Noisy hot engines, tires, and a challenge to every pilot on the best-prepared most gravel roads in<br />

Germany ... that's the <strong>Lausitz</strong>-Rally - the ultimate gravel rally in Germany, and thus the only rally<br />

with the character of a race of the World Rally Championship.. With unique 98% gravel roads,<br />

where every Rally Fan - and those who want to be- grass, dust and mud may fly around the ears.<br />

What initially began on 11.11.2000 with a 200-rally, took over the following years a rapid<br />

development. Top driver from Germany and other European countries bite itself teeth out on our<br />

perfectly groomed courses We have already seen experienced involuntary water crossing jumps<br />

where the distance Measurer capitulate almost, Drifts on the edge of physics and smoking<br />

timekeeper. Each team is fighting bitterly for every tenth of a second and calls material and<br />

vehicle.<br />

Since four years is the unique in Germany EVENT ARENA spectacular highlight for driver and<br />

spectators alike. On natural grandstands stand the fans at artificially created jump hill, with<br />

subsequent drift bend and driving through water. That must have experienced, if crushed stones<br />

crackle in the fender of the rally car and the top pilots are flying towards the corners, as late as<br />

possible to get on the brake and their rally cars in spectacular drift angle around the bends. The<br />

next moment, they disappear again with gabble in the woods.<br />

For the rally and press center with service area, information point, Parc fermé and Festival Hall this<br />

year the Tagesanlagen Reichwalde are available. The scrutineering of the cars will take in the<br />

equipment home of the Auxiliary fire brigade Boxberg/OL..<br />

At this point we would like to thank you in advance from the local authority Boxberg /OL.<br />

and especially with our Lord Mayor Roland Trunsch, local councils and mayor for their<br />

generous assistance in the preparation of our event.<br />

Our firefighters are the first since ADMV-<strong>Lausitz</strong>-<strong>Rallye</strong> a reliable partner. Even now - Thank you.<br />

3.1 Short History of the ADMV-<strong>Lausitz</strong>-Rally<br />

With the alignment of the first <strong>Lausitz</strong>-Rally on 11.11.2000 - a 100% gravel rally - in the area around<br />

Boxberg/OL. began a new era of motor sport in the <strong>Lausitz</strong>.<br />

What initially started with a small 200-rally (a maximum of 35 SS-km), took over the following years a rapid<br />

development. Already the 4th <strong>Lausitz</strong> Rally was a "2 in 1 event" - an National A and a rally 200.<br />

In recognition of our ongoing work with the organization and not least because of the excellent conditions on<br />

Germany's best gravel tracks in 2004, we received the bid for the finals of the German Rally Championship.<br />

Together with sports fans from the Czech Republic in 2007 was the "<strong>Lausitz</strong> Cup" was launched, in which, since<br />

2008 a Rally-<strong>Club</strong> from Myslakowice - the Polish partner town of Boxberg/OL. involved.<br />

The German Rally Series (DRS) organized under 12.ADMV-<strong>Lausitz</strong>-<strong>Rallye</strong> from one of seven races held in<br />

Germany.<br />

Alone by these two series, we expect a sharp rise in attendance, especially from the Czech Republic, Poland and the<br />

Benelux countries.<br />

5 The host region (Internet source)<br />

5.1 Municipality Boxberg/ OL.<br />

Boxberg/OL. was first documented mention in 1366 and is divided into 18 districts. 5300 people<br />

live on about 217 square kilometers and thus form the largest municipality of the Free State of<br />

Saxony. The municipality offers in Boxberg confined space a maximum of diversity scenic,<br />

architectural, technical and human.<br />

Despite decades of lignite mining in the municipality is still one of the most forested areas in<br />

Germany. The unique landscape of the heath of the Spree river floodplains and the black Schöps,<br />

many pond areas, but also industrial sites, such as coal mines and power plants radiate a special<br />

charm, which can be difficult to close. Deep pine forests, where one can again observe wild wolves,<br />

which have established themselves in the last few years and idyllic meadows, streams, rivers and<br />

lakes invite any visitor to relax.<br />

In the north-west of 217 km ² large municipality you can find the largest lake in<br />

Saxony. The lake “Bärwalder See” with an area of 13 km² is increasingly<br />

developing as sailing and surfing paradise. The athlete's, visitors and guests<br />

appreciate the good conditions and infrastructure in and around the "Landscape park<br />

Bärwalder See". This includes the 21,1 km long paved trail around the lake without a<br />

doubt with a connection to the neighboring places Boxberg / OL., Klitten and Uhyst well as the harbor<br />

at the Quibbler shore or boat docks in Boxberg / OL. and in Uhyst.<br />

For all swimmers are at the three sites Boxberg/OL., Uhyst and Klitten and created beautiful sandy<br />

beaches, while in Boxberg/OL. located next to the textile beach, a swimming area for nudists. Beside<br />

the lake has Boxberg/OL. more highlights, including the largest human ear model made of sand<br />

masses, with a trail of approximately 1,000 m and a beautiful view over the lake Bärwalder See. In the<br />

ear itself is an amphitheater with 270 seats, where many cultural events take place during the summer<br />

months.<br />

During a tour operated by Vattenfall Europe Mining AG lignite power plant Boxberg,<br />

you can marvel at the creation of modern technology and the enormous dimensions<br />

of those. The base-load power plant operations working with 3520 megawatts<br />

originally as went to the start. As early as 1968 was the foundation, put into<br />

Germany's largest lignite-fired power plant for well into the 90's. The two 500 -<br />

megawatt blocks (Plant III) in the period 1992 to 1995 were retrofitted for an indefinite continued<br />

plants (Plant I and II) were gradually closed down and dismantled. As a substitute was a 900megawatt-single-block<br />

Sprey, and the castles in Uhyst and Bärwalde, and the manor of Kringelsdorf, Mönau and<br />

Reichwalde. In the district Uhyst families can visit the reptiles House and the Safari Wildlife Park gape.<br />

In the district Nochten invites - unique in Europe-the <strong>Lausitz</strong>er Findlingspark all nature lovers to linger.<br />

The Spree bike path, Hermannsdorfer bike path and Wolf bike path offers an easy reach of<br />

destinations.<br />

5.4 Attractions around Boxberg/OL.<br />

Bärwalder See<br />

With a water area of 13.6 km ² the Bärwalder See the biggest lake in the Free State of<br />

Saxony. Originated from a opencast mine, it offers a unique combination for every<br />

tourist. With the harbor and the boat docks in Klitten Boxberg/OL. and Uhyst was<br />

created are very good conditions for water sports enthusiast , be it for sailors,<br />

windsurfers and kite-surfers. The crystal clear waters, invites on the beaches of<br />

Boxberg/OL., Uhyst and Klitten you to swim. The 21.1 km long paved path around the<br />

lake, creates excellent conditions for skaters and cyclists. A special view over the lake<br />

and offers the ear from the Polish artist Jaroslaw Kozakiewicz, created from sand<br />

Reinert- Ranch<br />

The Reinert Ranch in Trebendorf is an idyllic location. Visitors can expect a variety of<br />

offerings, from Western riding, quad tours and wagon rides. For families who want to<br />

spend their holidays here, are available apartments and a special adventure- Canadian<br />

log cabins. The Reinert Ranch has the label "Upper Lusatia by bike," and so it lends<br />

itself to the visitor to take a guided bike tour through the area.<br />

Sorbian cultural centre Schleife<br />

The Sorbian culture presents its visitors an insight into the peculiarities and uniqueness<br />

of the Sorbian culture loop. Upon request, tour groups become welcomed with bread<br />

and salt in a lecture and learn interesting facts about the history of Sorbian, their<br />

language, their customs and their costume. The extensive collection of dolls you can<br />

appreciate, like the famous Sorbian Easter eggs. Also await visitors, many other<br />

traditional surprises.<br />

Glass museum Weißwasser<br />

The Glass Museum Weißwasser is the only one of its kind in Saxony and beyond in the<br />

Federal States of Germany. It is in the villa of the family business Gelsdorf. William<br />

Gelsdorf was the first to have been Weißwasser in 1877 successfully operated a<br />

glassworks.<br />

Tower at the “Heavy Mountain” Weißwasser<br />

Directly on the Herrmannsdorfer bike path is to procure mining visitor in the<br />

communications and Weißwasser Conservation Centre (KNW) an overview of mining<br />

and conservation, as well as visit various art exhibitions. The KNW has two floors of<br />

Forest Train Bad Muskau<br />

The beginnings of the forest railway Muskau goes back to the year 1895, when the<br />

development of rich forest and mineral resources of the Muskauer folds arc and<br />

connecting the end of the 19th Century created lignite mines, brickworks, sawmills, paper<br />

mills and glass factories in the area between Muskau and white water, the former owner<br />

of the professional Muskau, Earl Hermann von Arnim, a horse-drawn railway was built<br />

with 600 mm gauge. The district administration decided in 1991 Weißwasser, the forest<br />

railway with the help of subsidies and job creation programs as a tourist attraction to<br />

rebuild. By 1992 the line went to the park municipality Kromlau, first with diesel<br />

locomotives from disused factory converted for passenger cars and open freight cars in<br />

Graf Eglofstein. This had also provided the park with a large collection of azaleas and<br />

rhododendron cultivars. Today is the Kromlau Park with its unique arched bridge over<br />

the Rakotzsee the largest free-rhododendron park Germany.<br />

Konrad Zuse computer museum<br />

The young Konrad Zuse passed his baccalaureate in Hoyerswerda and here his interest<br />

in art was awakened, which determined his future career. The Computer Museum is not<br />

only a museum per se, but it also provides an after school learning center for computer<br />

science and mathematics education of students.<br />

What to do you a lot in Bautzen. Bautzen is renowned mainly for its old town with its<br />

many towers. Bautzen is the center of <strong>Oberlausitz</strong>. The uniqueness of the city comes<br />

from the diversity of its attractions - one as a historical monument area preserved and<br />

advanced in the rehabilitation center, interesting German and Sorbian cultural life, a<br />

varied touristic region. The Spree city is developing into a modern and attractive<br />

services, business and residential location.<br />

Görlitz- the city on the Neiße<br />

The historic old town of Görlitz is the tourist magnet of the city. In addition to hundreds of<br />

listed buildings, are all sorts of legends have sprung up around the old town Görlitz. 3500<br />

listed buildings from the late Gothic, Renaissance, Baroque, founder and art nouveau<br />

influence the Görlitz town.<br />

5.5 Economic importance of ADMV-<strong>Lausitz</strong>-Rally<br />

The ADMV-<strong>Lausitz</strong>-Rally is the ultimate motorsport highlight at <strong>Lausitz</strong> and since 2000an integral part of<br />

the sports and event calendar in Germany.<br />

Expected to be approximately 100 rally teams, including the top riders from across Europe. With their<br />

entire entourage are about 1,500 people in Boxberg/ OL., Weißwasser and the surrounding area to stop<br />

to Spremberg, Cottbus and Hoyerswerda, Niesky, Bautzen and Gorlitz. Many of them come a few days<br />

before the start of the competition and stay until Sunday. Not to be forgotten are the approximately 600<br />

volunteers from all parts of the Federal Republic, which ensure a smooth process. There will be<br />

accredited over 100 media representatives from newspapers, radio and television, to report in the<br />

German and foreign media here. Thousands of spectators, the event will follow directly on site and give<br />

the event an inspiring setting.<br />

For the region means that are fully booked during this period almost all hotels, guesthouses and other<br />

accommodation. A fact that also in restaurants, retail stores, petrol stations and garages is reflected.<br />

Likewise, the rally sport provides an ideal basis for tourism marketing and image campaigns to make<br />

investors aware of the location and conditions of an entire region.<br />

Many participants and spectators come back as tourists and vacationers in the region, to see the<br />

Lusatian Lake District and other attractions.<br />

9.1 General information<br />

9.2 Opening times<br />

9.3 Entrance<br />

The Entrance to the Service Park of the event is only allowed with affixed service plate. The service<br />

documents and the service plate are included in the competitors dossier.<br />

To use minibikes is happened of the own risk of the teams and it is not insured by the organiser.<br />

The maximal speed in the Service area is 20 km/h.<br />

9.4 Service Spaces<br />

The service spaces in the Service Park are limited. Trailer, caravans and not used vehicles have to be<br />

parked on the trailer parking area. The entry to the Service Park of the event is only allowed with the<br />

competition car with affixed starting number and/or vehicles with affixed plate “Service” on the windscreen.<br />

Please hand over the form “Registration Service” with your entry; otherwise there is no right to reserved<br />

service space. The normal service space is 49 m². Depended on the numbers of teams and available<br />

spaces teams can rent additional spaces, rent per square meter (EUR 5,00). The amount is to pay with the<br />

entry fee. To the administrative checks has to be paid the bond for cleaning of the assigned service place<br />

(EUR 50,00).<br />

Teams can take place on the Service in a current connection claim.<br />

9.5 Environment, cleanness and refuel<br />

The crews are obliged to put a sufficiently large plastic ground sheet (minimum 5 x 2 m) under the<br />

competition car as long as service works are carried out on the car. The ground sheet must be sufficiently<br />

strong, have no damages and be tight, i.e. impervious to oil, fuel, cooling and brake liquids as well as to<br />

battery acid. The service crews must be in possession of oil absorbing materials and have available a<br />

container for used oil and brake fluid at any time during the event. Due to official instructions, competitors are<br />

strongly requested to avoid any pollution of the environment. Any waste, wrapping material, spare parts,<br />

empty oil or colour tins, batteries etc. must be collected and given to a waste disposal by the competitors<br />

themselves. Used oil must be collected and given to a waste disposal by the competitors themselves. The<br />

competitors get 2 waste bags to collect waste, paper and biological waste. These bags must be brought to<br />

place available in the Service Park for this purpose.<br />

Every team hast o hold available a waste bag (minimum 100 liters). These actions will be observed by<br />

marshals.<br />

Refuelling of cars is only permitted in the special refuel areas and on the petrol stations which are named in<br />

the ROAD BOOK. Fuel may only be filled in from authorized canister with adapted filling tube or eligible<br />

hopper.<br />

Any infringement of these regulations, especially impureness will be reported to the Stewards of the Meeting<br />

who may inflict penalties. The bond will be forfeit.<br />

Violations will be punished with a fee of EUR 500,00.<br />

12 Road rules<br />

During the rally, the drivers must note the traffic regulations of the country. Violators will be<br />

reported to the Clerk of the course. For violations of a team against traffic regulations the police<br />

officer or official who has observed the violation has to inform those affected in the same way as<br />

ordinary road users informed. Officially adopted by the police or the affected driver not to stop,<br />

they can ask the organizers set out in the tender to impose penalties, provided that the notice of<br />

the offense before posting the final results in writing on official way received by the organizers, the<br />

data are sufficient to identify the drivers concerned and clearly identify the location and time can<br />

without doubt that the facts permit no other interpretation.<br />

12.1 Driving regulations in Germany<br />

14 Reconnaissance of the special stages<br />

(DMSB-RR Art. 14.1 und 14.2)<br />

14.1 Regulations for registration<br />

Every team is obliged to inform the organiser of the number plate of the car used for reconnaissance<br />

before the beginning of reconnaissance. The organiser supplies the cars with numbers which have<br />

to be fixed on the upper right corner of the wind screen during the whole time of the reconnaissance.<br />

The registration of the cars for the reconnaissance is urgent necessary.<br />

14.2 National regulations, maximum speed on the special stages<br />

During reconnaissance the regulations of the German traffic rules (StVO) as well as the traffic authority,<br />

especially the maximum speed, must be kept strictly.<br />

Please note that during the official reconnaissance the special stages are not are not closed for public<br />

traffic and disturbances building up the special stages may occur.<br />

The maximum speed of 50 km/h must not be exceeded on all special stages during reconnaissance.<br />

The maximum speed in the forest and on private roads is limited to 30 km/h because work will be in<br />

progress there.<br />

The adherence of the maximum speed will be supervised. Any offence against the mentioned<br />

provisions will be punished as follows:<br />

1. First Offence = fine EUR 25,00 (Priority drivers) or EUR 10,00 (other participants) per km/h<br />

breaking speed limit – DMSB RR 2011, Art. 15.2.2.<br />

2. In case of second offence during recconaissance fine is doubled – DMSB RR 2011, Art. 15.2.4<br />

3. In case of third and further offences: No admission to the start. In this case the entry fee will not<br />

be refunded.<br />

14.3 Description of the reconnaissance<br />

The special stages may only be inspected on Thursday, 29.09.2011 between 13:00 and 17:30<br />

hrs and on Friday, 30.09.2011 between 07:00 – 13:00 hrs according schedule. The schedule for<br />

reconnaissance will be published in the Bulletin 1. Out of times for reconnaissance it is strictly<br />

forbidden to entry not public streets which are parts of the special stages with a motor-vehicle.<br />

The presence of drivers and co-drivers on the special stages before the event will be punished<br />

as unauthorised reconnaissance. The realized reconnaissance before 29.09.2011 13:00 hrs<br />

leads to refusal of the entry or leads to non admission to the start.<br />

In this case the entry fee will not be refunded.<br />

The times for reconnaissance according to the timetable are obligatory for all participants. Times of<br />

reconnaissance are obligatory for all participants. Cars for reconnaissance are optional. The cars<br />

must be labelled with numbers for reconnaissance supplied by the organiser.<br />

Reconnaissance with the car used during the event is allowed but only with out starting numbers. If<br />

these are already fixed on the car they have to be covered with a large tape (X-form).<br />

The reconnaissance of every special stage is possible maximum two times (circuit courses: one round +<br />

exit and one round + exit!). Turning and driving on the SS in opposite direction are forbidden. Number of<br />

passages and direction will be observed.<br />

Any offence against the mentioned provisions will be punished (see also Art. 15.2 DMSB RR).<br />

Teams who wishing to participate in the voluntary technical scrutineering, indicate this on the<br />

entry form. Otherwise, participation in the voluntary technical scrutineering can not guaranteed.<br />

Times will be published with the entry confirmation.<br />

15.3 Before the Start<br />

The vehicles can be demonstrated by a representative of the team, except as specified in the event<br />

tender other. At the technical inspection all parts of the clothing including helmets and if the FIA<br />

alloyed head restraint system (for example, HANS system), which are used have to be presented.<br />

The agreement with the Chapter III Appendix L will be reviewed. The candidate must show the<br />

complete certified homologation sheet of the relevant vehicle. The scrutineers must mark the vehicle.<br />

The chassis and the cylinder head can be marked. If is determined at the technical inspection, that a<br />

vehicle is not the technical and / or safety regulations, can the Stewards a period of time grant in its<br />

within the provisions of the vehicle to be amended accordingly or the start refuse.<br />

Each competing car must carry a red reflective warning triangle with them. If the vehicle is stopped on<br />

a special need this triangle of driver or passenger in a conspicuous place at a distance of 50 meters<br />

be installed prior to the competition vehicle to warn following drivers. Each violation can result<br />

in punishment by the stewards.<br />

15.4 During the Rally<br />

Checks of safety equipment, including clothing, as well as the vehicle itself can be used to at all times<br />

after starting of the first Stage of the rally will be conducted. The<br />

candidate is responsible for the technical compliance of their vehicles during the event. The candidate<br />

is responsible for that the attached markers (see article 23.1.4 and 56) will remain until the end of the<br />

rally. The absence of a marking goes in a report to the Stewards. The candidate is also responsible<br />

for ensuring that each affected part of a review is installed correctly again. Any detected forgery, in<br />

particular the presentation of a marking as originally, but is repaired, goes in a report to the Stewards.<br />

15.5 Final Checks<br />

After the target formalities, the vehicles in a Parc Ferme will be spent and remain there until it this is<br />

opened on the instructions of the stewards.<br />

A complete and thorough investigation of a vehicle, including its decomposition, may at the sole<br />

discretion of the Stewards, be led to the Stewards due to a protest rally or by recommendation of the<br />

Head.<br />

The applicant must the certified homologation sheet and other necessary certificates of the relevant<br />

vehicle for final acceptance ready keep.<br />

Teams who are requested to final scrutineering have to follow the engaged marshals and the escort<br />

vehicle immediately, also if one or more time controls (TC’s) can not be reached. A responsible<br />

person of the organizer shall at the entrance to scrutineering the in compliance with the registration<br />

confirmation individually prescribed time at a time control supervise.<br />

17.1 General<br />

A Shakedown (without time-keeping) will take place on 29.09.2011 between 16:00 and 19:00 hrs.<br />

Announcements for Shakedown have to be done until closing date for entries on the form Registration<br />

for Shakedown. If there are less than 10 teams the Shakedown will not take place.<br />

The distance from Service Park to the Shakedown is ca. 0,5 km.<br />

17.2 Procedure of the Shakedown<br />

The Shakedown must be set un and organized like a regular special stage, including all necessary<br />

security measures.<br />

The shakedown can take place on a Super Special Stage, or on part of a special stage of the rally.<br />

17.3 Waiver<br />

Each person on board the vehicle during the shakedown, which is not called for the rally in<br />

question must sign a waiver that is made available by the organizers.<br />

17.4 Scrutineering<br />

The organizer must ensure that only vehicles participating in the shakedown, which have passed<br />

scrutineering without any complaints (Article 21).<br />

17.5 Breakdown during the shakedown<br />

In the event of failure on Shakedown, applicants must still attend the show start.<br />
