GLOSSARY OF TERMS<br />

Those facilities utilized to receive solid wastes,<br />

temporaly store, separate, convert, or otherwse process<br />

the materials in the solid wases, or to trfer the solid<br />

wastes directly from smaller .to larger vehicles for<br />

trsport, and those facilties utilzed for mmformation.<br />

"Trafer or processing station" does not include any of<br />

the followig: (1) a facilty, whose principal fuction is<br />

to receive, store, convert, or otherwse process in<br />

accordace with state minium stadards; manure; (2) a<br />

facility, whose pricipal fuction is to receive, store,<br />

convert, or otherwse process vvastes vvhich have akeady<br />

been separated for reuse and are not intended for<br />

disposa; (3) the operations premises of a duly licensed<br />

solid waste handling operator who receives, stores,<br />

transfers, or otherwse processes waste as an activity<br />

incidenta to the conduct of a refuse collection and<br />

disposa business in accordance with regulations adopted<br />

pursuat to Section 43309 of the PRC.<br />

A facilty whose principal fuction is to convert,<br />

combust, or otherwse process solid waste by<br />

incineration, pyrolysis, destrctive distilation, or<br />

gasification, or to chemically or biologically process<br />

solid wastes, for the purose of volume reduction,<br />

synthetic fuel production, or energy recovery.<br />

Transformation facility does not include a composting<br />

facilty .<br />

A solid waste landfill which is permitted to accept inert<br />

waste only. Section 18700 of Title 14 and Section 2524<br />

of Title 23 of the CCR define inert waste as that type of<br />

non-liquid solid waste which does not contan hazdous<br />

waste or soluble pollutats at concentrations in excess of<br />

applicable water quality objectives established by a<br />

Californa Regional Water Quaity Control Board and<br />

does not conta significant quatities of decomposable<br />

waste. . Inert waste includes materials such as soil,<br />

concrete, asphalt, and other constction and demolition<br />

debris. "Unclassified Landfills" must be designed and<br />

operated in accordance with all laws and regulations<br />

mandated by State, regional, and local jursdictions.<br />

Conventional usage applies only to aluminum used<br />

beverage contaners.<br />
