age 87 of Sweetwater died 

on Saturday April 28, 2012 

at the Sweetwater Hospital. 

She was born on December 

15, 1924, a daughter of 

the late Otha and Meda 

Smith Davis. She was preceded 

in death by two 

brothers: Edward Davis 

and Leonard Davis and 

three sisters: Mamie Lee 

Lingerfelt, Ella Mae Davis, 

and Faye Davis. She was a 

member of the Sweetwater 

Church of Christ. Ms. Skelton 

is survived by a daughter

for theft, all three to be 

served concurrently, or at 

the same time, after six 

months behind bars.

a month after Howell 

knocked a hole in the

took over $3,000 worth of 

tools and a day or two later

methamphetamine and to

BE IT ORDAINED by the City of 

Madisonville, Tennessee, as follows: 

Section 1. The Ordinance of the 

Mayor and Board of Aldermen of 

the City of Madisonville, imposing 

a local sales and use tax as 

authorized under the provisions 

of Tennessee Code Annotated, 

Sections 67-6-701, et seq., 

adopted by the City of Madisonville, 

is amended to levy a local 

sales and use tax at a rate of 

9.75% not to exceed the maximum 

percentage as provided for 

in the “1963 Local Option Revenue 

Act,” Tennessee Code Annotated, 

Section 67-6-702, as 

amended, except as limited or 

modified by statute. 

Section 2. If a majority of those 

voting in the election required by 

T.C.A. § 67-6-706 vote for the increase 

in the tax imposed by this 

Ordinance, collection of the increased 

tax levied by this Ordinance 

shall begin on the first day 

of the month occurring 30 or 

more days after the Monroe 

County Election Commission 

makes its official canvass of the 

election returns.

is authorized to contract 

with the Department of Revenue 

for the collection of the additional 

tax imposed by this Ordinance, 

and to provide in the contract that 

the department may deduct from 

the tax collected a reasonable

of the administration and 

collection of the tax as provided 

for in Tennessee Code Annotated, 

Section 67-6-710. 

Section 5. In the event the tax is 

collected by the Department of

against the State Commissioner 

of Revenue and the Mayor and

Section 6. A certified copy of this 

Ordinance shall be transmitted to 

the Department of Revenue by 

the City Recorder forthwith and 

shall be published one time in a 

newspaper of general circulation 

in the City of Madisonville prior to 

the election called for in Section 

2.

breath test, blowing a .14 

percent blood alcohol

above the legal limit. 

During a jail search, 

blue pills identified as diazepam 

fell from her pants 

pocket, Yates said.

24, of Gudger Road with 

DUI on April 23, following 

an April 12 traffic stop in 

Madisonville in which 

Watson was found with a 

white residue about his 

nostrils and admitting to 

crushing hydrocodone and 

snorting the substance. 

On Saturday, Wear 

charged Bryan L. Fouts, 

26, of Englewood Road 

with public intoxication 

after finding him asleep on 

the ground outside an 

apartment where he had 

earlier and allegedly 

caused a disturbance. 

Also on Saturday, 

Madisonville Police Sergeant 

Chris Wilburn 

charged Kendra S. Wilson 

with public intoxication 

after she was found walking 

and exuding the odor 

of alcohol. 

And on Sunday, Tellico 

Plains Police Patrol Officer 

Blake Hall charged 

Donna Payne, 51, of Bank 

Street with public intoxication 

following an altercation 

with family 

members. She was additionally 

charged with domestic 

assault and 

disorderly conduct.

the man told him he had 

property inside, including 

300 square hay bales 

worth $900, a King Cutter 

tiller valued at $1,100, a

gate worth $120. 

All items were destroyed, 

Francis said. 

There are no suspects 

at this time, he added. 

In early April, a barn on 

Steer Creek Road burned, 

an incident believed to be
