TURNING ON A BILLION WATTS<br />

The actual <strong>HAARP</strong> <strong>in</strong>strument - the ―ionospheric heater‖, as it is described by the<br />

military was designed as a modular unit so that it could be <strong>in</strong>creased <strong>in</strong> size fully utiliz<strong>in</strong>g all<br />

previously constructed parts. In other words, they could make it bigger and bigger without<br />

abandon<strong>in</strong>g the parts already <strong>in</strong>stalled. The ―proof-of concept‖ stage of the program could<br />

change smoothly to a full weapon system phase. Moreover, the entire system could be<br />

relocated anywhere <strong>in</strong> the world <strong>in</strong> a few month‘s time.<br />

This is an important factor <strong>in</strong> enlarg<strong>in</strong>g or relocat<strong>in</strong>g the facility. The first phase of the<br />

<strong>HAARP</strong> heater construction is completed and began test<strong>in</strong>g <strong>in</strong> December, 1994, with test<strong>in</strong>g<br />

scheduled through 1995. The second phase of the contract is set up to <strong>in</strong>crease the power<br />

thresholds of the heater several times. Phase one of the project will yield an effective radiated<br />

power of one gigawatt, accord<strong>in</strong>g to the records, with the second phase of the project hav<strong>in</strong>g<br />

an effective-radiated-power of ―at least 100dbW‖, which is equal to 10 billion watts of power.<br />

This concept was illustrated by Pr<strong>in</strong>ceton, New Jersey, physicist, Dr. Richard Williams.<br />

While comment<strong>in</strong>g on the <strong>HAARP</strong> project he said, ―My ma<strong>in</strong> abjection to <strong>HAARP</strong> is that<br />

they <strong>in</strong>tend to dump electromagnetic radiation <strong>in</strong>to the upper atmosphere at very high power<br />

levels... The radiated power level will be between '90 dbW and 100 dbW'...They refer at one<br />

po<strong>in</strong>t to the need to go at least 100 dbW. One way to visualize this power level is that a 10billion<br />

watt generator, runn<strong>in</strong>g cont<strong>in</strong>uously for one hour, would deliver a quantity of energy<br />

equal to that of a Hiroshima-size atomic bomb‖.<br />

This is a significant amount of energy, when beamed <strong>in</strong>to a dynamic portion of the<br />

planet‘s upper atmosphere <strong>in</strong> order to create artificially controlled high energy <strong>in</strong>teractions.<br />

In the most elusive document, the future hope of the program planners was shown to be<br />

on the order of 100 gigawatts (100 billion watts) of effective radiated power. This is futuristic<br />

because power sources are not available at this location to provide the required <strong>in</strong>put power<br />

to ga<strong>in</strong> this output.<br />

The effective-radiated-power, <strong>in</strong> a focused beam, which <strong>HAARP</strong> produces can be<br />

modulated <strong>in</strong> a number of ways, giv<strong>in</strong>g the operator an <strong>in</strong>credibly versatile weapon. The<br />

versatility of the system is disclosed <strong>in</strong> both the APTI patents and other government<br />

documents.<br />

There has always been some confusion on the part of many <strong>HAARP</strong> opponents over the<br />

power used <strong>in</strong> the <strong>HAARP</strong> ―heater‖. The government expla<strong>in</strong>ed this as, ―a difference between<br />

total radiated power and effective radiated power (ERP). That difference is antenna ga<strong>in</strong>,<br />

which <strong>in</strong> <strong>HAARP</strong>‘s case is a factor of nearly 1000 (at 10 MHz). What this means is that to get<br />

to one gigawatt of output requires one megawatt of <strong>in</strong>put power which can be delivered by<br />

the on-site generators. Another way to state this would be: one megawatt of <strong>in</strong>put power is<br />

equal to one million watts, multiplied by one thousand (antenna ga<strong>in</strong>).<br />

This will yield one billion watts of effective radiated power - one gigawatt.<br />

1 megawatt x 1000 = 1 gigawatt = 1 billion watts ERP
