Nine, the new Constitution should ensure that every jurisdiction has a person <strong>of</strong> special disability as councillors to serve the<br />

other disabled and should be appointed by the Minister for Local Government.<br />

Ten, the new Constitution should ensure that every province <strong>of</strong> Kenya has the person with special disablity as MP to serve the<br />

disabled persons. If possible (s)he be appointed by the President <strong>of</strong> the Republic <strong>of</strong> Kenya.<br />

Eleven, the new Constitution should ensure that every sector in the Government has a person with disabilities at divisional,<br />

district and provincial levels.<br />

Twelve, the new Constitution should ensure that we must have a united Kenya without regard to the tribe, religion, sex and age.<br />

Thirteen, the new Constitution should ensure that there is the right <strong>of</strong> freedom provided for by the new Constitution is available<br />

to all citizens equally.<br />

Fourteen, the new Constitution should ensure that all society will be guided by the rule <strong>of</strong> law and will apply equally to<br />

everyone.<br />

Sixteen, the new Constitution should be translated into local languages to enhance people’s rights.<br />

Seventeen, the new Constitution should ensure that Kenya remains a multiparty state with maximum <strong>of</strong> five or four state funded<br />

parties.<br />

Eighteen, that the new Constitution should check the power <strong>of</strong> the President.<br />

Nineteen, the new Constitution should ensure that nobody is above the law.<br />

Twenty, the new Constitution should prohibit the nomination <strong>of</strong> any person rejected by the electorate as a Member <strong>of</strong><br />

Parliament or councillor.<br />

Twenty one, the new Constitution should not allow any one to urge Kenyans to vote for somebody, kama hii ya sasa<br />

approval, given security <strong>of</strong> tenure and monitored by the <strong>of</strong>fice <strong>of</strong> ombudsman.<br />

The new Constitution should ensure that, with respect to Presidential power, the new Constitution will ensure that the President<br />

should be bound by the Constitution and the country’s law.<br />

The President should not have the power to summon or dissolve the Parliament.<br />

Parliament should have its own time table.<br />
