The City Connection
A quarterly publication for the City of Brillion
Hello Brillion !!
My name is Wayne Volkman. I am your new Community
Development Director and Redevelopment Coordinator. I
was officially hired on August 1, 2006 and began working
in the community as of August 9TH. Volume 9, Issue 3 September 2006 to November 2006 Edition
Thank you for giving
me this wonderful opportunity to serve your community in
a very unique professional capacity.
Although my position is considered part-time, you can be
assured that I will be working full time to promote and better the City of Brillion as a whole. I will certainly
be drawing upon my 35 years of planning experience to assist me with the community needs that
have been identified by the Mayor and Common Council, the City Administration and the citizens of the
community. I will also need to focus and carry on with the various programs that Heather Zander was
involved in when she was Community Development Director and Zoning Administrator for Brillion.
Over the years, I have been fortunate to work in both the public and private sectors of planning. My
public planning experience has included work with the Green Bay – Brown County Planning Commission,
the East Central Wisconsin Regional Planning Commission, the Town of Menasha, the City of
Menasha and the City of Thornton, Colorado; which is a northern suburb of the City of Denver. In the
private sector, I have nearly 20 years of experience working with McMahon Associates and Martenson
& Eisele which are located in Neenah and Menasha respectively.
As we move forward in Brillion there are a number of community challenges and opportunities that we
are faced with. Certainly, the Downtown Business District is a very high priority. To maintain a strong
and viable downtown, we need to attract new business to the downtown and fill our vacant store fronts.
The redevelopment of commercial properties and the restoration of business buildings are some of the
tools we must use to improve the downtown. The promotion and marketing of Brillion’s Downtown will
be a vital step in achieving this goal. Likewise, we must be prudent in attracting compatible businesses
that can be located along our U. S. Highway 10 Business Corridor.
Another important facet of strong economic development for the City of Brillion, is to make sure that we
can expand existing industries and attract new industry to the community. New industry should not only
compliment what we already have here; but should also expand on new horizons that are not currently
found in Brillion. One method used to attract new industry to a community is the acquisition of land and
the development of an improved business/industrial park.
To support businesses and industries in the community, we must also pay attention to our residential
development in Brillion. We need to promote the attributes of Brillion and attract more people to live in
the City. The building of new homes on vacant lots and the development of new residential subdivisions
will go a long way to achieving this goal. Likewise, we need a variety of housing in terms of
choices and prices to attract new residents.
In summary, you can see that we have some very important projects that need to be accomplished to
move Brillion forward in the immediate future, as well as long – range (next 10 to 20 years). It will take
a cooperative team effort as well as a public - private partnership to achieve these community projects
and goals.
Any thoughts and ideas that you have to enhance and improve the quality of life in Brillion, are always
welcomed. Please feel free to share your ideas with any City official or staff member. Let us continue to
make Brillion A Good Place to Live, Work, Learn and Play for generations to come.

The Brillion Community
Center has direction.
At a special City Council meeting on
August 24 th the council gave direction
to the Park and Rec Commission to
proceed with a business plan the commission
created. The plan calls for
updating the facility to increase the
usage and ultimately reducing the tax
rate. To accomplish this, the Commis-
Elevator Project Update
Construction on the elevator project is moving
forward and expected to be completed by the
middle of November. Please pardon the inconvenience,
the noise and the dirt while this
project is going on. I am sure you will be
pleased with the results and the much improved
access to the basement meeting area.
Library hours and place your bid.
Open House
The Brillion Library will be holding an Open
House on Friday, December 1st from 3-7 p.m.
Stop in and view the new elevator and enjoy
refreshments furnished by the Friends. Don't
sion will recommend to the Council a
group of dedicated people who will
form a Community Center Foundation
and fundraise for the necessary funds
to update the facility. We’re not talking
about brat fry’s and car washes,
this plan calls for corporate sponsorships,
naming out different venues of
the facility and an aggressive grant
writing campaign to complete the
goal. In a nutshell we’re looking at
keeping the current services, expand-
forget to take part in the silent auction!
Ask?Away 24/7 reference
Through the Library web site, you can get
new mittens, gloves, caps, scarves, and hats
at the Library between October 15th and
December 8th. All donated items will be
distributed to the needy of the area. The
Library is also offering the public the opportunity
ing on those services, looking for
funds other than tax dollars to update
the facility and ultimately reduce the
tax subsidy to the Center. The new
Foundation will have it’s work cut out
for them, it will be a challenge to raise
the funds necessary to remodel the
Center, however it can be done. If
you’re interested in looking at the plan,
Ice and Snow removal
from public walks
Residents have 24 hours to remove snow and
ice from public sidewalks after a snowfall.
After that time, City crews can be dispatched
to remove snow and ice and any costs will be
passed on to property owners for the removal.
Notices are usually given in these matters but
that is not a guarantee.
Snowmobile operation
Police have noticed that snowmobile users
are not following rules while operating snowmobiles
in the City. The Police want everyone
loose our privileges to operate on City streets.
