Initiated and launched in 2001, the <str<strong>on</strong>g>Round</str<strong>on</strong>g> <str<strong>on</strong>g>Table</str<strong>on</strong>g> <str<strong>on</strong>g>Codes</str<strong>on</strong>g> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>C<strong>on</strong>duct</str<strong>on</strong>g> is a multi-stakeholder<br />

forum which is chaired by the German Federal Ministry for Ec<strong>on</strong>omic Cooperati<strong>on</strong> and<br />

Development (BMZ).<br />

C<strong>on</strong>sisting <str<strong>on</strong>g>of</str<strong>on</strong>g> representatives from the private sector, trade uni<strong>on</strong>s, n<strong>on</strong>-governmental<br />

organisati<strong>on</strong>s and government instituti<strong>on</strong>s, it provides a platform for open and c<strong>on</strong>structive<br />

dialogue <strong>on</strong> issues related to social standards as well as corporate social resp<strong>on</strong>sibility<br />

(CSR). Furthermore, the members <str<strong>on</strong>g>of</str<strong>on</strong>g> the <str<strong>on</strong>g>Round</str<strong>on</strong>g> <str<strong>on</strong>g>Table</str<strong>on</strong>g> jointly implement pilot projects to<br />

promote a better applicati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> social standards in developing countries.<br />

In the c<strong>on</strong>text <str<strong>on</strong>g>of</str<strong>on</strong>g> social standards, the <str<strong>on</strong>g>Round</str<strong>on</strong>g> <str<strong>on</strong>g>Table</str<strong>on</strong>g> promotes the exchange <str<strong>on</strong>g>of</str<strong>on</strong>g> views and<br />

informati<strong>on</strong> <strong>on</strong> issues that are currently the subject <str<strong>on</strong>g>of</str<strong>on</strong>g> internati<strong>on</strong>al debate, such as public<br />

procurement policies, human rights and business, the establishment <str<strong>on</strong>g>of</str<strong>on</strong>g> sustainability<br />

standards in different sectors (e.g. c<str<strong>on</strong>g>of</str<strong>on</strong>g>fee, natural st<strong>on</strong>e) and the development <str<strong>on</strong>g>of</str<strong>on</strong>g> the<br />

ISO 26 000 standard for <strong>Social</strong> Resp<strong>on</strong>sibility (SR).<br />

As a participant in the German CSR Forum – the aim <str<strong>on</strong>g>of</str<strong>on</strong>g> which is to develop a nati<strong>on</strong>al CSR<br />

strategy – the <str<strong>on</strong>g>Round</str<strong>on</strong>g> <str<strong>on</strong>g>Table</str<strong>on</strong>g> c<strong>on</strong>tributes practical experiences related to its pilot projects in<br />

a multi-stakeholder setting.<br />

In terms <str<strong>on</strong>g>of</str<strong>on</strong>g> thematic c<strong>on</strong>tent, the <str<strong>on</strong>g>Round</str<strong>on</strong>g> <str<strong>on</strong>g>Table</str<strong>on</strong>g> follows the frameworks <str<strong>on</strong>g>of</str<strong>on</strong>g> the Universal<br />

Declarati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> Human Rights (1948), the Internati<strong>on</strong>al Human Rights Accords and C<strong>on</strong>venti<strong>on</strong>s<br />

(1966), the Internati<strong>on</strong>al Labour Organizati<strong>on</strong>’s (ILO) Declarati<strong>on</strong> <strong>on</strong> Fundamental<br />

Principles and Rights at Work (1998), and the Global Compact Initiative (1999). The <str<strong>on</strong>g>Codes</str<strong>on</strong>g> <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

<str<strong>on</strong>g>C<strong>on</strong>duct</str<strong>on</strong>g> or guidelines for companies as put forward by the Foreign Trade Associati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

German Retailers (AVE), the Organisati<strong>on</strong> for Ec<strong>on</strong>omic Cooperati<strong>on</strong> and Development<br />

(OECD), the Ethical Trading Initiative (ETI) in Great Britain and the Internati<strong>on</strong>al C<strong>on</strong>federati<strong>on</strong><br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> Free Trade Uni<strong>on</strong>s (ICFTU) are an important orientati<strong>on</strong> aid for the work <str<strong>on</strong>g>of</str<strong>on</strong>g> the <str<strong>on</strong>g>Round</str<strong>on</strong>g><br />

<str<strong>on</strong>g>Table</str<strong>on</strong>g>.<br />

The <str<strong>on</strong>g>Round</str<strong>on</strong>g> <str<strong>on</strong>g>Table</str<strong>on</strong>g>’s processes are facilitated by a secretariat provided by Deutsche Gesellschaft<br />

für Technische Zusammenarbeit (GTZ) GmbH.


Pilot projects and<br />

joint learning<br />

When the <str<strong>on</strong>g>Round</str<strong>on</strong>g> <str<strong>on</strong>g>Table</str<strong>on</strong>g> was initiated in 2001, pressure from trade uni<strong>on</strong>s, NGOs and<br />

c<strong>on</strong>sumer groups had grown and companies were starting to design <str<strong>on</strong>g>Codes</str<strong>on</strong>g> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>C<strong>on</strong>duct</str<strong>on</strong>g><br />

for their supply chains as well as internati<strong>on</strong>al supplier companies.<br />

A number <str<strong>on</strong>g>of</str<strong>on</strong>g> internati<strong>on</strong>al standards organisati<strong>on</strong>s were launched for the purpose <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

promoting better social c<strong>on</strong>diti<strong>on</strong>s in internati<strong>on</strong>al supply chains and manufacturing<br />

processes. Auditing schemes and certificati<strong>on</strong> procedures were introduced, sometimes<br />

resulting in very demanding processes for the supplier companies. However, best practices<br />

or less<strong>on</strong>s learned were very rarely exchanged am<strong>on</strong>g the parties c<strong>on</strong>cerned and too little<br />

was known about the real impact <str<strong>on</strong>g>of</str<strong>on</strong>g> social standards <strong>on</strong> companies.<br />

Since then, the approaches and strategies for implementing social standards more<br />

successfully and sustainably have been adapted c<strong>on</strong>tinuously over the years, taking<br />

account <str<strong>on</strong>g>of</str<strong>on</strong>g> experiences gathered and less<strong>on</strong>s learned.<br />

The <str<strong>on</strong>g>Round</str<strong>on</strong>g> <str<strong>on</strong>g>Table</str<strong>on</strong>g> was initiated not <strong>on</strong>ly to discuss different experiences and learn from <strong>on</strong>e<br />

another, but also with the aim <str<strong>on</strong>g>of</str<strong>on</strong>g> dem<strong>on</strong>strating how social standards can be imple-<br />

mented at the supplier level in a globalised ec<strong>on</strong>omy. This was assessed thoroughly<br />

during implementati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the <str<strong>on</strong>g>Round</str<strong>on</strong>g> <str<strong>on</strong>g>Table</str<strong>on</strong>g>’s pilot projects. With these, the <str<strong>on</strong>g>Round</str<strong>on</strong>g> <str<strong>on</strong>g>Table</str<strong>on</strong>g><br />

addressed relevant questi<strong>on</strong>s and also set trends itself.<br />

The topics addressed by the <str<strong>on</strong>g>Round</str<strong>on</strong>g> <str<strong>on</strong>g>Table</str<strong>on</strong>g> in its pilot projects were always innovative<br />

and dealt with the major issues <str<strong>on</strong>g>of</str<strong>on</strong>g> the day. The approach <str<strong>on</strong>g>of</str<strong>on</strong>g> initiating a dialogue between<br />

management and employees (see box below) has also been used – adapted to the<br />

situati<strong>on</strong> at hand – in subsequent and current public-private partnership (PPP) projects.<br />

This has c<strong>on</strong>tributed to a new understanding regarding the implementati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> social<br />

standards over the years, including at the internati<strong>on</strong>al level. There has been a move from<br />

improving audit processes and certificati<strong>on</strong> at the outset, towards improving implementati<strong>on</strong><br />

through dialogue and training, and promoting integrated approaches to standards<br />

in corporate management strategies. These are also issues that were addressed in the<br />

<str<strong>on</strong>g>Round</str<strong>on</strong>g> <str<strong>on</strong>g>Table</str<strong>on</strong>g>’s pilot projects.

growth in formal sector employment and pushing back the<br />

Germany<br />

Project <strong>on</strong> promoti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> dialogue in Eastern Europe (2004-2006)<br />

An earlier public-private partnership (PPP) project with the Foreign Trade Associati<strong>on</strong><br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> the German Retail Trade (AVE) and GTZ had already begun to integrate dialogue<br />

as a key tool for successful implementati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> social standards. Building <strong>on</strong><br />

the experiences gathered here, the approach <str<strong>on</strong>g>of</str<strong>on</strong>g> initiating a dialogue between<br />

management and employees was developed as a c<strong>on</strong>cept at the <str<strong>on</strong>g>Round</str<strong>on</strong>g> <str<strong>on</strong>g>Table</str<strong>on</strong>g> and<br />

was implemented between 2004 and 2006 in 16 companies in Romania and eight<br />

companies in Bulgaria, reaching more than 10,000 employees.<br />

By focusing <strong>on</strong> tools to enhance the dialogue between management and employees,<br />

social dialogue has been shown to be a suitable and effective instrument for<br />

improving company processes and performance. In-house c<strong>on</strong>flicts may not disappear<br />

completely, but can be resolved more c<strong>on</strong>structively. Generally, democratic<br />

involvement leads to more ownership <strong>on</strong> the part <str<strong>on</strong>g>of</str<strong>on</strong>g> the workers, which can have<br />

positive impacts in terms <str<strong>on</strong>g>of</str<strong>on</strong>g> higher productivity and ec<strong>on</strong>omic benefits.


<str<strong>on</strong>g>Round</str<strong>on</strong>g> <str<strong>on</strong>g>Table</str<strong>on</strong>g> Expert Exchange <strong>on</strong> “<strong>Social</strong> Standards – learnings,<br />

opportunities and challenges from northern and southern<br />

perspectives”<br />

In December 2009 the <str<strong>on</strong>g>Round</str<strong>on</strong>g> <str<strong>on</strong>g>Table</str<strong>on</strong>g> members met at GTZ in Eschborn, Germany, for an<br />

exchange <str<strong>on</strong>g>of</str<strong>on</strong>g> views and experiences regarding the implementati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> social standards<br />

and CSR activities with partner instituti<strong>on</strong>s from the South.<br />

The dialogue focused <strong>on</strong> crucial factors for the successful implementati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> social<br />

standards as well as limits and c<strong>on</strong>straints. Various partner instituti<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>Round</str<strong>on</strong>g> <str<strong>on</strong>g>Table</str<strong>on</strong>g><br />

members were therefore invited to share their experiences.<br />

Am<strong>on</strong>g the issues that were highlighted by the southern partners were the weak<br />

social auditing and social complaint mechanisms. This is due to a lack <str<strong>on</strong>g>of</str<strong>on</strong>g> independence,<br />

instituti<strong>on</strong>al follow-up and awareness <str<strong>on</strong>g>of</str<strong>on</strong>g> complaint mechanisms. Also lacking<br />

is the involvement <str<strong>on</strong>g>of</str<strong>on</strong>g> trade uni<strong>on</strong>s and the integrati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> upper tiers <str<strong>on</strong>g>of</str<strong>on</strong>g> the supply<br />

chain, and integrating the informal sector is a further challenge.<br />

It was also pointed out that there is a certain amount <str<strong>on</strong>g>of</str<strong>on</strong>g> time pressure <strong>on</strong> the producers<br />

in the South to deliver supplies quickly. This should be given more c<strong>on</strong>siderati<strong>on</strong>, as it<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g>ten results in the reducti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> workers’ wages as the best means <str<strong>on</strong>g>of</str<strong>on</strong>g> reducing costs.<br />

As a practical example, Shahana Kaukab from BASF Pakistan gave participants a presentati<strong>on</strong><br />

<strong>on</strong> a project in Pakistan where BASF has implemented key measures to give<br />

female workers equal job opportunities compared to their male colleagues, as well as<br />

a good working atmosphere.<br />

ILO representative Stephan Ulrich presented the ILO Sustaining Competitive and<br />

Resp<strong>on</strong>sible Enterprises (SCORE) programme, which aims at supporting small and<br />

medium enterprises to improve quality and productivity by building their capacity for<br />

good workplace practices.<br />

Furthermore, the participants worked <strong>on</strong> specific topics such as<br />

y creating promising cooperati<strong>on</strong>s<br />

y initiating cooperati<strong>on</strong>s between the global stakeholders<br />

y initiating stakeholder dialogues <strong>on</strong> the local level<br />

y structures/organisati<strong>on</strong>al capacities needed.<br />

Here, the importance <str<strong>on</strong>g>of</str<strong>on</strong>g> trust, respect and<br />

transparency, as well as a comm<strong>on</strong>ly shared<br />

idea <str<strong>on</strong>g>of</str<strong>on</strong>g> outputs based <strong>on</strong> internati<strong>on</strong>al standards,<br />

were seen as crucial factors for generating<br />

promising cooperati<strong>on</strong>.


For cooperati<strong>on</strong> between global stakeholders, the involvement <str<strong>on</strong>g>of</str<strong>on</strong>g> all actors/stakeholders<br />

including buyers/end-c<strong>on</strong>sumers and producers/manufacturers was seen as<br />

essential. In additi<strong>on</strong>, existing global instruments need to be strengthened and<br />

should clearly address the obstacles hindering the implementati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> social standards.<br />

Participants also came to the c<strong>on</strong>clusi<strong>on</strong> that establishing dialogue is already a<br />

success in itself! It was viewed as the result <str<strong>on</strong>g>of</str<strong>on</strong>g> a l<strong>on</strong>ger-term process and it was<br />

emphasised that dialogue should commence at enterprise level and then be scaled<br />

up to include other stakeholders.<br />

Promoting and strengthening workers’ organisati<strong>on</strong>s, developing complaint mechanisms<br />

and adopting multi-stakeholder processes and systems based <strong>on</strong> a comm<strong>on</strong>ly<br />

accepted understanding <str<strong>on</strong>g>of</str<strong>on</strong>g> social standards were all seen as crucial prec<strong>on</strong>diti<strong>on</strong>s for<br />

the successful implementati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> social standards, as were the development <str<strong>on</strong>g>of</str<strong>on</strong>g> legal<br />

instruments and the strengthening <str<strong>on</strong>g>of</str<strong>on</strong>g> law enforcement mechanisms by nati<strong>on</strong>al<br />

governments (e.g. including uni<strong>on</strong>s in m<strong>on</strong>itoring).<br />

After a day <str<strong>on</strong>g>of</str<strong>on</strong>g> exchanging experiences from the northern and southern perspectives,<br />

the less<strong>on</strong>s learned were that integrating the southern perspective and strengthening<br />

the overall dialogue is essential. Moreover, an h<strong>on</strong>est social dialogue together with<br />

collective bargaining were seen as crucial factors for the successful implementati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

social standards in developing countries.<br />

Less<strong>on</strong>s learned from<br />

stakeholder dialogues<br />

Over the years, different experiences and approaches towards enhancing the successful<br />

implementati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> social standards have been shared and discussed am<strong>on</strong>g different<br />

stakeholders.<br />

The practical experience gained in pilot projects has shown that the following positive<br />

factors and barriers are crucial to the success <str<strong>on</strong>g>of</str<strong>on</strong>g> projects <strong>on</strong> social standards carried out<br />

in multi-stakeholder initiatives:<br />

y Involvement <str<strong>on</strong>g>of</str<strong>on</strong>g> employees: The success <str<strong>on</strong>g>of</str<strong>on</strong>g> the <str<strong>on</strong>g>Round</str<strong>on</strong>g> <str<strong>on</strong>g>Table</str<strong>on</strong>g> pilot project <strong>on</strong> promoting/<br />

enhancing dialogue between management and employees at factory level dem<strong>on</strong>-<br />

strated that integrating the workforce is a basic requirement, not <strong>on</strong>ly to improve the<br />

situati<strong>on</strong> <strong>on</strong> a sustainable basis, but also to cover less visible and tangible topics such<br />

as discriminati<strong>on</strong>, which are almost impossible to capture through regular audits.<br />

y Necessity <str<strong>on</strong>g>of</str<strong>on</strong>g> training: Projects have proven that training suppliers is indispensable.<br />

Current projects show that the private sector is willing to invest in an improved<br />

exchange/dialogue between management and employees in their supplier firms.<br />

y Building up local service providers: There is a str<strong>on</strong>g and increasing demand for<br />

trainers/c<strong>on</strong>sultants to train supplier firms. It will be necessary to build up local service<br />

provider networks in cooperati<strong>on</strong> with the relevant stakeholders such as civil society<br />

organisati<strong>on</strong>s.<br />

y Integrati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> most important stakeholder groups: Nowadays the establishment <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

a multi-stakeholder forum to jointly plan and carry out projects is a well-known and<br />

accepted tool for the implementati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> social standards.<br />

y Assuring the project’s financial sustainability: The development and provisi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

services (e.g. <str<strong>on</strong>g>of</str<strong>on</strong>g>fering certain training tools) is <strong>on</strong>e possibility for ensuring that the work<br />

and achievements <str<strong>on</strong>g>of</str<strong>on</strong>g> multi-stakeholder projects can be c<strong>on</strong>tinued sustainably even after<br />

a pilot project has ended.
