City Hall News
Upgrading city’s general plan; planning for next 20 years
By Charlie Martin
City Manager, Temple City
The Council recently undertook
study of the first of the
three Task Force and Planning
Commission’s recommendations
concerning the upgrading
of the city’s General Plan, and
devising a “plan” for the next 20
years.
The first subject is related to
the mandated affordable housing
in the city with a secondary
issue of achieving and completing
the Housing Element to be
incorporated into the General
Plan. The state has mandated
that Temple City provide zoning
for an additional 978 housing
units within the city. The
mandate doesn’t say that the
978 units must be built, but
does say that the zoning for
them must be provided not
later than 2014 in such manner
as to permit the development
with no administrative hurdles.
Of the mandated 978 new
units, almost half of them
would have to be “affordable”
– meaning they must be available
to buyers with low income.
“Low” is not well defined, but
as a rule of thumb, it amounts
to about $25,000 per year of
income, for each occupant of
the housing unit – for two,
about $50,000 per year of income,
of which not more than
30% may be spent on housing
(i.e. about $1,200 per month
for rent or mortgage plus taxes,
utilities, and insurance).
The 978 new housing units
would be pretty close to a ten
percent increase in total hous-
Temple City’s City Hall and Civic Center are
now operating on a four-day work week. office
hours are Monday through Thursday, from 7:30
a.m. until 6 p.m. and closed Fridays.
Live Oak Park Community Center operating
hours are Monday through Friday, from 8 a.m.
until 10 p.m. and on Saturday and Sunday, from
ing units presently in the city,
and (if built) would have an
impact on traffic, parking,
sewer capacity, drainage facilities,
schools, city government
and the number of employees,
as well as many factors of city
life. Yet, it must be done unless
the law is changed or court action
invalidates the state mandate.
The present law provides for
the “possibility” of draconian
sanctions for failure to meet the
mandated goals. So far, the California
Department of Housing
and Community Development
has pressured, but has not yet
actually levied any substantial
fines or penalties.
There are several collateral
issues that were discussed, but
without decision thus far:
(1) Would it be better to concentrate
the 978 units (or at
least the affordable ones) in one
or two places in town, or disperse
them as much as possible
throughout the whole community
(inclusionary zoning) – so
as to lessen the breath of the
impact city-wide?
(2) How many stories is the
city willing to have built (depending
on the location) when
as many as six stories might accomplish
the goal by itself?
(3) Does the city want mixed
use (living quarters over stores
and industrial complexes)
along Rosemead Blvd. and Las
Tunas Drive, or in all commercial
and industrial zones?
(4) Does the city want to
subsidize the rent for some of
the units?
In the coming weeks, the
Planning Commission’s recommendations
regarding increasing
sale tax revenue in the commercial
zones, stopping the
drain of retail businesses, and
increasing the sales ambience
will be reviewed by the City
Council.
After that, the City Council
will review the recommendations
relating to new parks and
recreation – including the concept
of requiring major developers
to donate funds or property
for pocket parks.
Then the City Council will
make decisions on all three
study areas (housing, commercial,
and parks) with another
hearing and adoption of the
necessary resolutions and ordinances.
New office hours at City Hall, Civic Center
