What this demonstrated was that ELF, those frequencies which most effect human bra<strong>in</strong><br />

functions, could be manipulated externally with profound results.<br />

Flanagan's Bra<strong>in</strong> Tool<br />

In 1958 when Dr. Patrick Flanagan was 14 years old, he <strong>in</strong>vented the Neurophone, which<br />

won him world recognition as one of the brightest <strong>in</strong>ventors of our time. The Neurophone<br />

device can convert sound (like words and music) <strong>in</strong>to electrical impulses which can be<br />

transferred through any po<strong>in</strong>t on the body directly <strong>in</strong>to the bra<strong>in</strong>, bypass<strong>in</strong>g the ear and<br />

associated hear<strong>in</strong>g mechanisms entirely. For more than six years the United States Patent<br />

Office refused to issue a patent for the device while they debated the f<strong>in</strong>e po<strong>in</strong>ts of the<br />

technology.<br />

In the end, the government declared that the Neurophone would never work, and refused<br />

the patent.<br />

Patrick and his lawyer then went to Wash<strong>in</strong>gton D.C. with a work<strong>in</strong>g model of the device<br />

to show the patent exam<strong>in</strong>er. The exam<strong>in</strong>er told the duo that if the device could make one of<br />

their employees who was deaf hear, he would reopen the case and issue the patent. The<br />

device was tested, the employee "heard" and the patent was granted.<br />

Dr. Flanagan later went to work for Tufts University and began his next stage of research<br />

on the Neurophone. As a research scientist for Tufts, he began to work on a man to dolph<strong>in</strong><br />

speech system for the Navy. This research led to the development of a 3-D holographic sound<br />

system which could place sounds <strong>in</strong> any location <strong>in</strong> space as perceived by a listener.<br />

Additional research led to a vastly improved digital Neurophone, for which a patent<br />

application was filed. Immediately, the United States Defense Intelligence Agency placed it<br />

under a secrecy order as a matter of national security. Dr. Flanagan was forbidden from<br />

conduct<strong>in</strong>g further research or even talk<strong>in</strong>g about his technology for four years.<br />

This technology has now been replaced with superior technology developed <strong>in</strong> Europe <strong>in</strong><br />

2001. The technology far surpasses the performance of the Flanagan <strong>in</strong>vention <strong>in</strong> all<br />

applications by <strong>in</strong>tegrat<strong>in</strong>g modern circuit designs with 21st century eng<strong>in</strong>eer<strong>in</strong>g. The new<br />

technology delivers significantly greatest energy efficiency through a more biologically<br />

compatible signal. This technology will be made available <strong>in</strong> late 2001 or early 2002 for<br />

accelerated learn<strong>in</strong>g applications, body system balanc<strong>in</strong>g and trials <strong>in</strong> hear<strong>in</strong>g enhancement<br />

applications.<br />

In the years s<strong>in</strong>ce, Dr. Flanagan periodically toyed with new concept and design advances<br />

for Neurophonic technology. This device could be used as the ultimate computer to bra<strong>in</strong><br />

<strong>in</strong>terface tool, and is be<strong>in</strong>g considered for re<strong>in</strong>troduction <strong>in</strong>to the market place. The idea that<br />

large amounts of properly formatted <strong>in</strong>formation can be transferred <strong>in</strong>to long term memory<br />

would revolutionize education, mak<strong>in</strong>g the current model obsolete. Education would shift to<br />

greater emphasis on learn<strong>in</strong>g strategies and resources, rather than data accumulation. These<br />

changes would establish greater possibilities for creative advancement and self-actualization<br />

by mastery of <strong>in</strong>tellectual potentials.<br />

The Neurophone was one of the most powerful bra<strong>in</strong> entra<strong>in</strong>ment devices developed<br />

until new advances were made <strong>in</strong> the science <strong>in</strong> Europe <strong>in</strong> 2001. In recent years, these other<br />

researchers have advanced the technology and cont<strong>in</strong>ued to work on the possibilities it<br />

offers, with an emphasis on other modes of transmission.<br />

Given the Defense Intelligence Agency‘s <strong>in</strong>terest <strong>in</strong> the earlier device, it is very likely that<br />

they have also cont<strong>in</strong>ued to work to improve it. Discussions with several <strong>in</strong>ventors over the<br />

last few years about the <strong>HAARP</strong> project revealed that this radio transmitter, the ionospheric<br />

heater, could possibly be used as a wireless bra<strong>in</strong> entra<strong>in</strong>ment device.<br />

This use has the greatest <strong>in</strong>vasive possibilities.
