HIGHLIGHTS OF THIS YEAR’S ACTIVITIES/PROJECTS
Greetings of Peace from the PCS Cordillera Chapter!
The Philippine College of Surgeons is one of the most prestigious, well known and admired
societies in the medical realm. It is recognized for its proficient, compassionate, and wellrounded
surgeons who work for the health and welfare of the Filipino people. The year was
long, hence, it gave us the opportunity to maximize – as the cliché goes, we did not leave
any stone unturned. Our projects centered on our role not only as extensions of God’s
healing hand but also as teachers and educators, researchers, administrators and social
mobilizers - the marks of a 5-Star Physician. All these roles being guided by the core values
of the PCS: PROFESSIONALISM, COMPETENCE and SERVICE. This year, the PCS Cordillera
intended to be much more than just surgeons – to fall back from our routine OR schedules,
to reach farther than the confines of our own hospitals, to make a diagnosis other than a
surgical one, and to leave a “mark” other than by the scalpel.
CONTINUING SURGICAL EDUCATION/ MEDICAL EDUCATION ACTIVITIES
In our constant pursuit to further expand our knowledge, we never tire encouraging our
colleagues to participate in the various RTDs/symposia on an array of topics relevant to our
practice as fellows of the College. A total of 9 RTDs/Symposia were conducted on topics
such as updates on nutrition therapy, current concepts in the management of overactive
bladder, role of aromatase inhibitors in breast cancer management, and effective pain
control and management of acute and chronic intra-abdominal infection with a good
attendance from the fellows.
A legal symposium exclusively for doctors was organized by the Baguio Benguet Medical
Society and the Philippine College of Surgeons – Cordillera Chapter in cooperation with
PHAREX. This was held at the HeritageMansion, KisadRd.BaguioCity on February 16, 2012.
6pm – 10 pm
Dr/ Atty Albert D. Rebosa, a renowned speaker and writer of the book Medical
Jurisprudence was invited as the guest speaker of the said event. He delved on the topic
entitled Doctor as professionals in the Bounds of Lawand Ethicswherein he answered most
of the legal questions involving medical practice today.
Some topics included
1. rights and privileges of physicians to charge professional fees.
2. legal actions that can be taken when faced with patients who harass their doctors
3. issues regarding sexual harassment
4. other medicolegal issues like doctors as witness
The activity was attended by numerous doctors of Baguio and Benguet in different specialty
societies. There were about 272 attendees. ( more than expected) The majority of which
2

were from the cutting division, namely Surgeons, OB gynecologists, ENTs among others. We
also invited medical students, clerks and interns.
In as much as there has been a constant rise in the incidence of thoracic and cardiovascular
diseases, not only in the Cordilleras but also nationwide - This year’s post graduate course
entitled “Perioperative Course in Thoracic and Cardiovascular Surgery” took aim at
educating and accoutering doctors, nurses and other health allies on the basic care of
patients with common thoracic and cardiovascular diseases such as lung cancer, coronary
artery disease, peripheral vascular diseases, among others. The course was held on June
30, 2012 at the BGH-MC cobalt auditorium with 114 participants. Among the speakers were
a pulmonologist, cardiologist, interventional cardiologist, TCVS anesthesiologist and
thoraco-vascular surgeons. A lively open forum ensued during the morning and afternoon
sessions showing the great interest and eagerness of the participants to learn. It was
definitely a very fruitful activity.
Our 2 nd post graduate course for the year entitled, “Common Surgical Emergencies and
Common Surgical Malignancies”, was supposed to be held in Bangued, Abra in cooperation
with Abra Medical society last October 15. Unfortunately, however, a few days prior, the
scheduled event had to be postponed due to the worsening peace and order situation in the
province brought about by politically-related issues. Hence, we hope to push through with
the said activity as soon as the situation improves. (Please see attached program)
In line with our commitment to keeping abreast with the high standard of surgical
education, our 2 accredited training programs in general surgery (SLU-HSH and BGH-MC)
continue to hold weekly conferences, journal clubs, tumor board and audits. In the same
light, in keeping with the demands of the rapidly developing advances in the practice,
researches in the two training programs has continually been encouraged and supervised
by the consultants/fellows
Surgical Outreach Programs
SOCIO-CIVIC ACTIVITIES
As we all know, we are the youngest chapter of the PCS having been chartered only in 1998.
We are composed of six (6) provinces, namely: Apayao, Abra, Benguet (BaguioCity), Ifugao,
Kalinga and MountainProvince. And going to other provinces from Baguio or Benguet
would mean travelling for a minimum of 3-4 hours to a back wrecking 9-12 hours.
This year however, we have envisioned to visit each of these provinces, not letting the
distance be a hindrance from reaching out to and serving our less fortunate country men, as
we have become God’s extension of His healing hand.
Hence, three weeks after taking our oath of office, we immediately got the ball rolling by
conducting a medical and surgical mission to Kalinga province on February 10-13 at the
3

Almora GeneralHospital. Kalinga province, a 9 hour drive from Baguio city, ranks 14 th
among the poorest provinces in the country as relayed to us by the provincial governor
during his thanksgiving remarks. This being the fact, they were very thankful to us for having
conducting the said mission. In the same manner, we were also grateful to Dr. Jaime
Almora, FPCS (Director for Kalinga) for opening his hospital to accommodate this
worthwhile endeavor. A total of six fellows, two incoming fellows, and five surgical residents
from SLU-HSH and BGH-MC joined this mission. The fellows who took part in this endeavor
were Drs. Israel Yasay, Bayani Tecson, Armen Posadas, Quinn Dahilan, Jaime Almora,
Florentino Ocampo, III, while the incoming fellows present were Drs. Jade Malvar and
BannyBay Genuino.
657 patients were attended to. There were 103 minor operations (excisions, circumcisions,
etc); 35 major and medium operations done as follows: 2 open cholecystectomies, 1
laparoscopic cholecystectomy, 14 thyroidectomies, 3 herniotomies, 2 hypospadias repairs, 1
repair of epigastric hernia, 2 cheiloplasties, 1 exploratory laparotomy: Intestinal obstruction
2 to malrotation, 1 PSARP, 1 Modified Radical Mastectomy, 2 Hemorrhoidectomies, 1
inguinal mass biopsy, 1 LIFT.
About a month later, from March 23-25, 2012, we held our second surgical mission at
LepantoHospital in Mankayan Benguet, it being one of Benguet’s poorest municipalities.
Fellows in attendance were Drs. Israel Yasay, Bayani Tecson, Quinn Dahilan, one incoming
fellow, Dr. Banny Bay Genuino, one fresh graduate, Dr. Roberto Organo and 2 surgical
residents and 2 OB-GYNE residents from BGHMC. 12 major operations, (8 thyroidectomies,
1 cholecystectomy, 1 superficial parotidectomy, 1 TAH-USO, 1 Salpingo-oophorectomy) 14
medium operations, (2 hemmorhoidectomies, 2 hydrocoelectomies, 1 varicocoelectomy, 1
excision of epididymal head cyst, 1 excision of tendon cyst- knee, 1 excision of
submandibular mass, 2 excision of giant lipoma- nape and lateral neck, 4 Bilateral tubal
ligations), and 16 minor operations/ excisions were done. Moreover, a lay forum on breast
and lung cancer awareness was conducted among 100+ health workers, employees,
students and residents by Drs. Israel Yasay, FPCS and Quinn Dahilan, FPCS.
Two weeks after that another surgical mission was planned and organized on April 8-11,
2012, in cooperation with the provincial government and BGH-MC. This time it was in
Bontoc Mountain province, a 6-7 hour drive from Baguio City, held during their Lang-Ay
Festival. Dr. Jimmy Cabfit, FPCS (charter member) was the team leader, Dr. Annie Claire
Pekas, FPCS (Director for Mountain Province) and Dr. Israel Yasay joined the mission
together with 4 surgical residents and 2 PGIs of BGH-MC. 24 major operations, (15
thyroidectomies, 3 open cholecystectomies, 1 parotidectomy, 2 MRMs, 1 exploratory
laparotomy: primary peritonitis, 2 LSCS), 6 medium operations (1 mesh hernioplasty, 1
orchidopexy, 1 hydrocoelectomy, 2 emergency appendectomies, 1 AVF creation), and 17
minor operations/ excisions were done.
A lay forum on breast and lung cancer awareness was done among 50+ health workers,
and employees, by Drs. Israel Yasay, FPCS and Annie Claire Pekas, FPCS.
Two months had passed, and we found ourselves organizing again; a minor surgical mission
in cooperation with Notre Dame De Chartres Hospital to Asipulo, Ifugao, it being the
4

youngest and poorest mucipality of the province. This was held on June 2, 2012 with 100+
minor operations done. (excisions, circumcisions, etc). A lay forum on breast, colorectal and
lung cancer awareness was done among 100+ common folks and residents, by Drs. Israel
Yasay, FPCS and Dr. Bayani Tecson, FPCS.
On the same month, on June 30, 2012, PCS Cordillera in cooperation with PATACSI and
BGHMC held a 1-day heart surgery mission for PDA closure in BGH-MC. 5 patients were
operated on ages ranging from 2-8. 3 weeks later, on July 21, part 2 of the heart surgery
mission was conducted. In addition to PDA closure operations, AVF procedures were also
performed. 3 PDA patients and 7 patients with chronic CKD benefitted from this endeavor.
The fellows who participated in this activities were Drs. Edmund Villaroman(PATACSI
President), Samuel Andin, Joseph Bautista & Israel Yasay.
The following month, BGH-MC celebrated its Annual “Hospital Week” in which an in house
surgical mission in cooperation with PCS-Cordillera was held on August 8-10, where 9 major
operations (8 cholecystectomies, 1 thyroidectomy) were performed.
On September 8, to formally kick-off the PCS Foundation anniversary celebration, a minor
surgical mission was held at Far North Medical & Training Center, Luna Apayao, a 12-hour
travel from Baguio City, where we attended to around 60 patients, 45 of which were
operated on. This was in cooperation with the provincial government. A lay forum was also
conducted among 50+ health workers, employess & residents on breast, colorectal & lung
cancer awareness. The fellows who went to this mission were Drs. Bayani Tecson, Armen
Posadas & Israel Yasay. It was really our desire to conduct a combined major & minor
surgical mission inasmuch as there is no General Surgeon, more so, a PCS fellow in the
province. However, the provincial governor & congressman would only allow a minor
mission due to a bad experience from a major mission conducted last year by a different
organization. Nevertheless, we still believe it was a worthy undertaking.
Our last major and minor surgical mission for the year was conducted last October 27-28,
2012, at Luis Hora General Hospital, Bauko Mountain Province, a five hour travel from
Baguio City. Cases performed are as follows: 6 thyroidectomies, 1 cholecystectomy,
1herniorrhaphy, 1 herniotomy, 3 hemorrhoidectomies, 1 lipoma excision (neck), 1
superficial parotidectomy and 40+ minor excisions. Fellows in attendance included Drs.
Samuel Cosme, Joey Ancheta, Annie Claire Pekas, Israel Yasay and Fidel Baldovino
(incoming fellow).
All in all, we have a total of 82 major surgeries, 40 medium operations and 320+ minor
procedures in our 6 major and minor surgical and 2 minor surgical missions for the year. By
the grace of God there was no morbidity nor mortality.
Circumcision Drives
It has been a yearly commitment by the PCS Cordillera chapter to help in the Circumcision
Drive Program, a project sponsored by the City of Baguio headed by our Mayor Mauricio
Domogan held at BGH Cobalt Bldg to help growing male children in different barangays
surpassed one of the physical ordeal and milestone which is to be circumcised. More than
5

350 kids from ages 7 to early teens were accommodated greater than last year’s 150 with a
good participation from our fellows in attendance headed by the PCS Cordi Pres. himself Dr.
Israel Yasay and to name a few starting from our senior consultants Dr’s Edwardo Liong,
Robert Ganzon, Esteban Belmes, Honorio Pangilinan, Johnson Tanyee, Bayani Tecson,
Sherry Ong-Cunanan, Paul Adlai Quitiquit, Jesus Nigos, Armen Posadas, Joey Ancheta,
Damaso Bangaoet and Quinn Dahilan with the help of our residents, clerks and interns
coming from the two training institution the Baguio General Hospital and Medical Center
and Saint Louis University Hospital of the Sacred Heart.
However a day of circumcision is not enough to debulk countless children going to the OPD
Department lining up to be circumcised, so the program was followed by another at Brent
School International in Baguio City which catered 330 children attended by Dr’s Israel
Yasay, Sherry Cunanan, Paul Quitiquit, Samuel Cosme with the residents, clerks and interns
of SLU Hospital. Lastly, before the class to start another circumcision program was held at
Tublay, Benguet where a total of 30 kids were circumcised headed by Dr. Paul Quitiquit
with the medical students of SLU
Public Health Awareness Programs
Today, as it was centuries ago, people in the community have limited knowledge on the
different illnesses that afflict humanity. This is coupled with many misconceptions and
myths that were passed on from one generation to another.
Part of our campaign on educating the public is to go around the Cordillera to hold lay fora
aimed at letting our constituents know that the Philippine College of Surgeons is
committed to this endeavor.
The PCS - Cordillera officers and members reached out to the people in the community by
conducting several lay fora activities on cancer, one of the most common medical causes of
peoples’ death. In these lay fora, we targeted particularly the teachers and people of
influence in several institutions, because we know that they have great influence on the
younger generation, who are the future of our country. We informed our audience on the
importance of increasing peoples’ awareness about cancer and their preventive aspects,
emphasized on the importance of knowing the different risk factors in their pathogenesis,
including genetic predispositions in people who have strong family history of cancer, the
early symptoms and their recognition, diagnostic tests available to confirm the diagnosis,
the current treatments available, and prognostic factors of treatment outcome. During the
open forum, the audience was given enough time to ask their questions. All their
misinformation about cancer were clarified by the brilliant speakers. All the participants of
the fora were very satisfied with the presentations and information shared to them.
Last May 26, 2012, five (5) fellows from the Cordillera namely Drs. Israel Yasay, Johnson
Tan-Yee, Quinn Dahilan, Gene Estandian, and Armen Posadas went to the Padcal
Operations of Philex Mining Corporation to conduct lectures on cancer awareness and
basic surgical emergencies.
It was attended by no less than the Vice President for Operations and Resident Manager
Engr. Libby Ricafort together with other managerial personnel as well as supervisory staff of
6

the mining company. Also in attendance were company physicians assigned in the primary
hospital located at the heart of the mining community.
After the lectures, the Fellows were given the privilege to have the tour in the underground
operations of the Mining Division of Philex followed by a tour of the operations in the Mill
Division and how metals are extracted from ores.
In accordance with the core strategy of the Medical Staff Organization of the Notre Dame
De Chartres Hospital being “Navigating New Directions and Challenges in Health Care”, and
in fulfillment of the strategic plans for year 2012, the Department of Obstetrics and
Gynaecology in cooperation with PCS Cordillera has organized a “Mother’s Class”on
September 22, 2012, Saturday, 8:00-11:00 am at the NDCH Conference Room. Fellows who
were present included: Dr. Norma Batnag, FPOGS, FPCS, Dr. Elizabeth Solang, FPOGS, FPCS,
Dr. Vicenia Balajo, FPOGS, FPCS, Dr. Alice Salvador, FPOGS, FPCS, Dr. Quinn Dahilan, Dr.
Armen Posadas
The activity entitled “Countdown to Perfect Pregnancy” is aimed to achieve the following:
1. Team-shared approach to patient care during the prenatal, intrapartal and
postpartal period (doctor-nurse-patient)
2. Patient-centered design through information dissemination
3. Increased attractiveness of neonatal deliveries at NDCH
The activity opened to at least 30 mothers enrolled to the Mother’s Class through
recommendation of the OB-Gyne Staff members. Topics discussed included prenatal care
and nutrition, breastfeeding, “touch therapy” and the importance of stem cells. Snacks
were served during the activity and special give-ways from voluntary participation of
pharmaceutical companies were distributed.
Charitable Activities
Tired from going to every provinces covered by cordillera far away from our main Baguio
doing several surgical missions, the PCS Cordillera officers broke a brilliant idea of sharing a
little of what we have to the angels of Bethesda Orphanage at Itogon, Benguet. Carried by
our own services, we cooked and brought 2 container full of sopas, sandwiches, fruits and
balloons good for a hundred kids. In coordination with the BBMS and Rotary of Summer
Capital, Baguio and PPS-Baguio Chapter, we also gave 2 sacks of rice, canned goods, several
bags of noodles and used clothes. Inside the orphanage we were amazed by the very good
upbringing and how disciplined the kids were despite the limited resources including the
personnel. We were delighted by how the little angel’s choir cordially greeted us through
their angelic singing. We could hardly forget their sweet smiles as we were leaving the
orphanage. We plan to re-visit the place this coming Yuletide season for gift-giving.
Aside from the previously mentioned activity, of note is that, one of our PCS - Cordillera
fellows, Dr. Fancisco Hernandez, a neurosurgeon had a CVA while operating on a charity
hydrocephalus patient. He underwent several brain surgeries and has overcome several life
7

threatening complications. Since then, he has been totally incapacitated. The family has
been drained of their finances. On our individual capacities, we have shown sympathy and
compassion to our fellow PCS. We have offered our prayers, brought him flowers, spent
some time visiting him at the hospital and at home, and even shared our resources to the
family. These were so much appreciated by the family.
Others: BGH-MC, Department of Surgery Strategic Planning
On August 22, 2012, a strategic planning was conducted by the BGH-MC, Department of
Surgery for the next 5 years attended by 10 fellows and 10 residents. One of the highlights,
aside from raising further the quality and standard of its residency training program, was to
further strengthen its sub specialties by encouraging qualified subspecialists in
neurosurgery, pediasurgery, etc; to apply and be a part of the department and by sending
GS graduates to further train on surgical nutrition, intensive care and minimally invasive
surgery. It was indeed a very fruitful activity.
SPORTS AND FELLOWSHIP
It was a perfect golfing weather last September 12, 2012. PCS fellows once again converge
at East Ridge Golf Club in Binangonan, Rizal for the PCS Golf Tournament 2012.
Fellows from the Cordillera Chapter also fielded their par-busters for the event composed by
Drs. Israel Yasay, Bayani Tecson, Armen Posadas, Damaso Bangaoet III, Joey Ancheta, and
Quinn Dahilan.
Much to the delight of the delegates from the chapter, we were able to snatch the 2nd
runner-up trophy plus some items given during the raffle
Doctors In Touch, North Luzon Region Gathering was held in Brentwood hotel in Baguio City
last March 7-9, 2012 and was attended by several doctors from the provinces of Ilocos, La
Union, and Benguet, as well as dentists practicing in the region. There were also delegates
who came all the way from Manila.
The activity was organized by a group of Christian doctors, many of whom were Fellows of
the Philippine College of Surgeons from the Cordillera Chapter. The said activity was aimed
at strengthening ties of fellow doctors in the region and punctuated by sharing of the
Gospel to patients that were confined at the Baguio General Hospital and Medical Center
during an activity called as "Hospital Blitz" for Christian Living and evangelization.
Fellows present during the two (2) day activity were Drs. Israel Yasay, Norma Batnag,
Ricardo Runez, Jr., Quinn Dahilan, and Howard Tovera. One of the speakers of the said event
was Ramon De Vera, MD, FPCS
INNOVATIVE PROJECT
In this fast paced screen- generation where everybody is on the go and dependent on
technology and wireless linkages for communication, information dissemination and
socialization; it is inevitable that information be brought to people, literally, in the palm of
8

their hands. As we envision the PCS Cordillera Chapter as a dynamic organization,
persistently improving, we have put up our chapter website to be able to constantly
communicate and inform the fellows of the society regarding projects, events and updates.
In this manner, information is accessible whenever, wherever. Of note is the point that the
PCS Cordillera website is linked to the PCS National website. This further strengthens and
solidifies the connection between their members. In this time and age, communication is
expected of organizations such as ours, hence, it must be offered in means that are up to
date and available.
What a year it was, indeed – having accomplished the vision-mission of the PCS-Cordillera
through the present administration. A sense of fulfillment not only lingers in the hearts of
the fellows who dedicated their time and effort in these projects, but more importantly, in
the hearts of those whom we were able to touch. We must say that it was not an easy
effort. Neither was it a one-man endeavor. Each project entailed planning, organization and
execution which required time, man power and resources. It is for this truth that we are
truly grateful to all those who have made this year a rewarding one – the continued support
of the national leadership headed by our able president, Dr. Max Simbulan and the board of
regents, our dedicated fellows who were unceasingly supportive, the hospitable
government of the provinces we have visited and the people therein, our backers- family,
friends and all others behind the scenes who have in one way or another contributed to our
success. Most essentially, we cannot overlook the fact that all that we have accomplished is
not for our own regard but for the greater glory of the one Who provides, sustains, heals
and makes all things possible – God Almighty.
