INTRODUCTION<br />

Rais<strong>in</strong>g the Roof of the World<br />

A four-year old child <strong>in</strong> his sandbox looks up at a blue sky with his eyes full of trust. His<br />

mother places a straw hat on his head, dabs sun block<strong>in</strong>g cream on his freckled nose, and<br />

expects that, because she shielded him from the sun's ultraviolet rays, he is safe from<br />

harmful radiations. But is he? Both his body and his planet are be<strong>in</strong>g penetrated by an<br />

unprecedented mix of man-caused radiations, and now the U.S. military plans to stir up the<br />

mix even further. They could go too far this time.<br />

This book is about people who search for the truth about the Pentagon‘s project that is<br />

quietly be<strong>in</strong>g built at a remote outpost <strong>in</strong> Alaska. The $30 million project euphemistically<br />

named <strong>HAARP</strong> (High frequency Active Auroral Research Program) is made to beam more<br />

than 1.7 gigawatts (billion watts) of radiated power <strong>in</strong>to the ionosphere - the electricallycharged<br />

layer above Earth‘s atmosphere.<br />

Put simply, the apparatus is a reversal of a radio telescope - just transmitt<strong>in</strong>g <strong>in</strong>stead of<br />

receiv<strong>in</strong>g. It will ―boil the upper atmosphere‖. After disturb<strong>in</strong>g the ionosphere, the radiations<br />

will bounce back onto the earth <strong>in</strong> the form of long waves which penetrate our bodies, the<br />

ground and the oceans.<br />

Could the <strong>in</strong>vasion of radiations damage plants and animal life on the ground? One<br />

technician/researcher told National Public Radio affiliate KCHU, ―I can hardly f<strong>in</strong>d an expert<br />

who knows anyth<strong>in</strong>g about this, because they‘re all work<strong>in</strong>g for the government. Or work<strong>in</strong>g<br />

for a university which by proxy is for the government, because they‘re funded either through<br />

(defense subcontracts) contracts or through grants from the Department of Defense‖.<br />

―Work<strong>in</strong>g for the government‖ can certa<strong>in</strong>ly be an honorable position. But <strong>in</strong> the case of<br />

science, it gets <strong>in</strong> the way of objectivity and courage to explore. Throughout this century,<br />

scientists are <strong>in</strong>creas<strong>in</strong>gly hesitant to <strong>in</strong>vestigate freely outside their specialty.<br />

They are all too aware that the military/<strong>in</strong>dustrial/academic complex decides who gets<br />

the lucrative grant, consultancy or academic position. However, there are <strong>in</strong>dependent<br />

experts such as those who looked <strong>in</strong>to <strong>HAARP</strong>. They speak out <strong>in</strong> the pages of this book.<br />

These researchers learned that <strong>HAARP</strong> represents a technology which could lead to a<br />

new class of weapons that could change our world profoundly - an all-purpose military tool.<br />

If misused, the tool could mess up the weather. It could be used aga<strong>in</strong>st humanity <strong>in</strong> a way<br />

that would change what people th<strong>in</strong>k, believe and feel. It could be used for good or evil, just<br />

as a harp can produce the music of Mozart or the melody of a death march.<br />

Many technological ―notes‖ could be played by <strong>HAARP</strong>-type military experiments.<br />

They can:<br />

manipulate global weather<br />

hurt ecosystems<br />

knock out electronic communications<br />

change our moods and mental states.<br />

That last item will surprise researchers who have been look<strong>in</strong>g only at the possible<br />

environmental effects of <strong>HAARP</strong>-type technologies. However, the authors believe that no<br />

sane person wants to be manipulated <strong>in</strong>to artificially-<strong>in</strong>duced moods or actions, and that<br />

these possibilities are real. As you will see <strong>in</strong> the research cited <strong>in</strong> this book, U.S. decisionmakers<br />

for the first time are propos<strong>in</strong>g to mix military and civilian police resources, under<br />

the banner of ―non-lethal‖ weaponry for crowd control and other purposes. This book looks<br />

at what can be done with modulated radio frequencies - the stuff of the <strong>HAARP</strong> experiments<br />

- and what environmental effects the experiments could trigger. The <strong>in</strong>tent of this book is to<br />

call for a moratorium on use of the super powerful ionospheric heaters until <strong>in</strong>dependent
