―I‘m sure the military planners, as do most Americans, considered Alaska to be empty<br />

enough that a trapper here or there or an unlucky bird would be of m<strong>in</strong>or consequence, and<br />

were perhaps surprised by the volume of local opposition‖.<br />

Wally and Nick were chatt<strong>in</strong>g as the vehicle bucked along <strong>in</strong>to a white landscape with<br />

occasional glimpses of black asphalt ahead. The discussion returned to <strong>HAARP</strong>. Because his<br />

background <strong>in</strong>cluded computers and government contracts, Wally had looked <strong>in</strong>to gett<strong>in</strong>g<br />

work with APTI, which held the contract to build <strong>HAARP</strong> at that time.<br />

The effort to get the jobs went nowhere, but Wally had a look at the <strong>HAARP</strong> contract.<br />

―I saw the site had to be open for <strong>in</strong>spection accord<strong>in</strong>g to Intermediate Nuclear Defense<br />

Force Treaty or someth<strong>in</strong>g. Saw a number of th<strong>in</strong>gs <strong>in</strong> provisions of the contract... The way<br />

<strong>in</strong>formation was handled didn‘t add up. Everyth<strong>in</strong>g had to go through (John) Heckscher<br />

(<strong>HAARP</strong> project manager) <strong>in</strong> Massachusetts; people here locally didn‘t know anyth<strong>in</strong>g‖.<br />

―The further we dug, after we had a look at the contract, we knew it was a secret project;<br />

there was hokey pokey go<strong>in</strong>g on that the government didn‘t want to disclose. There were<br />

provisions <strong>in</strong> the contract that tripped my bells. Contractors can‘t disclose if there‘s<br />

someth<strong>in</strong>g <strong>in</strong>jurious...clauses like that‖.<br />

Wally said he had then telephoned two men who publicly opposed <strong>HAARP</strong>. Clare<br />

Zickuhr, who was at the time still an accountant with ARCO <strong>in</strong> Anchorage, told Wally that for<br />

environmental reasons Clare wanted to see the site shut down. Ed agreed and added that as a<br />

ham operator he had concerns about whether the high power RF beam<strong>in</strong>g would <strong>in</strong>terfere<br />

with life-and-death situations <strong>in</strong> the bush.<br />

―Ed prodded me <strong>in</strong>to do<strong>in</strong>g computer searches on the Internet - go <strong>in</strong>to the Library of<br />

Congress and different databases. As soon as I started look<strong>in</strong>g stuff up, that was all she<br />

wrote. Eventually some of us formed a network‖.<br />

Some of the people were concerned about possible military applications of a technology<br />

that could knock out the Internet or blackout the power grid. More close at hand, they<br />

figured, what goes up must come down, especially if the radiations bounce off the<br />

ionosphere. Wally worried when he heard talk of the <strong>HAARP</strong> technicians plann<strong>in</strong>g to <strong>in</strong>stall<br />

filters on the radio and satellite receiv<strong>in</strong>g dishes <strong>in</strong> and around every home <strong>in</strong> the vic<strong>in</strong>ity.<br />

The filters would screen out <strong>in</strong>com<strong>in</strong>g radio wave <strong>in</strong>terference, he was told. He got together<br />

with an electronics whiz who lived on an even more remote homestead, to study the proposal<br />

for high power beam<strong>in</strong>g. Concerned about their families‘ health, they came to a conclusion:<br />

―It's not <strong>in</strong>nocuous‖.<br />

Nor was the proposed violation of Earth‘s atmospheric electrical system. He said: ―You<br />

read about a tremendous heated plume ris<strong>in</strong>g, and rais<strong>in</strong>g part of the upper atmosphere with<br />

it, and that it could change weather conditions and that the actual effects can be <strong>in</strong>tensified.<br />

Then (<strong>HAARP</strong> spokesmen) come back and say ‗don't worry‘.‖<br />

He did worry - about his family on the ground receiv<strong>in</strong>g reflected radiation, and then<br />

about swans, ducks, geese and other frequent flyers that could be fried <strong>in</strong> the <strong>in</strong>tense radio<br />

frequency beam above the project site. The ionospheric heater, as the <strong>HAARP</strong> antennae were<br />

called, would beam upward <strong>in</strong> a prime corridor for migrat<strong>in</strong>g waterfowl.<br />

Another of the guys <strong>in</strong> the bush worried that migrat<strong>in</strong>g salmon might lose their way, as<br />

they use the geomagnetic field as part of their road map for return<strong>in</strong>g to spawn<strong>in</strong>g grounds.<br />

The magnetically-sensitive material magnetite had been found <strong>in</strong> salmon, as it had <strong>in</strong> human<br />

bra<strong>in</strong>s. Therefore changes <strong>in</strong> the magnetic field would be confus<strong>in</strong>g, he said.<br />

A powerful ionospheric heater such as <strong>HAARP</strong> could create an artificial electromagnetic<br />

storm high above the earth.<br />

―All we have is John Heckscher‘s comments that there‘ll be no more magnetic<br />

disturbances than what occurs naturally‖, Wally said skeptically.
