue to our association<br />

at no additional cost to the individual members.<br />

A late request was submitted asking the association to relax the rules to allow pets at nationals. This will not be addressed during the<br />

August Board meeting. This particular issue will be addressed at the January 2012 board meeting. All rules change requests must<br />

follow protocol and go through the rules committee. Rules change requests must be submitted to the rules committee chair several<br />

weeks prior to the Board package deadline.<br />

We are being mandated by the FCC to go to the narrow band emissions on our two-way radios effective 2013. <strong>The</strong> association has<br />

thirty-five radios that must be replaced to comply with the FCC ruling. <strong>The</strong> Allegheny and Potomac regions have 13 radios that must<br />

be replaced as well. Commander McMahon has been working with three different companies, and the company in Winchester has<br />

given the lowest bid. Motorola is also offering a rebate deal if the radios are purchased soon. After discussion, it was determined that<br />

this decision would be tabled until after the paymaster’s report.<br />

<strong>The</strong> Disabled American Veterans event ran into some last minute issues. P. Spaugy, the Judge Advocates and Craig Stanley are on the<br />

committee to work out the issues with the DAV corporate office. I hope that the issues will be resolved and with Board approval, we can<br />

provide an event for the DAV.<br />

<strong>The</strong> range public address system-rewiring project was originally scheduled to be completed by fall nationals 2011. So as not to interfere<br />

with the Fall Nationals and compromise the current system, the rewiring will be completed by the end of the 2011.<br />

Nothing but positive comments has been received regarding the on-line version of the publication of the <strong>Skirmish</strong> Line. Based on the over<br />

whelming support of the on-line version, Commander McMahon would like to recommend that the organization continue with the on-line<br />

publication in addition to the printed issue beginning in 2012. Commander McMahon supports publishing and additional issue prior to the<br />

Fall Nationals and another addition at the end of the year. <strong>The</strong>re is no cost for the on-line publication.<br />

Publish a third on-line edition of the <strong>Skirmish</strong> Line was approved upon motion by F. Kapper.<br />

Deputy Commander’s Report - Discussed the NRA Convention and again thanked Fred Behrens and others for representing the N-SSA.<br />

Our presence at this premier event is important, not only to help attract new members, but to have the chance to network with other shooting<br />

organizations and our vendors. It was recommended that we develop some sort of recruiting or information kiosks for recruiting<br />

events. Another recommendation was to set up kiosks on our own range and in Sutler’s row so that we can make recruiting information<br />

more readily available to visitors.<br />

Sesquicentennial Committee Report - 124th National <strong>Skirmish</strong> Special Event. <strong>The</strong> event will be a <strong>Regional</strong> All Star Stake Event, each<br />

region providing two companies of 16 musket shooters. <strong>The</strong> winning region will receive 16 gold medals. Adjust fall schedule to accommodate<br />

the All Star Stake event was approved upon motion by J. Malarkey.<br />

Sesquicentennial Commemorative <strong>Skirmish</strong> Planning - Planning is moving ahead for our commemoration skirmish to be held at the<br />

127 th Nationals in the spring of 2013. <strong>The</strong>re will be a grand review, a night artillery match and a regional all star musket company competition,<br />

with several other proposed events in the works. Several samples of commemorative patches were reviewed and will be voted on<br />

at the January 2012 board meeting. After action: <strong>The</strong> BoD was asked to electronically vote on a logo only from the sample of patches<br />

presented. <strong>The</strong> BoD selected the logo from patch number three.<br />

Thanks were extended to all those who made the Twilight All Star Smoothbore match a success in particular Tim Scanlan and Hank Atterbury<br />

for orchestrating the first shot and ensuing fireworks, and to the fine musicians of the 2 nd Maryland Fifes and Drums for their performance<br />

at the end of the event.<br />

<strong>The</strong> addendum to the N-SSA sesquicentennial committee report contained information regarding the possibility of having our country’s<br />

service academies participate in a demonstration skirmish at one of our national skirmishes. VMI has been contacted and is excited about<br />

the possibility. <strong>Regional</strong> commanders are asked to take the information back to their regions regarding “Adopting a Keydet” for the<br />

demo. VMI would like to have 10 Keydets participate.<br />

Inspector General – Sherry Myers reported that there were an unusually high number of failures, both of half cock and full cock inspections.<br />

After inspection of the line during national, it was evident that some kind of training for line safeties during team competition and<br />

the competitors themselves in general needs to take place.<br />

S. Myers moved to approve Company D, 33 rd Virginia Infantry conditional membership in the N-SSA Conditional member status was<br />

denied. Probationary status stands. Company D, 33 rd Virginia Infantry will stand for re-inspection at the Board of Directors meeting,<br />

Thursday, October 6, 2011.<br />

S. Myers moved to approve the <strong>The</strong> Dulany Troop, 7 th Virginia Cavalry, Potomac Region. S. Myers reported that there was a change in<br />

the paperwork and the 7 th Virginia Cavalry should be the 6 th Virginia Cavalry. J. Robey moved to amend the motion to grant probationary<br />

status to <strong>The</strong> Dulany Troop, 6 th Virginia Cavalry, Potomac Region if corrected paperwork is provided to the IG by September 1,<br />

2011. Amended motion accepted.<br />

After action: Corrected paperwork was submitted prior to September 1, 2011 deadline.. <strong>The</strong> BoD voted via email and it was approved to<br />

grant probationary status to the Dulany Troop, 6 th Virginia Cavalry.<br />

S. Myers moved to rescind the board action of August 2009, and reinstate Uniform and Small Arms as independent committees within<br />

the N-SSA. Motion accepted.<br />

Paymaster’s Report – <strong>The</strong> report included the statement of income for the period of January 1 through July 15, 2011, balance sheets as<br />

of July 15, 2011, statement of restricted funds as of July 15, 2011, Statement of cash balances as of July 15, 2011 and the budget vs. actual<br />

for the period January 1 thru July 15, 2011. Due to the extensive rain and flooding that took place this year we incurred a number of<br />

expenses for maintenance and repair. One item that has increased drastically is latrine pump outs, which is included in the Budget vs.<br />

Actual report. Several items had to be purchased including target materials, cardboard, wire and revolver paper targets. In each case,<br />

the cost has gone up requiring an increase in the sale price. Due to the change in the FCC requirements, the N-SSA must replace 35 radios<br />

prior to January 2013. Revenue from the sponsorship fund could pay for one half of the radio replacements. J. Baird recommended<br />

approving the adjustments to the budget including the replacement of the radios ($7750.00) and the latrine pump outs.<br />

S. Myers made motion to replace 24 of the association’s radio this year and replace the Potomac and Allegheny Region radios in 2012.<br />

J. Roby amended the motion to purchase 35 radios for the association. Motion accepted<br />

P. Spaugy made motion to accept the amended paymaster’s report. Motion accepted<br />

Executive Secretary’s Report – J. Stoneburner reported that the organization currently has 3,274 active members. So far this year, we<br />

have added 75 new members, this number does not reflect inactive members renewing their membership. During the 2010 skirmish year,<br />

158 new members were added. A graph was provided to the Board showing the number of new members, by year for the last ten years.<br />

A listing of inactive members will be sent to regions to review. J. Stoneburner reported on the poor condition of the secretary’s records<br />

that are currently housed in the secretary’s office at the fort. A sample of a Records Retention & Disposition schedule was shared and an<br />

explanation as to why it would beneficial to use a Certificate of Records Destruction form. It was determined that the records will be<br />

removed from the cabin and relocated to a more secure area and any legal papers, deeds, etc. would be placed in the safety deposit box.<br />

J. Malarkey moved to approve one locking file cabinet for the secretary’s office and the approval to use the Certificate of Records Destruction<br />

form NSSA-RD1. Motion accepted<br />

After Action: A locking file cabinet has been donated to the secretary’s office and will be delivered prior to Fall Nationals at no cost to the<br />

organization.<br />

J. Stoneburner reported that she and J. Baird met with the sales manager of the Reston-Sheraton Hotel to negotiate better terms for the<br />

2012 conferences. <strong>The</strong> outcome of the conference was very favorable for the organization.<br />

D. Crockett made the motion to approve signing a contract with the Reston-Sheraton Hotel for the 2012 Board of Directors meetings.<br />

Motion accepted.<br />

Small Arms Committee -Report acknowledge<br />

Statistics Officer Report – <strong>The</strong> Statistics Officer’s report was acknowledged.<br />

<strong>The</strong> design for the 5 Gun Aggregate shooting award was distributed for review. J. Malarkey moved to approve the 5 Gun Aggregate shooting<br />

award medal design. Motion accepted.<br />

Bivouac Officer’s - Report was acknowledged.<br />

Provost Marshall – Report was acknowledged.<br />

Property Management Committee – R. Bethke reported that floods have been a major problem this year, which puts some of the smaller<br />

projects on hold. It was reported that due to bad weather and conflicting schedules during the past couple of years have curtailed these<br />

events prompting us to develop an alternative plan to achieve the needed work. <strong>The</strong> new system will system will be called “Adopt a Project”.<br />

<strong>The</strong> Property Management Committee will set up various projects such as building maintenance, fences, etc. and offer them to volunteering<br />

N-SSA units. Those who wish to adopt a project will select and perform maintenance yearly at their leisure but under the guidance<br />

of the Property Management Committee. <strong>The</strong> committee will supply materials and continue to perform the repairs that the volunteering<br />

units are unable to do. Individuals within the units who volunteer and participate will earn points toward the pioneer patch. <strong>The</strong><br />

Property Management Committee report was acknowledged.<br />

History and Education Committee – Report was acknowledged.<br />

Historical Center Report - Report was acknowledged.<br />

Recruiting <strong>Skirmish</strong> - Jack Richardson addressed the board in regards to rule 19.2.2 NON-MEMBER FIRING AT REGIONAL SKIR-<br />

MISHES and the recruitment skirmish that is to be held in the New England region. <strong>The</strong> region must hold skirmish in accordance with<br />

current rules. <strong>The</strong>re are no rules to cover a recruitment skirmish.<br />

S. Myers moved to take policy 1991.2 and incorporate into the rules as 19.4. Motion passed by hand vote. Procedures must be written to<br />

cover the 19.4 ruling and will be presented at the January board meeting.<br />

<strong>Regional</strong> Range Committee - Report was acknowledged.<br />

Veteran’s Committee - Report was acknowledged.<br />

Costume Committee - Report was acknowledged.<br />

Youth Program – Fred Schell reported on the number of participants. He stated that recognition was important very important for the<br />

children. He also reminded the Board that the BB Gun stats are to be included in the <strong>Skirmish</strong> Line. This will be taken care of in future<br />

issues. Commander McMahon stated that the stats would be published.<br />

Rules Committee –<br />

Amend rule 12.1 was approved upon motion by E. Moore<br />

Motion to amend rule 32.3 was withdrawn<br />

Rescind amended motion 12.1 approved upon motion by J. Robey<br />

Amend rules 5.4, 6.4, 7.4, 8.4 and 9.4 by deleting all references to water filled balloons as official targets was approved upon motion by J.<br />

Robey.<br />

Amend rule 14.3(j) to read “ Single-shot breech-loading Rifle/Carbine II: a firearm as defined in (h) or (j) above but which has no magazine<br />

and which must be single-loaded. Ammunitions may be internally or externally primed.” Approved upon motion by S. Myers<br />

Regular meetings of the Board of Directors shall be held each year on the last weekend of January or on either weekend adjacent thereto,<br />

and on the first weekend in August, the place and the time to be determined by the Board. In cases of emergency, the Commander may<br />

change the date of a meeting to the nearest weekend practical under the circumstances. During a regular meeting, routine business of the<br />

In open forum Pat Kelley, #5795V 7 th , VA. Questioned why is the DAV event being taken away from the Potomac Region and given to<br />

the Central Virginia Region? L. McMahon’s response - <strong>The</strong> decision was made to have the Central Virginia region support the event.<br />

Craig Stanley has been asked to head it up. <strong>The</strong> board agreed to make the change. P. Spaugy will be the chair of the committee and the 7 th<br />

Virginia will be included in the planning. Eventually, the N-SSA and not any particular region will sponsor the event.<br />

J. Robey called point of order. “<strong>The</strong> discussion has become a private conversation between parties involved.”<br />

Joseph Plakis moved to raffle off membership to the N-SSA. Commander McMahon called for the voice vote. Commander McMahon<br />

Deputy Commander, P. Spaugy stated that the raffle had been approved, however there will be further discussions regarding the logistics<br />

of this raffle at the January 2012 BoD meeting. F. Kapper stated that the Board has approved the raffle, but has not authorized the raffle to<br />

go forward. J. Baird announced that in the Commonwealth of Virginia, there are very specific laws regarding raffles and we must adhere<br />

to these laws, which means we can only sell to Virginia residents.<br />

Paymaster – Inquired about the new style of the parking passes that hang on the mirrors and he spoke about the re-imbursements. J. Baird<br />

asked for permission to bring his mule to nationals. Permission was granted.<br />

Allegheny – Asked the long range planning committee to consider looking into a once a year national skirmish, possibly in June.<br />

Carolina - Can some general items be voted on via email? Answer: Yes<br />

Central Virginia –On-line publication is good. Possibly add fee for printed copies.<br />

Chesapeake - How will we be billed for 5-man team vs. 8 man teams for skirmishes at Fort Shenandoah? Answer. Adjustments can be<br />

made. Dave Booz stated, “I firmly believe in the long range planning committee. I firmly believe in having goals and objectives, having<br />

an understanding of leadership and concepts. I have debated for a long time whether to say these things and this is probably my last time<br />

on the board so I will just say it. My frustration level is high and the board has driven me over the edge. We discuss details, argue forever<br />

about useless bull, set up committees, and hurt the committees by taking away the power, credibility and vitality away from the committee.<br />

When we look at this agenda of this meeting, it could have been over at 10:30 this morning. We should have sat here and talked about<br />

leadership. We should have said folks “it’s our job to lead, how do we do it?” What do we need to do? What do we need to do to be leaders<br />

of this organization? Where do we take it? Where are we going to be in 5 to 10 years? Some say we do not have to worry about that.<br />

<strong>The</strong> truth is, we have never worried about it enough and we bog down every board meeting. I have been here 25 years in these meetings in<br />

one fashion or another. You cannot say Long Range Planning committee “go do something and then turn it down.” <strong>The</strong>re is no point in<br />

having the committee. You cannot say let us just worry about Fort Shenandoah or not just worry about For Shenandoah. When we set up<br />

an agenda for a meeting, a classic example was the May agenda; the first item was in regards to Mr. Frank’s and his proposal. <strong>The</strong> second<br />

item was how to make money. If they were reversed, what would have happened? We need a logical picture and then we need to stop<br />

stepping on our own feet and loosing credibility with the membership.”<br />

Midwest – Reminded the Board that we represent our regions and we have to make the decisions that are in the best interest of the entire<br />

association. In addition, it is important to remember to make decisions as to what is needed by the organization vs. what is wanted by the<br />

association.<br />

<strong>North</strong>east – Spoke regarding the new range in the <strong>North</strong>east region. <strong>The</strong>re is still a contract with Danville. Franklinville is still safe, while<br />

Danville is unsure. Albert Station has a good potential for a range.<br />

Fort Shenandoah Mill Park Dedicated<br />

at 122nd National-Oct 1, 2010<br />

A ceremony was held at the 122 nd Naonal to dedicate the newly established Fort Shenandoah Mill<br />

Park. A major objecve of the ceremony was the unveiling of a millstone to commemorate the water powered<br />

mill that was operated by the early Fort Shenandoah property owners. Also, a historical sign was unveiled that<br />

provides a history of the Fort Shenandoah property from 1751 to 1963. <strong>The</strong> contents of the sign were published<br />

in the Summer 2010 issue of <strong>The</strong> <strong>Skirmish</strong> Line.<br />

Photo 1 above is a picture of part of the WBR working crew (Alex Gamble, Jeff Light, and Kerri Aleri that installed<br />

the millstone and sign a few weeks before the 122 nd Naonal. Others who helped to install the millstone<br />

and sign were Gary Pope, Pete Mowi and Sonny Riggs.<br />

Photo # 2 below is a picture of Jackie Venskoske’s large tractor that he used to move the 1200 pound millstone<br />

from the Bayliss family property near Fort Shenandoah to the Mill Park for installaon. <strong>The</strong> millstone was donated<br />

by our neighbors, Bentley and Shotsie Bayliss to fulfill a promise made to the N-SSA by their deceased father,<br />

E. E. “Junior” Bayliss.<br />

<strong>The</strong> Fort Shenandoah Mill Park dedicaon ceremony was opened by Steve Light at about noon on Friday of the<br />

122 nd Naonal <strong>Skirmish</strong>. He welcomed the skirmishers and guests. He called for the posng of the colors. <strong>The</strong><br />

color guard is shown in the following photo # 3.<br />

With the colors posted, Jeanne Lynch sang the Naonal Anthem, Jeanne can sing the Naonal Anthem as<br />

good as I have ever heard that brings a tear to your eye and a proud feeling in your heart.<br />

Aer rering the colors, the invocaon was given by the N-SSA Chaplin, Carl Soine, as shown in Photo # 4 below.<br />

Carl always has the right words and he captured the meaning of the Mill Park when he asked God to bless Fort<br />

Shenandoah and the Mill Park as a link with the heritage that we have inherited from the Quaker selers and<br />

owners of the Fort Shenandoah Property.<br />

Steve Light recognized the efforts of the following individuals who help make the Mill Park possible: Board of Directors<br />

and N-SSA membership; Jackie Venskoske; Mac Rutherford, Tommy Johnson, Sutler Officer; Roger<br />

Bethke, Property Management Commiee; Tim Scanlan, Property Manager; Emory Morgan, 14 th Mississippi; Paul<br />

Hayes, Signal Officer; and, the WBR Work Party. Also, thanks go to Ben Harris, Dismal Swamp Rangers, for<br />

providing most of the photos used in this arcle. A previous version of this arcle was submied to the <strong>Skirmish</strong><br />

Line but it was lost in 2010.<br />

<strong>The</strong> ceremony was aended by a large crowd of skirmishers and officials<br />

from Winchester and Frederick County. Speaking at the ceremony was<br />

Richard Shickle, Chairman of Supervisors, Frederick County. Mr. Shickle<br />

told the group that the skirmishers “energized” the Winchester area when<br />

they were holding a <strong>Skirmish</strong>. Mr. Shickle showed a lot of interest in Civil<br />

War history and spent me walking through Sutler’s Row. He was the<br />

President of Crossroads of History, a magazine about Civil War human Interest<br />

and preservaon.<br />

Photo #5 below is Cissy Shull, Execuve Director, Winchester, Frederick<br />

County Historical Society speaking to the audience. She expressed her<br />

appreciaon to the N-SSA for helping to document the role of the Fort<br />

Shenandoah mill in the history of Frederick County. I have filed a copy of<br />

my arcle on the Mill and the History of Fort Shenandoah with the Handley<br />

Library in Winchester.<br />

<strong>The</strong> ceremony was covered by the Winchester Star reporter, Val Vanmeter. <strong>The</strong> newspaper included a large arcle<br />

and pictures of the ceremony in the paper the next day, including a picture of the 2nd Maryland Fife and<br />

Drum Corps that played 1700-1800 period music at the ceremony. <strong>The</strong> following Photo # 6 shows the 2 nd Maryland<br />

Fife and Drum Corps playing at the Ceremony.<br />

During the ceremony, <strong>The</strong> N-SSA Commander, Linwood McMahon, presented a $2,200 donaon from the N-SSA<br />

to Maricarol Miller, manager of the Old Court House Civil War Museum in Winchester. Steve Light stated that<br />

the objecve of the Mill Park is to commemorate the Fort Shenandoah Mill and the selers who built and operated<br />

it. Also, the Mill Park provides a rest area for skirmishers and guests while vising Sutler’s row. I submied<br />

a report to the January 2011 Board of Director’s meeng that outlined the plans to install a wooden rail fence at<br />

the creek edge and a few benches and tables.<br />

Steve Light led the dedicaon of the Fort Shenandoah Mill Parks as follows: “As approved by the N-SSA Board of<br />

Directors, this site is established and dedicated as the Fort Shenandoah Mill Park in honor and memory of the<br />

early selers who owned the For Shenandoah property from 1751 to 1963 and who built and operated the water<br />

powered mill that they used to help raise their families.” At this me Steve Light, assisted by Kerri Aleri, removed<br />

the cardboard to unveil the mill stone and sign that concluded the ceremony. <strong>The</strong> guests came forward<br />

to see the stone and read the historical sign.<br />

Tidewater Region News<br />

<strong>The</strong> Tidewater teams enjoyed another great skirmish<br />

season. Many skirmishers from the region were recognized<br />

both within the region and on the national level for<br />

their outstanding performances in shooting skills, unselfishly<br />

volunteering their time to the organization and<br />

providing educational programs to the public. Congratulations<br />

to the Musket all-star team for an outstanding performance<br />

at the Fall Nationals as well as all of the Tidewater<br />

teams and individuals that took home medals from<br />

the fall nationals.<br />

This year we have welcomed twenty-one new members<br />

to the Tidewater Region and sadly lost four of our<br />

fellow skirmishers. <strong>The</strong> region has twenty-one teams and<br />

very proud to be 386 members strong.<br />

History and Education Committee 2010 Honors Winners<br />

This item arrived too late for inclusion in the final 2010 edition of the<br />

<strong>Skirmish</strong> line. We include it here.<br />

Each year the N-SSA History and Education Committee recognizes<br />

both an individual and team that have worked to educate the public<br />

about the War Between the States.<br />

Contributions to this effort are recognized through the Lee Wallace<br />

History Award and often cover several years of work. Reports are retained<br />

and reviewed each year. Award winners are announced during<br />

opening ceremonies at the Fall National <strong>Skirmish</strong>.<br />

<strong>The</strong> 2010 Individual Award was presented at the 2010 Fall National by<br />

Committee Chairman John Zebelean to Mark Dennis, lst Maine Heavy<br />

Artillery, while the Unit Award went to the Dismal Swamp Rangers.<br />

With the Civil War Sesquicentennial Observance upon us, there are<br />

numerous opportunities to make presentations in our communities<br />

about the War. Talks to schools and participation in public ceremonies<br />

are typical venues to talk to people who in many instances know little<br />

about the events of 1861-65.<br />

Ramblings, tips, thoughts, and general observations…<br />

With Mr. Grumpy<br />

I know that most all of you guys are always looking for musket lead. For years I have been skimming<br />

the dross off my lead pot and wishing I could reclaim that stuff. Well you can and it’s easy!<br />

Let’s get started. Here is some nasty looking dross. That stuff is made up of that nice musket lead you<br />

have been using and oxygen picked up when at melted heat. If you stirred and skimmed your pot<br />

long enough the whole pot of PB (lead) would look like this. Now if you are a bottom pouring kind of<br />

caster this is not so much a problem. Easiest way to control dross is to git’r hot, leave’r alone, and<br />

pour the metal from the bottom.<br />

You will still have some dross on top where contact is made with the air containing the oxygen. [A neat<br />

trick is to put a layer of plain clay kitty litter on top of the lead to keep the oxygen away.] Ahh, as a note, I<br />

would use litter before the cat got to it though.<br />

But if you are a dipper...Every time you stick that dipper into the pot and stir you are letting more of that<br />

nice pure lead come in contact with the oxygen and making more of that lead rust, Yes rust. Rust as we<br />

know it is Iron oxide. That is when one of them little iron atom thingies gets attached to a little oxygen<br />

thingy and your truck soon falls apart. So this lead dross is just Lead oxide....Now all we got to do is get<br />

rid of all the oxygen that has gotten stuck to our useful musket lead.<br />

Now I took a chemistry class in back in school. Dang teacher never told me I could learn to do neat stuff<br />

like blow things up, make beer and whiskey or get oxygen out of my lead or I would not of dropped the<br />

class for another study hall or recess, I can't remember which. But with that great invention of ol’ Al<br />

Gore, the internet, I done figured it out! [more on Al Gore later]<br />

Ok here is what ya do. Dump that dross/lead oxide into your melting pot. By the way, do not use your<br />

nice lead casting furnace to do this. Only place nice clean ingots into said furnace. I have a old LP gas<br />

fired plumbers set up but you just need a heavy pot and fire. A turkey fryer works well and they can be<br />

found for cheap. An old Coleman white gas stove works well also. Another hint, once you melt lead with<br />

a stove and pot DO NOT us it ‘fer cooking any vittles. Most of the skirmishers I know just can't afford to<br />

lose any more brain cells.<br />

OK the plan is to get that old crap hot, then with something to make that oxygen go away leaving pure<br />

lead...well as pure as it was before ya’ let it get rusty. Now all we got to do is add some Carbon and it<br />

will hook up with that freeloading Oxygen atom. Under the heat it will turn in to Carbon Dioxide (CO 2 ).<br />

That means each one of them carbon thingies will grab two of them danged oxygen atoms and just float<br />

away! Taadaa...leaving the musket lead we started out with. Neat, huh?<br />

<strong>The</strong> carbon we need can come from many things: coal, carbon black, heck old tires. But I do another<br />

bit of {FRUGAL} mister wizard magic, I use sawdust. I just go and grab a coffee can full from under<br />

the table saw. Just make sure that if you do this, you use DRY sawdust.<br />

Now heating up the dross will not melt like the lead we all know and use. It becomes sort of spongy<br />

and soft. You know it is melted but it’s pretty useless in this state. (See above picture.)<br />

At this point throw in a handful of sawdust. It’s gonna smoke some. Get a dry stick and stir the mess,<br />

then add another handful and stir some more. That sawdust should start to burn. A propane torch will<br />

speed up the burning. Keep throwing in sawdust, stirring and heating.<br />

After a bit – Shazzam!! It looks like nice melted lead covered with some rusty powder. Scrape inside<br />

the pot walls good, and do a final fluxing [technical term for throwing in sawdust] skim off the stuff on<br />

top and pour your nice clean recovered lead.<br />

Now a few notes….<br />

For you casters that cast hard lead (IE wheel weights) I would keep the dross separate. <strong>The</strong> dross<br />

from the alloy will contain whatever is in that alloy: Tin, Antinomy, etc.<br />

Doing this involves doing stuff with hot metal - cover yourself up! That means don’t wear flip-flops and<br />

no shirt! It will also make smoke and to more refined noses than mine it may stink. Make sure that<br />

crabby neighbor is not home. Oh do this outside or ya may get thrown out of house and end up sleeping<br />

on your single buddy’s lumpy couch. Also do not tell ol’ Al Gore about me!! Telling ya about adding<br />

all that CO 2 to the environment…I don’t think I would be on his Christmas card list after that! But on the<br />

plus side the lead we are returning back to the environment is at least clean!<br />

FYI: Doing this should net you 60-80% good ingots back out of that stuff you have been throwing out.<br />

Memorial for our wonderful friends<br />

On Tuesday of the 124th Naonal our Naonal Commander, Linwood McMahon and Dickie<br />

Dodd, placed a Memorial Wreath for our departed friends, Dom & Irma, who were killed at this<br />

spot on June 10 2011. Those that knew them would say that they always had a big smile on<br />

their faces, and never had a negave word about anything. When Irma hugged you - you<br />

stayed hugged all weekend. What a sweet lady!<br />

None can explain how this could have happened, but I can tell you that GOD needed them<br />

more than the N-SSA and He will watch over our departed friends. It is said "That You Are Never<br />

Gone As Long As Your Friends Remember You." Dom & Irma you will never be gone with us,<br />

and we will again in Paradise one day.<br />

Returning to First Manassas Fifty Years Later<br />

Many of our most senior skirmishers well recall the July 1961 Civil War Centennial Commemorative Reenactment<br />

of the Battle of First Manassas. <strong>The</strong> Centennial was a very exciting time as the War was getting all manner<br />

of media coverage. <strong>The</strong> last veterans of that war had just passed from the scene in the mid to late 1950s.<br />

My own great grandfathers who served in <strong>North</strong> Carolina units had faded away in middle age during the 1890s<br />

still growing cotton and tobacco just as they had done prior to the conflict. President Dwight Eisenhower had<br />

issued a proclamation in 1957 encouraging the nation to plan appropriate commemorative events to mark the<br />

100 th anniversary of the war. Dwight Eisenhower was a popular President and citizens as well as politicians responded<br />

with genuine enthusiasm in those days before the advent of political correctness. Nowhere was the enthusiasm<br />

greater than amongst the members of the young and growing <strong>North</strong>-<strong>South</strong> <strong>Skirmish</strong> <strong>Association</strong> which<br />

had only come into existence in 1950. Early on, there was a move afoot by public officials to reenact some of<br />

the events, including battles, as a means of educating the public about the War. Reenacting had not yet come<br />

into vogue so the only people with the necessary firearms and equipment were skirmishers and we knew we<br />

would be called upon to give life to these spectacles.<br />

Most of the leaders of the <strong>Association</strong> at that time all are gone. Bill Waters was National Commander, cofounders<br />

Jack Rawls and Ernie Peterkin were in their prime. Bud Purvis, Jim McAleer, Happy Taylor, Joe<br />

Bown, Max Mason, J. M. Walker, Jim Landers, Jack Carroll were local legends known for their shooting prowess,<br />

knowledge of the war, or leadership abilities. Most of us were in our late teens, 20s, or 30s. <strong>The</strong> “old<br />

guys” of the <strong>Association</strong> were men in their 40s.<br />

First Manassas was the first large event to be commemorated during the Centennial. A corporation was set up<br />

to secure funding, the National Park Service was heavily involved since the reenactment was to be held on the<br />

actual battlefield, and a retired Army general by the name of Fry was appointed to be the director of the event.<br />

I’ll always recall him for his horsemanship during the rehearsals which began in the spring of 1961. Army posts<br />

at that time typically had riding stables where officers could keep their mounts. I well remember seeing horsemen<br />

at Ft Meade, MD out riding during skirmishes. It’s hard to imagine the military supporting a skirmish on a<br />

military reservation in this day and time. I can hear the protest against our battle flags now!<br />

<strong>The</strong> reenactment was one of those always-to-be-remembered happenings in skirmishing. Five governors attended<br />

the program. One was the Governor of Maryland who had previously invited all the participating N-SSA<br />

units from Maryland to the State House for a ceremony during which he presented First National Confederate<br />

flags to each unit. <strong>The</strong>se were to be carried at Manassas. As the color bearer for my team, I was present in my<br />

re-worked gray flannel shirt uniform jacket and took the flag from the Governor.<br />

In preparation for the “battle,” all the permanently displayed artillery pieces were removed from the battlefield;<br />

the Visitors Center was camouflaged, as were the monuments. <strong>The</strong> only structure discernable from where the<br />

spectators were was the Henry House on the hill of the same name. Destroyed during the battle by Federal artillery,<br />

the house standing today was constructed in the 1880s. <strong>The</strong> widow Henry was killed during the shelling<br />

and is buried in the family grave yard behind the house.<br />

Held on the stifling weekend of July 22 nd and 23 rd , the reenactment will always be remembered for the 100degree<br />

temperatures. Even during the dress rehearsal on Friday, the 21 st and the date of the actual engagement<br />

100 years previous, it was boiling hot. When Stonewall Jackson appeared on the field in 1861, history records<br />

the temperature was only in the 80s. Nonetheless skirmishers, both <strong>North</strong> and <strong>South</strong>, threw themselves into the<br />

reenactment with a zeal and enthusiasm that would have pleased Cecil B. DeMille. <strong>The</strong> camp site was on Chinn<br />

Ridge, a mile from Henry House Hill and there were no buses. <strong>The</strong> troops walked in the heat of the day for the<br />

reenactment which covered the last phase of the battle beginning at 2:00 p.m. None of this dissuaded the skirmishes<br />

who marched and charged back and forth on the battlefield like school boys, volleying with their original<br />

muskets. Some even brought side-by-side shotguns…and they used their own DuPont powder which at that<br />

time ran $18.75 per 25-lb keg. (Somebody remind Jackie.)<br />

Horse drawn artillery thundered onto the field bringing the historically accurate number of cannon to battery<br />

positions. <strong>The</strong>n the horses stood wondering where the oats were now that the firing started. All spring they<br />

had heard taped cannon fire at feeding time and clearly associated the booming with the guy who brought the<br />

oats. When he didn’t show, they became bored with the whole thing even as the skirmishers continued swarming<br />

over the field.<br />

<strong>The</strong> decidedly <strong>South</strong>ern partisan crowd loved the show. “Corpses” had been positioned on the field and were<br />

discreetly uncovered at the lines swayed back and forth amid nearly overwhelming clouds of sulfurous smoke.<br />

I watched the N-SSA’s 1 st Stuart Horse Artillery hard at work with Park Service-provided original guns to<br />

keep smoke and noise pouring forth without let up. <strong>The</strong>re was Jack Carroll of the 13 th Confederate waving his<br />

clipboard with script firmly attached as he directed troops into position according to the carefully timed program.<br />

Never mind the heat…Darn it was exciting!<br />

At last the final push came and blue clad <strong>Skirmish</strong>ers in those hot wool coats began reversing themselves off<br />

the hill while the spectators in the $4.00 seats cheered on Jackson’s boys joined by the remnants of Hampton’s,<br />

Bee’s, and Evans’ shouting brigades pushing forward. I reached the crest of Henry House Hill and waved the<br />

recently presented First National Flag for all it was worth.<br />

When the weekend was over, we all received souvenir medals for our effort and reflected on the last two days<br />

and how pleased we were to have been part of the Centennial of First Manassas.<br />

At the time I never gave a thought to what I might be doing fifty years later. When you are 18, fifty years into<br />

the future is so far away as to be almost incomprehensible. Nevertheless, the years did roll by, and with them<br />

the completion of college, tours of duty in Vietnam and seeing what war is really like, law school, a 25-year<br />

Air Force career, lots of travel, the passing of family members and friends. But always there has been skirmishing…more<br />

than half a century of it where I’ve fired more rounds of Civil War style ammunition than<br />

most regiments! And lo and behold we’ve now reached the 150 th Anniversary of that war and the Sesquicentennial<br />

of the Battle of First Manassas.<br />

No longer are reenactments permitted on National Park Service battlefields. That practice ended during the<br />

Centennial. This past July there was a First Manassas Reenactment on a nearby private farm, but it wasn’t the<br />

same. No governors attended nor were there as many spectators as there were at the Centennial Reenactment<br />

at the actual battlefield. <strong>The</strong>re was a government sponsored observance at the battle field where the current<br />

Governor of Virginia spoke. It was not a speech that would have reflected the feelings of the Virginians who<br />

fought on the field in 1861, or the Virginians who viewed the reenactment in 1961. What a difference fifty<br />

years had made. <strong>The</strong> Virginia Sesquicentennial Commission constructed a large tractor trailer mobile exhibit<br />

with huge photos on the side. One would have expected images of well known Virginians like Robert E. Lee,<br />

Stonewall Jackson, or Jeb Stuart to be depicted. Instead, there was Ohio-born, Michigan-raised George Custer<br />

prominently sitting on a camp stool.<br />

<strong>The</strong> United Daughters of the Confederacy (UDC) conducts a traditional commemoration each year on the battlefield<br />

and this year was no exception. This past spring they invited the Maryland Division Sons of Confederate<br />

Veterans (SCV) Color Guard, of which I am a member, to be part of their Sesquicentennial program. I<br />

mentioned this to Dismal Swamp Ranger John Sharrett at the Spring National. John participated at the Centennial<br />

Reenactment and I invited him to join us for a return commemoration. John is a member of the Sons<br />

of Confederate Veterans and enthusiastically accepted. Membership in the UDC and SCV requires that an applicant<br />

have an ancestor who served in the Confederate Armed Forces.<br />

So exactly fifty years later to the day from our participation in the Centennial Reenactment, there we were on<br />

the Manassas battlefield for another historic commemoration program, and wouldn’t you know it, the temperature<br />

reached 100 degrees again!<br />

As the accompanying photos show, I brought the same First National Confederate flag that I carried in 1961.<br />

This was the first time since the Centennial that the flag had been used.<br />

I also wore the same belt buckle that I wore in ‘61 and still wear as part of my <strong>Skirmish</strong> uniform<br />

while John wore his 1961 Manassas Reenactment medal. <strong>Inc</strong>redibly another SCV member<br />

of our color guard, Scott Van Ness, was also at the Centennial Commemoration but being<br />

only 12-years old at the time, he was too young to be on the field and sat as a spectator in the<br />

stands with his family. He still has his ticket stub after all these years.<br />

It was another not-to-be-forgotten day.<br />
