Tata Teleservices Ltd is one of India’s leading private telecom service<br />

providers. The company offers a wide range of telecom solutions to its<br />

customers under the Tata Indicom and Tata Docomo brands and uses the<br />

latest GSM and CSDMA technologies for its wireless network. TTSL along<br />

with Tata Teleservices (Maharashtra) Ltd serves more than 60 million<br />

customers in more than 320,000 towns across 23 areas in the country.<br />

KEY REQUIREMENTS<br />

Tata Teleservices has rapidly become one of India’s leading telecoms operators. This has<br />

been achieved by acquiring companies in the sector and broadening its product portfolio<br />

to include value-added offerings such as Wimax, broadband, and pay-as-you-go. This<br />

last service in particular has proved to be extremely popular, with the company acquiring<br />

7.3 million customers in one month and enhancing its reputation as one of India’s most<br />

forward-looking telco operators.<br />

The company has ambitious growth plans for which it needed a centralized securitymanagement<br />

system to accommodate its mergers, subsidiaries, and acquisitions; a<br />

broadening services portfolio; and increasing geographical reach. The system needed<br />

to resolve such issues as network access for suppliers and distributors, multi-level<br />

outsourcing, and a distributed infrastructure.<br />

From the technology perspective, challenges revolved around a complex IT infrastructure,<br />

the geographical spread of users, and high volumes of data. Specifically, it needed a<br />

reliable, integrated view of regulated data and systems and the ability to continuously<br />

monitor, measure, and enforce IT controls. It also required a security incident and event<br />

management system that enabled centralized monitoring and incident logging and<br />

processed multiple queries on a high-volume log database.

SOLUTION<br />

Tata Consultancy Services (TCS), a sister company of Tata Teleservices, was charged with<br />

developing a centralized management system. TCS has had a strategic relationship with<br />

TTSL since 1998, managing its IT infrastructure and providing relevant services. TTSL’s<br />

Security Operations Center (SOC) has been managed by TCS since November 2007 and<br />

its activities cover a wide range of services including fraud monitoring and management,<br />

systems availability, website monitoring, and transaction monitoring.<br />

The implementation of the SOC was carried out in accordance with guidelines from<br />

the National Institute of Standards and Technology. At the center of the SOC is RSA ®<br />

enVision ® , from RSA, The Security Division of <strong>EMC</strong>. TCS had previously compared RSA<br />

enVision with similar SIEM products and concluded that it offered the greatest flexibility,<br />

ease-of-integration, and robust reliability. As a result, it now recommends the product to<br />

companies within the Tata Group.<br />

RSA enVision is a 3-in-1 platform capable of collecting and analyzing large amounts of<br />

data in real time, from any event source, and in computing environments of any size. It<br />

is easily scalable and eliminates the need for filtering or deploying agents. It simplifies<br />

compliance and enhances security through real-time notification of high-risk events and<br />

the delivery of actionable intelligence.<br />

TCS also leveraged the standard reports within RSA enVision to deliver customized<br />

reports for different audiences and requirements. These include management reports<br />

for senior management, compliance reports for auditors, security reports for information<br />

security management, and technical reports for network administrators, systems<br />

administrators, help desk, and so on.<br />

RESULTS<br />

TCS’s understanding of the SIEM solution and expertise helped to deliver a smooth<br />

implementation and some important features and benefits for Tata Teleservices. This<br />

included architecture to facilitate log collection from a myriad of devices across a network<br />

geography that extended across India. For example, the distributed network had multiple<br />

gateways to the Internet which needed to be monitored. Approximately 6,500 event<br />

sources are being monitored each second.<br />

TCS also configured correlation rules within the SIEM to receive genuine alerts and<br />

eliminate false positives to ensure an effective and proactive monitoring process. The<br />

use of the solution’s alerts module provided an in-depth understanding of the alerts<br />

generated by various devices and appropriate responses.<br />

A comprehensive knowledge base, which contains details of incidents, root causes, and<br />

solutions, ensures quicker resolution of incidents. TCS also developed a centralized portal<br />

to provide a repository and workflow process for managing reports generated by the SIEM<br />

and for posting schedules, announcements, documents, the knowledge base, and more.<br />

Tata Teleservices now has a comprehensive SIEM solution that addresses both the<br />

business and technical challenges that were constraining the company from achieving<br />

its aims to become one of the leading telecommunications providers in India.<br />
