destroy systems utiliz<strong>in</strong>g the highly susceptible electrical components.<br />

A conventional EMP weapon would somewhat resemble a very powerful radar system. It<br />

could be deployed on a space platform, <strong>in</strong> an aircraft, or on a truck or ship. Unlike the<br />

nuclear EMP devices that illum<strong>in</strong>ate large areas with damag<strong>in</strong>g EMP, the conventional<br />

system would be used aga<strong>in</strong>st specific po<strong>in</strong>t targets. At long ranges, the EMP could disrupt or<br />

upset target electrical systems.<br />

At closer ranges, electrical components <strong>in</strong> the target would be burned out and<br />

permanently damaged. Both aggressor and the defender <strong>in</strong> the low-<strong>in</strong>tensity conflict would<br />

have many uses for such conventional EMP weapons. This type of electromagnetic warfare is<br />

quite bloodless and, therefore, quite appeal<strong>in</strong>g when <strong>in</strong>ternational op<strong>in</strong>ions are considered...<br />

Although this electromagnetic warfare is a relatively benign form of combat that<br />

generally kills systems, not people, some antipersonnel applications are currently be<strong>in</strong>g<br />

considered, such as the use of the very powerful microwave devices to confuse, disable, or<br />

even kill the enemy. The use of these advanc<strong>in</strong>g technologies for <strong>in</strong>telligence gather<strong>in</strong>g,<br />

dis<strong>in</strong>formation, and enemy <strong>in</strong>terrogation is even speculated..‖<br />

The military planners and strategists of the early-to-middle 1980‘s were conv<strong>in</strong>ced of the<br />

long predicted possibilities of radio frequency radiation weapons systems.<br />

Given this <strong>in</strong>terest, it becomes obvious why the military was so quick to develop the<br />

Eastlund technology. His ideas were the miss<strong>in</strong>g l<strong>in</strong>k which stimulated the series of other<br />

patents needed for the <strong>HAARP</strong> program. The <strong>HAARP</strong> system, with its collection of<br />

technological breakthroughs, would provide a tool for perform<strong>in</strong>g its disruptive tasks over a<br />

wide geographical area and perhaps eventually over the entire planet.<br />

Obviously these concepts were already well understood by the military <strong>in</strong> 1984. The<br />

<strong>HAARP</strong> system is the largest concept-delivery system ever built by the military for this<br />

technology. The use of <strong>HAARP</strong> for these applications is spoken about throughout the<br />

government records, exclud<strong>in</strong>g the uses aga<strong>in</strong>st humans. This is where the <strong>in</strong>formation and<br />

military dis<strong>in</strong>formation becomes cloudy. What is clear is that <strong>HAARP</strong> can be used for these<br />

purposes.<br />

Meanwhile, it is still be<strong>in</strong>g misrepresented by the military as only a scientific research<br />

tool.
