An important delegation arrives in Albania in 1990. Its mission is to decide<br />
whether the country can take its place in the European Union. The government<br />
deceitfully insists that there are no longer any political prisoners being held in<br />
Albania. The head of the delegation wants to be reunited with his childhood<br />
friend Leo. But Leo is a prisoner, for political motives. The authorities have to<br />
get him out of jail and present him as a honourable professor to keep the committee<br />
happy and the possibility of EU entry open.<br />
