3) Unlike U.S. Supreme Court, the <strong>Minnesota</strong><br />

Supreme Court must consider all appeals brought<br />

to it. To expedita the process there is a<br />

pre-appeal conference in civil cases during<br />

which a justice and the parties sit down and<br />

discuss the appealable issues.<br />

4) There are also four court commissioners who<br />

pre-screen cases and suggests whether the case<br />

should be heard by 3, 5, or all 9 judges.<br />

The commissioners also make recommendations<br />

that some cases'by'dispersed of by per curiam<br />

II. Criminal Cases - State Court<br />

A. Traffic and Ordinance Violations Bureaus<br />

1) Handles traffic tickets and minor ordinance<br />

violations. 11 one pays the fine, he/she<br />

pleads guilty and pays the penalty at the<br />

same time.<br />

21 Failure to pay fine transfers jurisdiction<br />

to the Municipal Cow t in Hennepin or Ramsey<br />

County or to the Craunty Court in the other<br />

85 districts.<br />

B. Municipal Court - Hennepin and Ramsey County<br />

County Courts - Rural <strong>Minnesota</strong><br />

1) Jurisdiction over misdemeanors (violation of<br />

statutes or ordinances punishable by penalties<br />

not exceeding 90 days in jail and/or a $300<br />

fine) committed within that county's borders.<br />

2) Jurisdiction to hear violation of ordinances<br />

or statutes of the city in which the court is<br />

located.<br />

3) 'Jurisdiction to conduct preliminary hearings<br />

for violation of any btate criminal statute.
