How to apply for a Hackney Carriage<br />

And Private Hire Drivers Licence.<br />

The Council has a statutory duty to ensure that applicants are ‘fit and proper’.<br />

Applicant Requirements<br />

1. Have reached the age of 21 years.<br />

2. Be conversant in the English Language.<br />

3. Hold a valid driving licence (UK Group B entitlement for more than 12 months<br />

or the same EEA entitlement, registered with the DVLA) that must be<br />

registered at your current address.<br />

4. Applicants from outside the European Economic Area will be required to prove<br />

they have authority to work in the UK. i.e. UK visa or Application Registration<br />

Card issued by the Home Office.<br />

Part A - Preliminary Application and Initial Assessment.<br />

The application form must be completed in full and signed. Care must be taken to<br />

include ALL convictions and endorsements and cautions as required in the<br />

appropriate section. (N.B. this includes spent convictions).<br />

CHEQUE OR POSTAL ORDER ONLY<br />

Payable to: BOURNEMOUTH BOROUGH COUNCIL.<br />

Please note we are unable to accept cash.<br />

Proof of Identification to accompany application<br />

Driving Licence (including Counterpart if Photocard).<br />

Current Passport or Birth Certificate (UK) issued within 12 months of date of birth.<br />

And any Two of the following:<br />

Utility Bill – Gas, Water, Electricity or Telephone.<br />

Bank/Building Society Statement<br />

Credit Card Statement<br />

Addressed Payslip<br />

Benefit statement<br />

Store Card Statement<br />

Council tax Bill<br />

Benefit Statement<br />

NHS card<br />

You are required to successfully complete ‘A Skills for Life Assessment’. You will be<br />

advised in writing as to when you should attend the assessment session.<br />

Skills For Life<br />

The Skills for Life Assessments establishes your current literacy skills, for which you<br />

are required to answer a series of questions.<br />

Persons undertaking the assessments are allocated a three hour slot in which to<br />

complete them, although some people may take less than 3 hours. The assessments<br />

are generally computer-based, but paper versions are available on request. Adult<br />

Learning will provide you with feedback during the session.<br />

If your assessment indicates you are able to meet the level 2 standard you can<br />

proceed to Part B of the application, although you are still required to pass the<br />

National Test Level 2 in literacy.<br />

Adult Learning will offer guidance to you if your assessment results indicate that you<br />

are unlikely, at this stage to be able to take and pass a level 2 National Test in the<br />

near future. In such circumstances, you will be signposted to a suitable adult learning<br />

literacy course, for support to improve your skills sufficiently to pass a level 2<br />

National Test. Some courses that are recommended may not be free.<br />

Following successful completion of Part A you can then proceed to Part B.<br />

Part B – Licence Application.<br />

Licence Application Fee £ 103.00<br />

1. Complete a Criminal Records Bureau Check (CRB).<br />

If you have lived in the United Kingdom for less than 5 years, we will require a<br />

‘Certificate of Good Conduct’ from the appropriate Embassy (It should be<br />

accompanied by a translation into English if necessary).<br />

2. Pass a Medical Examination to Group 2 entitlement, known as a Vocational<br />

Licence. To be completed by your own GP or at GP at the practice with access<br />

to your medical records. Payment is made direct to the GP.<br />

3. Complete a DVLA form.<br />

4. Pass the ‘Local Knowledge Test’ The pass mark is 70% for Private Hire and 85% for<br />

Hackney Carriage for each section. If you fail the test you are allowed to resit on<br />

payment of £40 fee.<br />

5. A Driver Competency Assessment. This is a practical test on your current<br />

driving ability. Payment is made direct to the instructor.<br />

If Part B is not completed within 6 months you will be required to re-apply.<br />

On successful completion of the Part B you will then be issued with the appropriate<br />

licence for 12 months.<br />

Part C – BTEC/NVQ Qualification<br />

All applicants are required to have successfully completed the BTEC/NVQ qualification<br />

in Transporting Passengers by Taxi and Private Hire within 12 months of successfully<br />

completing Part B.<br />

You must register with an approved assessor within 3 months of receiving your<br />

licence.<br />

The purpose of the BTEC/NVQ is to provide those involved with the public carriage<br />

trade with the knowledge, skills and understanding required for effective passenger<br />

transport.<br />

Many drivers carry out contract work for the Passenger Transport Unit (Education and Social<br />

Services). In the past separate Police checks have been carried out. You are asked to<br />

approve the sharing of the CRB check with the PTU, in order to minimise costs to yourself.<br />

Please note, there are different criteria in place for Licensing and PTU work. Therefore,<br />

the fact that Licensing Section grants a licence does not mean you will be automatically be<br />

granted approval for PTU contracts<br />
