y Theodora Kerry ANOTHER AMAZING MONTH of resistance to the aerial spraying of our communities with untested pesticides has passed, one which the California Department of Food and Agriculture (CDFA) is not likely to forget. Not only have our numbers grown exponentially as Bay Area citizens learn that they too will be sprayed starting August 1, but five bills and 2 resolutions have been introduced in the state legislature to rein in the power of the CDFA to initiate these toxic assaults on our citizenry. The cities of Santa Cruz, Berkeley, and the Oakland City Council Public Safety Committee have joined the cities of Monterey, Seaside, Pacific Grove, Albany, and Santa Cruz County in officially opposing the aerial spraying, and Berkeley is researching filing a lawsuit against the CDFA. HOPE’s (www.1hope.org) lawsuit begins March 7 (that is if the CDFA will release the evidence that HOPE filed for last September), and the Santa Cruz City/County lawsuit begins in April. Both these suits challenge the failure of the CDFA to complete both an Environmental Impact Report (EIR) and a California Environmental Quality Analysis (CEQA) as required by law before starting to spray. Clearly our efforts are paying off, but since the CDFA still plans to spray the Monterey/Santa Cruz areas beginning June 1, more needs to be done. Ground Spraying to Begin in March Ground treatments are scheduled in March for both Santa Cruz and Monterey counties. They include spraying with Btk (Bacillus thuringiensis kurstaki), a naturally occurring bacteria, and spinosad, an extract from naturally occurring bacteria, along with the ground application of a pheromone/permethrin mix to attract and then kill the male moth. The EPA classifies permethrin as a likely carcinogen because it causes lung and liver tumors in mice as well as chromosome aberrations in human cells. It is also very toxic to our children, pets, honeybees, and other beneficial insects. Residents are encouraged to express their concerns/opposition to CDFA employees who trespass onto their property to apply these toxins. Put up signs, organize your neighborhood, and be present if you can. March 20 Deadline for Public Comments on EIR The CDFA has already held public meetings in Santa Cruz and Monterey counties to receive comments for the Environmental Impact Report they are belatedly preparing, though more are planned in the Bay Area (details at www.cdfa.ca.gov). Their EIR report must answer all our questions, so please send yours to: Jim Rains, California Department of Food and Agriculture Plant Health and Pest Prevention Services, 1220 N St., Room A-316, Sacramento, CA 95814 before the March 20 deadline. CASS requests that you send copies of your comments to EIR@lbamspray.com so they can be sure that the CDFA’s EIR report addresses all of our concerns. New Bills and Resolutions Introduced in the State Legislature SCR 87 (Migden) asks the CDFA to impose a moratorium on aerial spraying till they can prove Germany admits to Clandestine Chemtrails Operations FOR ALL THOSE activists who have been investigating and reporting on clandestine government operations around the world to manipulate our weather patterns, this news from Germany is groundbreaking. The TV news report states that “the military planes of the German Federal Army are manipulating our climate; this is what the weather researchers are presuming and their suspicions are confirmed. “We can state with a 97% certainty that we have on our hands chemical trails (chemtrails) comprised by fine dust containing polymers and metals, used to disrupt radar signals.” “This is their main purpose, but I was surprised that this artificial cloud was so wide-spread. The radar images are stunning considering the needed tons of dispersed elements—although, the federal army claims that only small amounts of material were propagated. The military heads claim that the substances used are not harmful.” “In the United States of America there are protest after protest for many years now, against these military operations and now people are mobilizing in Germany as well. Per example JOHANNES REMMEL of the Greens. “It’s obvious that enormous regions are being polluted with clandestine actions, but all of this has to be made public. The government must provide Healthy Planet Stop the Spray March Update explanations to the unsuspecting population.” This is a very significant development in the battle to find out why our governments are spraying chemicals into our atmosphere, however it is only the tip of the iceberg. As far as researchers have been able to conclude, chemical spraying by our governments have been in full operation since mid-to-late 1990’s (possibly earlier). Right now we can only speculate as to what type of chemicals are used in these operations, however one thing is certain, if we saw a car driving down the road, spewing out a plume of smoke the way these planes are doing we would be very concerned. Considering that half the species in the world could be wiped out due to global warming, the least we could do is to demand that our governments explain what it is that they are spraying us with, especially if military heads are claiming “that the substances used are not harmful”. As we know, when the militaries of the world say we have nothing to be concerned about, then we have everything to be concerned about. Keep in mind that chemtrails have been categorized as an “exotic weapons systems” by the 107th CON- GRESS of the United States in House Bill H. R. 2977. AB 2892 (Swanson) requires consent of 2/3 of the voters in an urban area before spraying can begin. AB 2760 (Leno) requires an EIR report to be completed before LBAM spraying can begin. AB 2763 (Laird) specifies procedures that the CDFA must follow in planning for the eradication of invasive species. AB 2764 (Hancock) requires the Governor to declare a state of emergency before the CDFA can begin spraying in urban areas. AB2765 (Huffman) sets new limits on the emergency powers of the CDFA. Draft ACR (Laird) states it’s up to the Government, not the residents, to prove the safety and necessity of its actions, and that the unresolved health, scientific, and efficacy issues concerning the 2007 eradication effort need to be addressed. Exxon Mobil is locked in a dispute over the nationalization of its oil ventures in Venezuela that has led President Hugo Chavez to threaten to cut off all Venezuelan oil supplies to the USA. Venezuela is the United States’ fourth largest oil supplier. This announcement by state-run Petroleos de Venezuela SA, or PDVSA, was limited to Exxon Mobil, which PDVSA accused of “judicial-economic harassment” for its efforts in USA and European courts. PDVSA said it “has paralyzed sales of crude to Exxon Mobil” and suspended commercial relations with the Irving, Texas-based company. “The legal actions carried out by the USA transnational are unnecessary ... and hostile,” PDVSAsaid in the statement. It said it will honor any existing contracts it has with Exxon Mobil for joint investments abroad, but reserved the right to terminate them if permitted by the terms of the contracts. It was unclear how much oil PDVSA supplies to Exxon Mobil, the world’s biggest publicly traded oil company. Both Chavez and Oil Minister Rafael Ramirez previously said the company is no longer welcome to do business in Venezuela. Venezuela’s decision leaves up in the air the situation of a refinery in Chalmette, La. — a joint venture supplied Healthy Planet Venezuela Halts Oil Sales to Exxon Mobil by Venezuelan oil in which PDVSA and Exxon Mobil are equal partners. Exxon Mobil spokeswoman Margaret Ross declined to comment on the move by Venezuela but added that “it is our longstanding practice to take appropriate steps to meet our customers’ needs.” Exxon Mobil is challenging the Chavez government’s nationalization of one of four heavy oil projects in the Orinoco River basin, one of the world’s richest oil deposits. A British court issued an injunction last month temporarily freezing up to $12 billion of PDVSA’s assets. Exxon Mobil also has secured an “order of attachment” from U.S. District Court in Manhattan on about $300 million in cash held by PDVSA. A hearing to confirm the order is scheduled for Wednesday. Other oil companies including Chevron Corp., France’s Total, Britain’s BP PLC and Norway’s StatoilHydro ASA have negotiated deals with Venezuela to continue as minority partners in the nationalized projects. ConocoPhillips and Exxon Mobil balked at the government’s tougher terms and have been in compensation talks with PDVSA. Earlier Tuesday at an energy conference in Houston, Exxon Mobil senior vice president Mark Albers declined comment on any court proceedings with Venezuela, though he said the company is eager to negotiate fair compensation for its assets. Exxon Mobil is taking the dispute to international arbitration, to which Venezuela has agreed. Its legal actions essentially seek to corral Venezuelan assets ahead of any decision by the arbitration panel. Page 20 ▲ The Connection Magazine ▲ www.theConnect.com ▲ March — April 2, 2008 Venezuela’s announcement came after Ramirez, the oil minister and PDVSA president, reiterated in a newspaper interview Tuesday that Venezuela is ready to cut off oil supplies to the USA if pressed into an “economic war.” “If they want this conflict to escalate, it’s going to escalate. We have a way to make this conflict escalate,” Ramirez was quoted as saying. The White House declined to comment on Venezuela’s threat. “When there’s a litigation that’s ongoing, different parties will say anything to try to win over on an argument,” said White House press secretary Dana Perino. Meanwhile, Venezuelan state television has begun airing short anti-Exxon segments, with a message appearing on the screen in red text reading: “Exxon Mobil turns oil into blood.” The U.S. remains the No. 1 buyer of Venezuelan oil, and Chavez relies largely on U.S. oil money to stimulate his economy and bankroll social programs that have traditionally boosted his popularity. Some analysts say it would make little sense for Chavez to follow through on his broader threats to cut off oil sales to the USA because Venezuela owns refineries in the United States that are customized to handle the South American country’s heavy crude. WAR PROBLEMS Problem: Surge Failure In January 2007, President Bush announced a plan to send a 20,000troop “surge” to Iraq to quell the violence and provide military cover while the Iraqi government took over the ruling of its own nation. The U.S. military was able to staunch much of the violence in the country - though at the price of 896 American troops killed in 2007 - but the Iraqi government remains in chaos. The Iraq Inspector General calls government corruption “the second insurgency,” Parliament rarely is able to get a quorum together to conduct business, and even the Iraqi Minister of Defense says the government will be unable to take over its own security until at least 2012. [Chicago Tribune] [The Guardian] Problem: Iraq Reconstruction in Shambles Despite spending $488 billion (so far) on the Iraq war, many of the U.S.led reconstruction projects in Iraq, fraught with corruption, security problems, and inept contractors, “have been abandoned, delayed or poorly constructed.” Hospitals, prisons, and police training centers were all abandoned, while the guard-house for the U.S. Embassy became such a toxic fire hazard, they had to evacuate everyone who tried to move in. [Boston Globe] [National Priorities Project] Problem: The Taliban’s Resurgence Today, Al Qaeda along the Pakistan/Afghanistan border is back to pre-9/11 strength. The Taliban increased the number of roadside and suicide bomb attacks in 2007 to the highest level since the war in Afghanistan began. The two groups are flush with money from the Afghanistan opium trade, which “grew by 17 percent in 2007, reaching record levels for the second straight year.” [Mic Check] [USA Today] Problem:Afghan Women Still Live in Fear Despite a new constitution that enshrines women’s rights, insufficient resources devoted to the war in Afghanistan mean “the state cannot protect women and ensure that they can go about their work safely.” In some regions controlled by the resurgent Taliban, they “have restricted possible employment, education and health care opportunities for women, often resorting to violence to enforce their edicts.” [Quazen] Problem: Refusing Iraqi Refugees The number of Iraqis fleeing their homes quadrupled over 2007, bringing the totals to “2.3 million internally displaced persons within Iraq, and over 2.3 million Iraqis who have fled the country.” The United States took in only 7,000. In 2006, he pledged to fight the creation of “human-animal hybrids,” sparking visions of fearsome ManBeasts terrorizing the nation. As of today, we’ve spotted no half-man/halfanimal creatures.
