Makana Tourism is informing the community on what the region has to offer, which will allow citizens to actively play an important part in building local tourism. Some of the events are a tour of the Great Fish River Nature Reserve (GFRNR) on Saturday, 12 September, a Heritage and History Tour of Grahamstown East scheduled for 24 September and a ghost walk on 30 September. These and others tours are subject to change and are focused on the wildlife, vegetation and conservation aspects in the area. The Chairman of the GFRNR, Mike Bandy said that the aim of these events is to make Grahamstown more visible to its people by providing more interesting information about the city and its environs. Tourism Month educates people as to the importance of tourism for the local economy. Through travelling, people contribute to the tourism industry and its competitiveness as well as local economic growth and job creation. In Grahamstown about 800 people are employed in the tourism sector. Makana Municipality MUNICIPAL NOTICE WATER RESTRICTIONS FOR MAKANA MUNICIPALITY The Makana Municipality’s Ordinary Council sitting held on 9 September 2009 resolved to impose water restriction in the Municipal area. This is in line with the Supreme Court Order of the 29 January 1980, National Water Act (Act 36 of 1980), Chapter 4 numbers 26(1) (a), (g); 29(1) (i) and Chapter 5(37)92), 39(3) and Makana Municipality Water Supply and Sanitation Services By-Laws. Background: Grahamstown draws water from Settlers Dam as well as do the properties riparian to the catchment system. When the volume of raw water stored in the system (comprising the Jamieson, Milner, Howisonspoort and Settlers Dams is less than 40% the total consumption of Makana Municipality for the previous twelve months, the Council has to impose Water Restrictions of prohibiting the use of garden hoses and the washing of cars with water from the Municipal supply. In addition, certain properties riparian to the catchment system will be restricted on the volumes of water that they may extract. It must also be noted that the complimenting of water from the James Kleinhans works is also limited due to the capacity of the works and the raw water supply in that system. Restricted Activities: • Use of garden hoses and irrigation systems • Application for special permission to water sport fi elds and registered nurseries may use handheld hosepipe to water daily between 07h00 and 09h00 and 15h00 to 17h00. • Washing of cars with water from the Municipal Supply System Any person who contravenes the resolution shall be guilty of an offence and, in addition to the person by whose act such contravention is actually committed, the owner of the property to which the water is supplied or, if such property is occupied by a person other than the owners the occupier thereof shall be presumed also to have committed such contravention unless it is proved to the satisfaction of the court that he/she has taken all reasonable steps to prevent such a contravention by any other person. Penalty for contravention of restrictions: A R200.00 fi ne per offence will be charged for people contravening the restrictions. Conclusion: • The restrictions come to effect on 14 September 2009 to allow maximum publicity of the Council Resolution. • The Chief fi nancial Offi cer and the Technical and Infrastructure Services Director have been delegated authority to review the restrictions based on raw water supply in the Municipal systems and until the restrictions are removed subject to monthly reports being submitted to Council. 18 Mini Motoring GMSA hits the jackpot General Motors SA recorded a market share of 13.37% for the month of July made up of 1 693 passenger vehicles, 2 290 light commercial vehicles and 126 trucks. The Opel Corsa Utility continues its remarkable run as the best selling sub-one tonner in the South African market with 1 375 units recorded. July was GMSA’s second best month this year, with 4 109 units sold resulting in a share achievement of 13.4%. Volkswagen in no 1 spot During July a total of 22 058 new passenger cars were sold in South Africa. Total new passenger car sales in July, increased by 3.5% when compared to June 2009, but were 25.1% down on July 2008. The January to July new passenger car sales were 28.8% down compared to the same period in 2008. Volkswagen of South Africa total passenger car sales of 5 010 units secured a 22.7% market share and consolidated its number one position in the passenger car market in another tough month of trading. The Polo range with sales of 1 733 units and the ever popular Citi Golf range with sales of 1 630 occupied the number one and two positions on the individual brand sales podium. Renault SA: driving Europcar Renault South Africa has supplied Europcar South Africa (previously Imperial Car Rental) with 45 vehicles which have been branded in the company’s distinctive green livery. Renault South Africa has concluded a deal with Europcar in which 45 vehicles – 25 Sandero and 20 Mégane Shake it hatchback models – were delivered for use by the car rental’s employees countrywide. Imperial Car Rental was established 1979 and while their relationship with Europcar spans 25 years, they officially rebranded themselves as the global powerhouse in June this year. Branded in the car rental company’s distinctive green, the Europcar vehicles, in association with Renault, have been cruising our national roads for some time now. BSM and Fiat in landmark deal BSM and Italian manufacturing giant Fiat recently announced their partnership which will see Fiat as the new fleet provider for the British School of Motoring, the UK’s most popular driving school. Fiat will provide the BSM with 14 000 cars over the next four years, most of them the award-winning Fiat 500 – the Car of the Year 2008 – along with the popular Grande Punto model. Used cars sales have increased this year. The local Volkswagen (VW) branch has also seen a 10%- 15% downturn this year. The Polo is still the vehicle of choice and there has been an increase in the number of customers trading in their SUVs and double cabs for a second hand vehicle, Polos in particular. This follows hot on the heels of a memorandum issued to traffic officers last month, a copy of which Grocott’s <strong>Mail</strong> is in possession of. “Traffic officers will with immediate effect consult with his/her senior and get the go ahead/authority before arresting an alleged accused,” it reads. Makana spokesperson Thandy Matebese would not be drawn into discussing the issue as he said that the memorandum was meant for internal use only. “We don’t comment on leaked information because by so doing we would be setting a bad precedent,” he said. Rhodes University-based criminal law expert, Advocate Les Roberts says that the memorandum does not break any law and is meant to protect people’s rights so that they do not get arrested for final offences.
