Crèche care is short-term or one-off care provided for children while their parents participate in an activity, meeting or other event at the same premises. A crèche service can be provided within a range of venues, for example: • recreation centres • health and fitness clubs • aquatic centres • sporting clubs/centres • health/medical clinics • churches • community/learning centres • shopping centres. Providing a crèche service can offer organisations the potential to: • increase the opportunity for parents to participate • increase membership and use of facilities. Crèche services are not required to be licensed under the Child Care Services Act 2007. This booklet has been developed to provide guidance and support to assist organisations to provide a quality crèche service. Some useful contacts are provided on pages 17 and 18. 4 Introduction
Why offer a quality crèche service? Providing a quality crèche service will allow parents to feel confident that children will be safe and well cared for during their attendance at a crèche. A quality crèche service should provide: • a safe, healthy and welcoming environment for children where interactions between staff, children and parents are warm and positive • opportunities for children to play with equipment and activities suited to their age and interests • opportunities for children to experience positive social interactions with other children and adults. A crèche service must meet the exclusion criteria specified in regulation 4(2) of the Child Care Services Regulations 2007. This includes: • all children that attend will be at least two months of age or older • each child’s parent/relative will be available to attend to children’s immediate physical needs such as nappy change, feeding or comforting • no individual child will attend for more than three hours in one session • no individual child will attend for more than 12 hours in any week • no individual child will attend for more than two care sessions in one day, separated by at least one hour. You can see an Example of a Notice on page 24. 5 Working with Children Legal Obligations The Working with Children (Criminal Record Checking) Act 2004 has introduced compulsory criminal record checking for certain people who work with children. Find out about requirements for employers and employees by contacting the Working with Children Screening Unit. Contact details are provided on page 17.
