atmosphere could be lifted to an unexpectedly high altitude so that missiles encounter<br />

unexpected and unplanned drag forces with resultant destruction or deflection of same.<br />

Weather modification is possible by, for example, alter<strong>in</strong>g upper atmosphere w<strong>in</strong>d patterns<br />

by construct<strong>in</strong>g one or more plumes of atmospheric particles which will act as a lens or<br />

focus<strong>in</strong>g device‖.<br />

It should be po<strong>in</strong>ted out that the device <strong>in</strong>vented by Eastlund would be ideally employed<br />

where there were large sources of natural gas and that it had to be erected <strong>in</strong> the most<br />

northern latitudes possible, to take advantage of the location where the earth‘s naturally<br />

occurr<strong>in</strong>g l<strong>in</strong>es of force <strong>in</strong>tersect the planet. In the patents, he recommended the North Slope<br />

of Alaska, where the largest reserves of natural gas <strong>in</strong> the United States are found and where<br />

these l<strong>in</strong>es <strong>in</strong>tersect the planet.<br />

Moreover, Atlantic Richfield Company (ARCO) was the parent company of APTI, the<br />

assigned owner of the Eastlund patents, and the owner of trillions of cubic feet of natural gas<br />

on the North Slope. 179 APTI became the <strong>in</strong>itial <strong>HAARP</strong> contractor.<br />

In 1987 Dr. Edward Teller described a new component of Star Wars technology, a laser<br />

like weapon for the North Slope of Alaska. Could <strong>HAARP</strong> be part of the Star Wars weapons<br />

system be<strong>in</strong>g promoted <strong>in</strong> 1987 by Dr. Teller?<br />

We believe that this is the case, and that what <strong>HAARP</strong> represents is a first stage ―proof-of<br />

concept‖ undertak<strong>in</strong>g which, if proven valid, will expand to a full-blown military program.<br />

The idea of a ground-based versus a satellite-based defense shield is an important<br />

consideration <strong>in</strong> that satellites arc significantly more vulnerable and costly to repair once<br />

launched <strong>in</strong>to orbit. Moreover, to stop a United States ground based system would require a<br />

terrorist attack or <strong>in</strong>vasion. That would be an overt act of war on the part of an adversary. If<br />

deployed from ground based locations <strong>in</strong> the United States, or with<strong>in</strong> the territorial<br />

boundaries of our allies, the shield has dist<strong>in</strong>ct military advantages.<br />

While the currently constructed and planned future expansion of <strong>HAARP</strong> may not be<br />

large enough to create all of the Eastlund effects, it is of sufficient size to test many of the<br />

ideas <strong>in</strong> the patents.<br />

Military spokesmen deny that they are us<strong>in</strong>g any of the Eastlund ideas; however, careful<br />

review of the materials lead to the <strong>in</strong>escapable conclusion that the military is mislead<strong>in</strong>g the<br />

public aga<strong>in</strong>. Moreover, it was reported by Dr. Eastlund <strong>in</strong> a National Public Radio broadcast<br />

<strong>in</strong> 1988181 that the military had tested some of the ideas <strong>in</strong> the patents before remov<strong>in</strong>g the<br />

secrecy orders. In a more recent <strong>in</strong>terview, this fact was aga<strong>in</strong> confirmed by Dr. Eastlund.<br />

A review of the other n<strong>in</strong>e patents orig<strong>in</strong>ally held by APTI, when overla<strong>in</strong> on the military<br />

plann<strong>in</strong>g documents, leaves researchers with an understand<strong>in</strong>g of this new weapon system<br />

experiment - clearly counter<strong>in</strong>g the military‘s public pronouncements.<br />

Go<strong>in</strong>g back to 1984, the United States Air Force‘s Major Norman H. Ruotanen, wrote a<br />

paper which became a chapter <strong>in</strong> a most <strong>in</strong>terest<strong>in</strong>g publication. ―Nuclear and<br />

Electromagnetic Warfare <strong>in</strong> Low-Intensity Conflict‖. The chapter considered the use of<br />

nuclear weapons for creat<strong>in</strong>g electromagnetic pulses (EMP) <strong>in</strong> order to disable electronic<br />

systems of adversaries.<br />

The Major went on to discuss a less <strong>in</strong>trusive method and perhaps a method which could<br />

be better controlled.<br />

He describes the system:<br />

―Nuclear EMP devices are not the only way to create damag<strong>in</strong>g electromagnetic pulses.<br />

Electrical power supply, power condition<strong>in</strong>g, and microwave source device technologies have<br />

advanced to the po<strong>in</strong>t where one could feasibly generate electromagnetic pulses <strong>in</strong> the radio
