8.1 Conclusions
Final Stage 1 Feasibility Report
Costs, benefits and impacts
The positive benefits of the Rowville rail line include potential economic, social and
operational benefits, together with wider economic effects and community and stakeholder
support. However the full benefits depend critically on other projects (Dandenong line
upgrade and the Melbourne Metro Rail Tunnel) proceeding as well, to enable good train
services between Rowville and the city. We have not undertaken a benefit-cost analysis at
this stage, primarily because the concept design needs refinement before capital costs can
be reliably estimated.
Negative effects include added noise, vibration and visual impact, especially where the rail
line is above ground on a viaduct; community concern could be significant in this respect.
The project would also be disruptive and difficult to build in the busy environment of
Wellington Road. It would be important to mitigate these effects as far as possible through
sensitive design and construction techniques.
