Upgrading city’s general plan; planning for next 20 years<br />

The Council recently undertook<br />

study <strong>of</strong> <strong>the</strong> first <strong>of</strong> <strong>the</strong><br />

three Task Force and Planning<br />

Commission’s recommendations<br />

concerning <strong>the</strong> upgrading<br />

<strong>of</strong> <strong>the</strong> city’s General Plan, and<br />

devising a “plan” for <strong>the</strong> next 20<br />

years.<br />

The first subject is related to<br />

<strong>the</strong> mandated affordable housing<br />

in <strong>the</strong> city with a secondary<br />

issue <strong>of</strong> achieving and completing<br />

<strong>the</strong> Housing Element to be<br />

incorporated into <strong>the</strong> General<br />

Plan. The state has mandated<br />

that <strong>Temple</strong> <strong>City</strong> provide zoning<br />

for an additional 978 housing<br />

units within <strong>the</strong> city. The<br />

mandate doesn’t say that <strong>the</strong><br />

978 units must be built, but<br />

does say that <strong>the</strong> zoning for<br />

<strong>the</strong>m must be provided not<br />

later than 2014 in such manner<br />

as to permit <strong>the</strong> development<br />

with no administrative hurdles.<br />

Of <strong>the</strong> mandated 978 new<br />

units, almost half <strong>of</strong> <strong>the</strong>m<br />

would have to be “affordable”<br />

– meaning <strong>the</strong>y must be available<br />

to buyers with low income.<br />

“Low” is not well defined, but<br />

as a rule <strong>of</strong> thumb, it amounts<br />

to about $25,000 per year <strong>of</strong><br />

income, for each occupant <strong>of</strong><br />

<strong>the</strong> housing unit – for two,<br />

about $50,000 per year <strong>of</strong> income,<br />

<strong>of</strong> which not more than<br />

30% may be spent on housing<br />

(i.e. about $1,200 per month<br />

for rent or mortgage plus taxes,<br />

utilities, and insurance).<br />

The 978 new housing units<br />

would be pretty close to a ten<br />

percent increase in total hous-<br />

<strong>Temple</strong> <strong>City</strong>’s <strong>City</strong> Hall and Civic Center are<br />

now operating on a four-day work week. <strong>of</strong>fice<br />

hours are Monday through Thursday, from 7:30<br />

a.m. until 6 p.m. and closed Fridays.<br />

until 10 p.m. and on Saturday and Sunday, from<br />

ing units presently in <strong>the</strong> city,<br />

and (if built) would have an<br />

impact on traffic, parking,<br />

sewer capacity, drainage facilities,<br />

schools, city government<br />

and <strong>the</strong> number <strong>of</strong> employees,<br />

as well as many factors <strong>of</strong> city<br />

life. Yet, it must be done unless<br />

<strong>the</strong> law is changed or court action<br />

invalidates <strong>the</strong> state mandate.<br />

The present law provides for<br />

<strong>the</strong> “possibility” <strong>of</strong> draconian<br />

sanctions for failure to meet <strong>the</strong><br />

mandated goals. So far, <strong>the</strong> California<br />

Department <strong>of</strong> Housing<br />

and Community Development<br />

has pressured, but has not yet<br />

actually levied any substantial<br />

fines or penalties.<br />

There are several collateral<br />

issues that were discussed, but<br />

without decision thus far:<br />

(1) Would it be better to concentrate<br />

<strong>the</strong> 978 units (or at<br />

least <strong>the</strong> affordable ones) in one<br />

or two places in town, or disperse<br />

<strong>the</strong>m as much as possible<br />

throughout <strong>the</strong> whole community<br />

(inclusionary zoning) – so<br />

as to lessen <strong>the</strong> breath <strong>of</strong> <strong>the</strong><br />

impact city-wide?<br />

(2) How many stories is <strong>the</strong><br />

city willing to have built (depending<br />

on <strong>the</strong> location) when<br />

as many as six stories might accomplish<br />

<strong>the</strong> goal by itself?<br />

(3) Does <strong>the</strong> city want mixed<br />

use (living quarters over stores<br />

and industrial complexes)<br />

along Rosemead Blvd. and Las<br />

Tunas Drive, or in all commercial<br />

and industrial zones?<br />

(4) Does <strong>the</strong> city want to<br />

subsidize <strong>the</strong> rent for some <strong>of</strong><br />

<strong>the</strong> units?<br />

In <strong>the</strong> coming weeks, <strong>the</strong><br />

Planning Commission’s recommendations<br />

regarding increasing<br />

sale tax revenue in <strong>the</strong> commercial<br />

zones, stopping <strong>the</strong><br />

drain <strong>of</strong> retail businesses, and<br />

increasing <strong>the</strong> sales ambience<br />

will be reviewed by <strong>the</strong> <strong>City</strong><br />

Council.<br />

After that, <strong>the</strong> <strong>City</strong> Council<br />

will review <strong>the</strong> recommendations<br />

relating to new parks and<br />

recreation – including <strong>the</strong> concept<br />

<strong>of</strong> requiring major developers<br />

to donate funds or property<br />

for pocket parks.<br />

Then <strong>the</strong> <strong>City</strong> Council will<br />

make decisions on all three<br />

study areas (housing, commercial,<br />

and parks) with ano<strong>the</strong>r<br />

hearing and adoption <strong>of</strong> <strong>the</strong><br />

necessary resolutions and ordinances.<br />

New <strong>of</strong>fice hours at <strong>City</strong> Hall, Civic Center<br />

The new <strong>of</strong>fice <strong>of</strong> Social Security<br />

has relocated and is now<br />

open for business at 9351<br />

Telstar Ave., El Monte.<br />

The <strong>of</strong>fice is located south <strong>of</strong><br />

<strong>the</strong> Interstate-10 freeway. Exit<br />

south at Rosemead Boulevard<br />

and turn east on Telstar Avenue.<br />

Continue to <strong>the</strong> northwest corner<br />

<strong>of</strong> Telstar and Rio Hondo<br />

Avenue. Public transportation<br />

is available by transferring to<br />

8:30 a.m. until 10 p.m.<br />

The new <strong>of</strong>fice hours for <strong>City</strong> Hall and <strong>the</strong><br />

Civic Center have provided residents additional<br />

time to conduct business before heading <strong>of</strong>f to<br />

work and after arriving home.<br />

The city benefits with an energy cost savings<br />

Community and elected <strong>of</strong>ficials will conduct<br />
