Here <strong>the</strong> vigorous pr<strong>of</strong>ecutlon <strong>of</strong> agriculture,<br />

and <strong>the</strong> augmented means <strong>of</strong> fubfiftence, are con-<br />

fidered as <strong>the</strong> original caufe <strong>of</strong> emigrations. But<br />

furely this is afl^erted in opp<strong>of</strong>ition equally to<br />
