The report speaks about us<strong>in</strong>g this technology <strong>in</strong> a way which could <strong>in</strong>teract with<br />

biological or chemical agents, The report states, ―it may be possible to sensitize large military<br />

groups to extremely dispersed amounts of biological and chemical agents. It should be noted<br />

that this may require relatively low level RFR‖.<br />

The idea expressed here is that deposit<strong>in</strong>g small amounts of chemicals <strong>in</strong> a person's<br />

physiological system, <strong>in</strong> amounts below normal levels where negative physical effects are<br />

known to occur, will ensure they have no perceivable effect until radio frequency radiation<br />

(RFR) is <strong>in</strong>troduced. Once <strong>in</strong>troduced, the RFR creates physiological reactions which are<br />

detrimental to the host.<br />

This would allow <strong>in</strong>dividuals who are not exposed to the chemicals to then enter the area<br />

of the RFR without harm to their own bodies.<br />

When an operator tunes the RFR <strong>in</strong> just the right way, changes are caused <strong>in</strong> the energy<br />

state of atoms, which cause chemical reactions <strong>in</strong> the body, which <strong>in</strong> turn manifest as<br />

physiological or psychological changes.<br />

The <strong>in</strong>troduction of small amounts of chemicals is a very important concept when<br />

cyclotron resonance is considered. The <strong>HAARP</strong> transmitter uses cyclotron resonance <strong>in</strong><br />

radiat<strong>in</strong>g its energy transmissions <strong>in</strong>to the ionosphere. This causes a large <strong>in</strong>crease <strong>in</strong><br />

reactions <strong>in</strong> the ionosphere and <strong>in</strong> liv<strong>in</strong>g organisms. Cyclotron resonance occurs when, as a<br />

result of complex electromagnetic <strong>in</strong>teractions, a charged particle or ion beg<strong>in</strong>s to go <strong>in</strong>to a<br />

circular, or orbital, motion.<br />

The speed of the orbits is determ<strong>in</strong>ed by the ratio between the charge and weight of the<br />

particle and the strength of the applied field. Once this happens, and a specific charged<br />

particle frequency determ<strong>in</strong>ed, if an electric field is added that is <strong>in</strong> harmony with this<br />

frequency at right angles to the magnetic field, energy is transferred from the electric field to<br />

the charged particle.<br />

Many activities <strong>in</strong> liv<strong>in</strong>g cells <strong>in</strong>volve charged particles. Cyclotron resonance allows for<br />

the transfer of energy to cause ions to move more rapidly. It is cyclotron resonance which<br />

allows very low strength electromagnetic fields, together with Earth's magnetic field, to<br />

produce major biological effects. It happens because the total effect impacts very specific<br />

particles when tuned to the right frequency. To some degree, this expla<strong>in</strong>s why non-ioniz<strong>in</strong>g<br />

levels of radiation produce the effects which they do. The right weapon system could literally<br />

be tuned like a radio by an operator for the maximum negative effect. The pr<strong>in</strong>ciple could<br />

also be applied for heal<strong>in</strong>g purposes, and this area is be<strong>in</strong>g researched <strong>in</strong> some quarters.<br />

Cyclotron resonance can be visualized as a particle be<strong>in</strong>g spun like a coiled spr<strong>in</strong>g and<br />

then screwed right through the cell wall <strong>in</strong>to the cell. Here, reactions can lead to good,<br />

neutral or negative health effects. This effect is one of the major factors <strong>in</strong> electromedic<strong>in</strong>e.<br />

When comb<strong>in</strong>ed with the Earth‘s normal magnetic fields, it is important to note, only<br />

ELF (1-100 Hertz) frequencies can cause controlled or accidental negative health effects. As<br />

far as is generally known, this is true until the strength of radiation escalates to the ioniz<strong>in</strong>g<br />

level.<br />

The concept of cyclotron resonance was applied to the research carried out by the U.S.<br />

Naval Medical Research Center. They were able to apply external fields <strong>in</strong> a way which<br />

affected the bra<strong>in</strong> chemistry of animals. They were able to affect the lithium ion to create the<br />

same effect as if they had treated the animal with the chemical lithium (lithium is used as a<br />

strong anti-depressant).<br />

In other words, affect<strong>in</strong>g a chemical which was already <strong>in</strong> the body, or one that is<br />

<strong>in</strong>troduced to the body, a person could literally amplify the effect of the chemical to the po<strong>in</strong>t<br />

where a very significant effect is caused, even death. Many naturally occurr<strong>in</strong>g chemicals are<br />

not dangerous <strong>in</strong> the amounts present <strong>in</strong> the body. If these chemicals are affected by RFR,<br />

however, their potency <strong>in</strong>creases to the po<strong>in</strong>t of be<strong>in</strong>g dangerous. The <strong>in</strong>troduction of RFR<br />

causes a change <strong>in</strong> energy states, which cause chemical reactions. The results depend on<br />

wave form, frequency and energy level <strong>in</strong>troduced, among other th<strong>in</strong>gs. <strong>HAARP</strong> could be
