Tbe Oratot off io has isaue4 permits to th
of the eattle business after the Close of the season
of 1912, as nearly as I oa find out, but we wore not
In 191 the Crater office isesuo a permit to
W. H. Lewis oovering range in the Umpqua #orest known
as Jackass, whioh had formerly been used by Willy (this
may have been allotted -to Lewis in 1914, but think not)
At any rate, this offioe was not consulted in irams
I am not so grVatly oxitet over the graing
conditions on the Umpqua ?orest* Tou have
evidently beon misinformed. I also regret
Very much to state that I thizk your attitude
In reference to inter-foreat grazi
matters with the Umpqua Porest in not onfl
wrong, btt arbitrary and not in aoro2-daso
with the anual. This ondition las xisted
for the past 6 years. Tie have submitted to
it, first; becauee we thought you would. se
the mistake and that the matter would finally
adju3st itself without frictiono Setond: %be
aause the range oon3ditions haie not been so
it may have been olorioal errors, but
the fact remains that we have never receiveL
a letter or other oonunioation from you asking
whether or not we approved th inolusioR
of grzing aroute loated within tho Umpqua
In permite issued by your office, either to
new or old permitteee, aoopt in one oea* In
191f. This couree of cooperation, to I believet
neoessary to equitably adjust graing conditions
between the two Porests, and thie la w1t I
have beon asking for. I ean not underetand
,why you objeot to euoh a ours*e,
The Johneon grothere range, muh of whioh
used the range they W a preferenoc right to
It from zra4 years use, When they wout out ot
the cattle business It left this range ope sul
I oostond that bofore you had authority to Issue
a permit to J. Z* Gordon in 1915 for the part
located within the Umpua, you should have first
seoured oval from this offie $whioh you Aid
not do. The firot we learned of this matter was
when we reosived a CoPY Of the Gordon permit,
In suggesting changes that will bring abou th
proper administration of the grating business on this 19F-
Ost, It is not done for the purpose of disrupting or *on-
fusln$ the growing situation affoting the Crater users,
I have no desire to do this or to in&an way embariass the
Crater offiee. It from time to time adjustments oan be
mate shere some deserving stockman can be relieved without
Wa ury to others, irrespective of where he Is located, I
should be glad to be able to do It so-far as the Uiptua
Porest is concerned. I morely want the sae authority to
eAminister this Forest as is acoorded SupervisorBrziokson
in his supervision of the Crater, and in asking this I feel
tlat I am not Infringing on . kriokson's rights as a
Supervisor I also feel that I can adjust and allot range
In this forest along the Umpqua-Crater divide *tIth the same
ilgre of fairness and Justioe to all aU In other portions
of the Umpqua* and I believe I can point with pride tona
splendid sstesm of cooperation and oontent among the stock-
men themselves over whoseerauge we ave supervision.
In oonclusoon I wIs to sa that 1 have only the
highest regard for Ur. Rriokaonu' ability and in the Pro-
paration of this memorandum i have not been prompted bT a-
imosity or mlile but only wish to bring before the District
of tif, a complete resume of the grasing situation alop# the
Cratwr-Up a boundary in order that they may be in position
to adjud t matters that i have heretofore been unable to do.
