Effectively, SC 37 is the international counterpart of
INCITS M1 47 within the United States., and its areas of
work map closely to those activities supported by M1.
Biometric standards developed in the United States must
be coordinated with an international forum.
INCITS (International Committee for Information
Technology Standards)—INCITS is the primary U.S. standardization
body in the field of information and communications
technologies. This includes information
storage, processing, transfer, display, management, organization,
and retrieval. INCITS has a number of Technical
Committees (TCs) that lead standards development efforts
in various areas. In fact, there are more than 30 TCs
within INCITS, including several that touch on biometric
standards. The TC that focuses most prominently on the
development of biometric standards is known as M1.
INCITS Technical Committee M1 Biometrics—INCITS
M1 is the U.S. Technical Advisory Group (TAG) to ISO/IEC
JTC 1 SC 37 – Biometrics. M1 was established to ensure
a high priority, focused, and comprehensive approach
in the United States for the rapid development and ap-
