General Information<br />

The purpose <strong>of</strong> these pr<strong>of</strong>iles is to provide basic information about the <strong>Georgia</strong><br />

<strong>Department</strong> <strong>of</strong> <strong>Corrections</strong> (GDC) facilities. This book addresses only the residential<br />

facilities. It does not cover services for the approximately 210,000 probationers who are<br />

on regular and/or intensive "street" probation, living in the community.<br />

Each facility has a primary mission or purpose and each supervises and manages its<br />

<strong>of</strong>fenders somewhat differently depending on the mission and security classification.<br />

Capacity<br />

This is the <strong>of</strong>ficial maximum operating <strong>of</strong>fender capacity <strong>of</strong> the facility.<br />

County Correctional Institutions enter into a joint agreement with <strong>Georgia</strong> <strong>Department</strong> <strong>of</strong><br />

<strong>Corrections</strong> each fiscal year to provide a designated number <strong>of</strong> beds for state <strong>of</strong>fenders.<br />

The Warden, County Commissioner and <strong>Georgia</strong> <strong>Department</strong> <strong>of</strong> <strong>Corrections</strong> sign a Letter<br />

<strong>of</strong> Agreement concerning operation <strong>of</strong> the state beds. In return, <strong>Georgia</strong> <strong>Department</strong> <strong>of</strong><br />

<strong>Corrections</strong> pays the county a per diem rate per state <strong>of</strong>fender as set by legislation;<br />

currently, the rate is $20.00 per day.<br />

Housing<br />

The housing section provides a brief description <strong>of</strong> the types <strong>of</strong> <strong>of</strong>fender housing.<br />

Dormitories are barracks-style rooms with rows <strong>of</strong> bunks. A single building may hold one<br />

or more dormitories. Pods generally are detached buildings with a number <strong>of</strong> rooms<br />

arranged in various ways; each room usually will contain a small number <strong>of</strong> bunks. Pods<br />

resemble clusters, which may have their own dining room, recreation area and other<br />

common areas as well. Ranges and cellblocks are rows <strong>of</strong> cells facing a common<br />

walkway. There may be two or more tiers <strong>of</strong> dormitory-style buildings used mainly for<br />

their relatively quick and easy construction.<br />

Work Details<br />

This section <strong>of</strong>fers a brief description <strong>of</strong> the most significant job functions the facility<br />

performs. Offenders perform such work details as food service, building and grounds<br />

maintenance, janitorial, laundry, utilities, maintenance and sanitation duties. Those<br />

functions may or may not be noted in the Work Details section. Community service work<br />

details fall within these areas and are also represented. In addition, this includes the<br />

variety <strong>of</strong> skilled jobs in Correctional Industries, Offender Construction units, Food and<br />

Farm processing and the <strong>of</strong>fender-manned fire stations that serve communities as well as<br />

the facility.


Specialized Functions<br />

Canine teams handle special tracking and/or drug detection dogs both for <strong>Georgia</strong><br />

<strong>Department</strong> <strong>of</strong> <strong>Corrections</strong> and, when requested, outside law enforcement. Tactical<br />

squads consist <strong>of</strong> specially trained <strong>of</strong>ficers who react to major prison or community<br />

disturbances. <strong>Corrections</strong> Emergency Response Teams (CERT) are trained to respond<br />

assertively to incidents within the facility.<br />

Programs<br />

Rehabilitative, medical and other services available to <strong>of</strong>fenders at the facility are generally<br />

described as academic, counseling (which includes substance abuse), recreation, religious<br />

activities and vocational/on-the-job training (OJT).<br />

Academic: General Education which includes literacy and math instruction:<br />

Counseling<br />

The Special Education program is for those with learning handicaps.<br />

Literacy/Remedial Reading (LRR) is for those functioning below the fifth-grade<br />

reading level.<br />

Adult Basic Education (ABE) is for <strong>of</strong>fenders functioning between the fifth-grade<br />

level and eighth-grade level.<br />

General Education Development (GED) is for those at or above the eighth-grade<br />

level without a high school diploma; completion <strong>of</strong> GED earns the student a high<br />

school equivalency diploma.<br />

This is a very broad category <strong>of</strong> treatment. It may include sex-<strong>of</strong>fender, positive mental<br />

attitude (PMA), or pre-release counseling to ease the return to free society. Additionally it<br />

may include anger management and many others, along with substance abuse. It <strong>of</strong>fers<br />

programs for those with alcohol/drug programs and may include Alcoholics and Narcotics<br />

Anonymous (AA/NA) and other treatment modes. It also includes individual, group<br />

counseling modes and Specialized Intervention Units (SID) where the participants live<br />

together in treatment communities and assist each other to overcome their problems.


Religious Activities<br />

Offenders are assured religious freedom under the U.S. Constitution. <strong>Georgia</strong><br />

<strong>Department</strong> <strong>of</strong> <strong>Corrections</strong> Chaplaincy Services will arrange to meet the need for any<br />

recognized faith, including services by and individual contact with ministers <strong>of</strong> that faith.<br />

Full-time and part-time chaplains also <strong>of</strong>fer non-sectarian humanitarian assistance to any<br />

troubled <strong>of</strong>fender. Religious instruction on the Bible, the Koran and other spiritual guides is<br />

available.<br />

Vocational/OJT<br />

This section provides information on training for a particular job skill - classroom, shop<br />

and/or on-the-job training (OJT) requirements. Completion leads to the same certification<br />

or diploma <strong>of</strong>fered by a free society training program.<br />

Medical<br />

Offenders have the Constitutional right to adequate health care. This includes the<br />

provision <strong>of</strong> varying levels <strong>of</strong> onsite medical and dental care along with referrals to<br />

community providers as necessary. The following are provided:<br />

Offender Security Classification<br />

<strong>Georgia</strong> <strong>of</strong>fenders are assigned to a security level after a review <strong>of</strong> factors to include the<br />

<strong>of</strong>fender's sentence, nature <strong>of</strong> the crime, criminal history, history <strong>of</strong> violence, medical and<br />

treatment risks and needs. The classification levels are: close, medium and minimum.<br />

In general, an <strong>of</strong>fender will be reviewed for reclassification at specified time intervals<br />

(i.e., every twelve months while at Close security) or when circumstances justify;<br />

provisions are made for exceptional reviews.<br />

The three security classifications now used are set forth in the Rules and Regulations <strong>of</strong><br />

the State Board <strong>of</strong> <strong>Corrections</strong>. These classifications, as paraphrased from the Rules<br />

and Regulations, are:<br />

Close Security<br />

These <strong>of</strong>fenders are escape risks, have assault histories, are considered<br />

dangerous and may have detainers for other serious crimes on file. (A detainer is<br />

a request by another law enforcement agency to hold an <strong>of</strong>fender pending other<br />

charges or actions.) These <strong>of</strong>fenders may never leave the prison, require<br />

supervision at all times by a correctional <strong>of</strong>ficer and are housed in prisons with high<br />

levels <strong>of</strong> security.<br />

Medium Security<br />

These <strong>of</strong>fenders have no major adjustment problems and many may work outside<br />

the prison fence, but must remain under constant supervision. This is the largest<br />

category <strong>of</strong> <strong>of</strong>fenders.<br />

Minimum Security<br />

These <strong>of</strong>fenders tend to abide by prison regulations, present a minimal risk <strong>of</strong><br />

escape and have been judged to be a minimal threat to the community. Offenders<br />

in this security level may work outside the fence under minimal supervision. Often<br />

<strong>of</strong>fenders assigned to this level have proven to be trustworthy, cooperative and<br />

have no alcohol/drug problems. Minimum security <strong>of</strong>fenders are eligible for<br />

transitional centers.


State Prisons<br />

State prisons house violent, repeat criminals or nonviolent <strong>of</strong>fenders who have<br />

exhausted all other forms <strong>of</strong> punishment. Judges may sentence <strong>of</strong>fenders directly to<br />

prison or they may be sent as a result <strong>of</strong> revocation proceedings. There are 30 state<br />

prisons, three <strong>of</strong> which are designated for women.<br />

Offenders in state prisons have access to classes and other services that allow them to<br />

reduce their risk to the community.<br />

Offenders who are able-bodied are also assigned to work details. These may be<br />

connected to the on-going operation <strong>of</strong> the facility (such as cooking, cleaning, laundry,<br />

or making general repairs around the facility) or to more specialized details. Among<br />

these specialized details are:<br />

● Food and Farm Operations: Over 5,000 <strong>of</strong>fenders work on prison farms or<br />

work in preserving, preparing and serving foods.<br />

● Offender Construction: Offender crews serve the construction needs <strong>of</strong><br />

<strong>Corrections</strong>, other state agencies and communities. Carefully supervised,<br />

skilled <strong>of</strong>fenders are temporarily housed in nearby facilities while completing<br />

approved renovation or remodeling jobs around the state.<br />

● Fire Services: Specially selected minimum security <strong>of</strong>fenders may be chosen<br />

to work in the prison fire stations responding to prison and rural fire<br />

emergencies.<br />

● Community Work Details: Under supervision, low security <strong>of</strong>fenders build,<br />

refurbish and maintain prison and civic buildings, perform roadwork, clean<br />

public buildings and schools, and work at recycling centers and landfills.<br />

● Correctional Industries: Up to 1,800 <strong>of</strong>fenders are selected to receive onthe-job<br />

training which includes metal fabrication, optics, printing, license<br />

plates, footwear, woodworking, screen printing, upholstery, garment and<br />

chemical production.


Private Prisons<br />

The <strong>Georgia</strong> <strong>Department</strong> <strong>of</strong> <strong>Corrections</strong> currently has contracts with two private<br />

companies to house over six thousand five hundred <strong>of</strong>fenders.<br />

In 1997, through a bid process, <strong>Georgia</strong> <strong>Department</strong> <strong>of</strong> <strong>Corrections</strong> entered into a<br />

contract with <strong>Corrections</strong> Corporation <strong>of</strong> America (CCA) to build and operate private<br />

prisons in Alamo (Wheeler Correctional Facility) and in Nicholls (C<strong>of</strong>fee Correctional<br />

Facility). Both facilities opened in the fall <strong>of</strong> 1998 and have been a part <strong>of</strong> the corrections<br />

continuum in <strong>Georgia</strong> since that time. These two private prisons are accredited by the<br />

American Correctional Association (ACA) and by the Medical Association <strong>of</strong> <strong>Georgia</strong><br />

(MAG) as required by contract. The other contract is with The Geo Group, Inc. to build<br />

and operate private prisons in Milledgeville (Riverbend Correctional Facility, which<br />

opened in December 2011) and in Millen (Jenkins Correctional Facility, which is opened<br />

in March 2012).<br />

<strong>Georgia</strong> <strong>Department</strong> <strong>of</strong> <strong>Corrections</strong> has a full-time Private Prison Monitor on site at each<br />

private facility overseeing the facility's operations to ensure that all contract conditions<br />

are met and that the facility operates with a continuous focus on sanitation, safety and<br />

security. Just as in <strong>Georgia</strong> <strong>Department</strong> <strong>of</strong> <strong>Corrections</strong> facilities, <strong>of</strong>fenders work on full<br />

time details and are afforded the opportunity to participate in a wide variety <strong>of</strong> educational<br />

classes and counseling programs.<br />

Transitional Centers<br />

After a term in prison, selected <strong>of</strong>fenders are slowly reintegrated back into society with a<br />

job and enhanced prospects for stability. Research has shown that <strong>of</strong>fenders who have<br />

the opportunity to re-enter the community after a stay in a transitional center are up to ⅓<br />

more likely to succeed in maintaining a crime-free life.<br />

There are over two thousand five hundred transitional center beds available statewide.<br />

Either the State Board <strong>of</strong> Pardons and Paroles or the prison staff must refer an <strong>of</strong>fender<br />

for the program. The decision about which <strong>of</strong>fenders to send to a transitional center is<br />

based on criminal history, behavior while incarcerated and a number <strong>of</strong> other factors.<br />

One function <strong>of</strong> the transitional centers is to provide "work release", allowing the <strong>of</strong>fender to<br />

obtain a paying job in the community while requiring him or her to conform to the<br />

structure <strong>of</strong> the center. The <strong>of</strong>fender lives in the center, participates in a number <strong>of</strong><br />

programs and completes assignments which contribute to the upkeep <strong>of</strong> the center. The<br />

wages earned by work release <strong>of</strong>fenders are sent directly to the center.<br />

Employers are required to deduct taxes as appropriate and a portion <strong>of</strong> the wages is<br />

applied to room and board.<br />

Residential Substance Abuse & Integrated Treatment <strong>Facilities</strong> Centers<br />

RSAT is a six-month Residential Substance Abuse Treatment program, which targets high


isk, high needs <strong>of</strong>fenders with a history <strong>of</strong> substance abuse as a causative factor leading to<br />

correctional supervision. The goal <strong>of</strong> the RSAT program is to return to society a graduate<br />

who is a law abiding, self-supporting, pro-social citizen, thereby reducing recidivism.<br />

Integrated Treatment Programs are nine-month programs that actively combine substance<br />

abuse interventions and interventions to address mental disorders, with the goal <strong>of</strong> treating<br />

the whole person more effectively by treating both mental health and substance disorders in<br />

order to reduce recidivism.<br />

Length <strong>of</strong> Stay<br />

The average length <strong>of</strong> stay at a transitional center is nine to twelve months for residents<br />

who represent no unacceptable risk to the safety <strong>of</strong> the community.<br />

When <strong>of</strong>fenders are assigned to a transitional center, they are required to go through a<br />

30-day orientation period before they can participate in the work release portion <strong>of</strong> the<br />

program. During this time, residents attend classes tailored to their particular needs and<br />

help make them ready for employment. These classes include drug and alcohol<br />

education, employment instruction, communication skills and financial management.<br />

Employment<br />

Once the orientation phase is completed, residents are ready for employment. Jobs are<br />

found in the community with the help <strong>of</strong> a job coordinator who, together with other<br />

center personnel, screen applicants for certain jobs. They also assist employers with<br />

special problems that may arise. In turn, employers are asked to give periodic<br />

performance reports to measure each resident's progress in the work force.<br />

Once <strong>of</strong>fenders are employed, they must pay 30 percent <strong>of</strong> their salary for room and<br />

board, but not to exceed $90 weekly. In addition, they pay federal, state and local taxes.<br />

Of the fees collected at the transitional centers, over $1.2 million is returned to the state<br />

annually. Thus, not only is the resident gaining from this program, the taxpayers <strong>of</strong><br />

<strong>Georgia</strong> are pr<strong>of</strong>iting as well.


Boot Camp<br />

The Boot Camp programs focus on military regimens combined with a full day's work<br />

and includes comprehensive programming in the evening hours. Emphasis is placed on<br />

substance abuse programming. Training is also provided in academic education, life<br />

skills and release preparation.<br />

The Boot Camp Plus program is very similar to the Boot Camp Program but is mainly<br />

intended for drug <strong>of</strong>fenses only. Another difference is that <strong>of</strong>fenders assigned here may<br />

have had one prior felony except for the <strong>of</strong>fenses listed on page 10. (If the current<br />

sentence is not a drug charge only, he will not qualify.)<br />

<strong>Georgia</strong> law and departmental policy identify eligibility criteria for boot camp candidates<br />

as follows:<br />

• Must be a male not less than 17 and not more than 35 years <strong>of</strong> age, at the<br />

time <strong>of</strong> sentencing<br />

• Has no previous period <strong>of</strong> incarceration in an adult penal institution<br />

• Has to serve no less than 9 months and no more than 5 years in prison<br />

• Has no known contagious or communicable disease<br />

• Has no known physical limitation that would exclude strenuous labor and<br />

physical activity<br />

• Has no known mental disorder or retardation that would prevent<br />

participation in a program which requires intensive interaction and<br />

strenuous physical activity<br />

<strong>Georgia</strong> law and departmental policy identify eligibility criteria for boot camp plus<br />

candidates as follows:<br />

• Must be a male not less than 17 and not more than 40 years <strong>of</strong> age, at the<br />

time <strong>of</strong> sentencing<br />

• Must have at least 25 months but not more than 5 years to serve in prison<br />

• Has no known contagious or communicable disease<br />

• Has no known physical limitation that would exclude strenuous labor and<br />

physical activity<br />

• Has no known mental disorder or retardation that would prevent<br />

participation in a program which requires intensive interaction and<br />

strenuous physical activity


In order to be recommended for Boot Camp the <strong>of</strong>fender can not have committed any <strong>of</strong><br />

the following <strong>of</strong>fenses currently or in the past:<br />

Aggravated: Assault, Battery, Child Molestation, Sodomy or Stalking<br />

Armed Robbery<br />

Arson, 1st Degree Child Molestation<br />

Criminal Gang Activity<br />

Cruelty to Children<br />

Enticing a Child for Indecent Purposes<br />

Feticide<br />

Hijacking <strong>of</strong> Motor Vehicle<br />

Homicide by Vehicle (Felony)<br />

Incest<br />

Involuntary Manslaughter<br />

Kidnapping<br />

Murder<br />

Probation Detention Centers<br />

The <strong>Georgia</strong> <strong>Department</strong> <strong>of</strong> <strong>Corrections</strong> operates 10 probation detention centers to<br />

provide short-term confinement <strong>of</strong> probationers in a secure, safe and work-oriented<br />

environment. A probation detention center (PDC) is a minimum-security facility for<br />

confining probationers, normally for a period <strong>of</strong> 60 to 120 days. Offenders may be sent<br />

directly to the center as a sentencing option or if they prove unable to fulfill their<br />

probation obligation in the community, may be sent to the detention center as a result <strong>of</strong> a<br />

revocation proceeding.<br />

Probation Detention Centers provide a sanctioning option for probationers who require<br />

more security or supervision than that provided by regular community supervision or a<br />

diversion center but may not qualify for a boot camp. The centers are highly structured<br />

with regimented schedules that include supervised, unpaid work in surrounding<br />

communities and programming geared toward making them more successful in the<br />

community.<br />

Housing<br />

The probation detention centers currently in operation over two thousand beds. One<br />

center houses women (approximately 230 beds). Typical features are:<br />

Work Details<br />

The majority <strong>of</strong> Probation Detention Center detainees perform supervised work in the<br />

surrounding community. Most centers have contracts to provide details to local<br />

governments and to the <strong>Georgia</strong> <strong>Department</strong> <strong>of</strong> Transportation. Some detainees<br />

maintain the center through work details while a few other carefully screened detainees<br />

are assigned to jobs supervised by other governmental agencies.

MISSION: Hays State Prison is a close security facility serving the DOC through housing and managing<br />

variety <strong>of</strong> structured programs intended to minimize recidivism and initiate an effective re-entry<br />

program. Hays also serves as the host facility for Paulding Probation Detention Center.<br />

HOUSING: Hays State Prison is comprised <strong>of</strong> 10 general population dorms, consisting <strong>of</strong> 62 beds per<br />

dorm for a total <strong>of</strong> 620. One Fast Track building housing 256. There are six Special<br />

MISSION: Valdosta State Prison: Our mission is to protect the public by maintaining custody <strong>of</strong> close<br />

retardation services and specialized evidence based counseling programs. The Annex<br />

protects the public by maintaining custody <strong>of</strong> medium and minimum security <strong>of</strong>fenders while<br />

providing outside work details to the community. The <strong>Georgia</strong> Correctional Industries Chemical<br />

Plant, located on the grounds <strong>of</strong> the Annex, manufactures cleaning supplies for prisons<br />

MISSION: The goal <strong>of</strong> the Center is to reduce chronic recidivism <strong>of</strong> substance abuse and crime. The<br />

program elements consist <strong>of</strong> advanced cognitive-behavioral substance abuse treatment and<br />

mental health services. The design is performance-based and provides detainees a genuine<br />

opportunity to acquire the knowledge, skills and attitudes necessary to successfully integrate<br />

back into the mainstream <strong>of</strong> society. The Bainbridge Probation Substance Abuse Treatment<br />

Center opened in 2001 as the first state funded drug and alcohol treatment Center. The facility<br />

is located on 192 acres in Decatur County and maintains 16 buildings. This Center, along with<br />

Spectrum Health Systems, Inc. and the Medical College <strong>of</strong> <strong>Georgia</strong> has collaborated to develop<br />

a comprehensive recidivism reduction substance abuse service. Autry State Prison is the host<br />

facility.<br />

The center is located on 19 acres in the city limits <strong>of</strong> Alma, <strong>Georgia</strong>. The center opened<br />

July 1, 2004. The facility was named Center <strong>of</strong> the Year in 2006 and 2009<br />

that provided by regular community supervision. Centers are highly structured with regimented<br />

schedules that include supervised, un-paid work in surrounding communities and<br />

programming geared toward making <strong>of</strong>fenders more successful in the community. Opened in<br />

1989 as Northeast Probation Detention Center, this facility was renamed in 1994 in honor <strong>of</strong> a<br />

retiring member <strong>of</strong> the <strong>Georgia</strong> General Assembly with more than 30 years <strong>of</strong> service. Named<br />

as the community <strong>Corrections</strong> Division's Center <strong>of</strong> the year in 1990 and 2010, this center was<br />

also certified by the American Correctional Association in 1991. Located on five acres, this is<br />

one <strong>of</strong> the states centers with a Fire Brigade, a unit consisting <strong>of</strong> specially trained correctional<br />

<strong>of</strong>ficers and detainees who assist the Forestry Commission in combating forest fires. Lee<br />

Arrendale State Prison is the host facility.<br />

programming geared toward making <strong>of</strong>fenders more successful in the community. On 32 acres<br />

in Emanuel County, this is one <strong>of</strong> the first detention centers to be completely constructed with<br />

<strong>of</strong>fender labor. Emanuel Probation Detention Center received its first detainees on October 18,<br />

1994.<br />

HOUSING: Six open dormitories with double and triple bunk beds.<br />

WORK DETAILS: Outside work details travel to Emanuel, Candler, Washington, Jenkins, Bulloch, Tatnall and<br />

Assembly, this center is one <strong>of</strong> the county's largest employers. Valdosta SP is the host facility.<br />

schedules that include supervised, un-paid work in surrounding communities and<br />

programming geared toward making <strong>of</strong>fenders more successful in the community. A six-acre<br />

property opened in 1992, Women's Probation Detention Center was the state's first detention<br />

center for female <strong>of</strong>fenders. The operational theme is "Women Working" and it combines<br />

rehabilitative programs, community service, self-discipline and labor in order to improve selfconfidence,<br />

independence and respect for one's self and for others. Smith State Prison is the<br />

host facility.<br />

MISSION: The goal <strong>of</strong> the Appling Integrated Treatment Facility is to reduce chronic recidivism <strong>of</strong><br />

substance abuse and crime by meeting the dual diagnosis needs <strong>of</strong> probationers. The program<br />

elements consist <strong>of</strong> advanced cognitive-behavioral substance abuse treatment and mental<br />

health services administered through a nine month residential program which targets high risk,<br />

high needs <strong>of</strong>fenders with a history <strong>of</strong> substance abuse. The Residential Substance Abuse<br />

Treatment Program is designed to correct the attitude and motivation <strong>of</strong> <strong>of</strong>fenders through<br />

work and a structured living environment while targeting the re-entry needs <strong>of</strong> probationers,<br />

and reducing the risk to re-<strong>of</strong>fend. Ware State Prison is the host facility.<br />

HOUSING: Consists <strong>of</strong> four dormitories with 57 beds each. Four single cells are used for isolation or<br />

segregation.<br />

MISSION: The goal <strong>of</strong> the Center is to reduce chronic recidivism <strong>of</strong> substance abuse and crime. The<br />

program elements consist <strong>of</strong> advanced cognitive-behavioral substance abuse treatment and<br />

mental health services. The design is performance-based and provides detainees a genuine<br />

opportunity to acquire the knowledge, skills and attitudes necessary to successfully integrate<br />

back into the mainstream <strong>of</strong> society. The Bainbridge Probation Substance Abuse Treatment<br />

Center opened in 2001 as the first state funded drug and alcohol treatment Center. The facility<br />

is located on 192 acres in Decatur County and maintains 16 buildings. This Center, along with<br />

Spectrum Health Systems, Inc. and the Medical College <strong>of</strong> <strong>Georgia</strong> has collaborated to develop<br />

a comprehensive recidivism reduction substance abuse service. Autry State Prison is the host<br />

facility.<br />

MISSION: The Mission <strong>of</strong> the Northwest RSAT Center is to reduce recidivism <strong>of</strong> substance abuse and related<br />

criminal activities. The program <strong>of</strong>fered is a highly structured comprehensive substance abuse<br />

therapeutic community located in a secure correctional setting. The program elements consist <strong>of</strong><br />

advanced cognitive-behavioral substance abuse treatment. The design is performance-based and<br />

provides detainees a genuine opportunity to acquire the knowledge, skills and attitudes<br />

necessary to successfully integrate back into mainstream society.<br />

History: The Northwest Residential Substance Abuse Treatment Center opened in January <strong>of</strong> 2009 and is<br />

located on over 300 acres in Walker County. Both GDC and Spectrum Health Systems, Inc. Staff<br />

have collaborated to develop a comprehensive recidivism reduction substance abuse service.<br />

HOUSING: One building with four open dormitories. Fifty Detainees per Dorm.<br />

MISSION: This facility was originally constructed in 2004 as a Detention Center. In 2006, it was opened as a<br />

Pre-Release Center housing medium/minimum <strong>of</strong>fenders with less than five years remaining on<br />

Tentative Parole Month or Maximum Release Date. The Center was remission July 2012 as a sixmonth<br />

Residential Substance Abuse Treatment Facility targeting high risk; high need <strong>of</strong>fenders<br />

with a history <strong>of</strong> substance abuse.<br />

The GA <strong>Department</strong> <strong>of</strong> <strong>Corrections</strong>, in partnership with Spectrum Health Systems provides a<br />

highly structured, therapeutic substance abuse treatment program for state probationers with<br />

chronic substance abuse/dependence issues and chronic recidivistic tendencies in order to<br />

return to society a program graduate who is a law abiding, self-supporting, pro-social citizen, and<br />

thereby reducing recidivism thusly providing a safer and more secure environment for the citizens<br />

<strong>of</strong> <strong>Georgia</strong>. Wilcox State Prison is the host facility.<br />

HOUSING: Four open dormitories with double and triple bunks housing 57 inmates in each dorm. There<br />

are four Isolation / Segregation cells.<br />

railroad tracks. Turn to the left at the next road after crossing the railroad tracks. We are located a few hundred<br />

yards down on your right.

MISSION: This center was originally built as a male Probation Detention Center. It was remissioned in<br />

1996 as a male medium security prison. It was remissioned in 2002 as a female Probation<br />

Detention Center. It was again remissioned in 2008 as a female Pre Release Center. In July,<br />

2012 the current mission began as an integrated treatment facility for female probation<br />

violators with co-occurring conditions (138 beds) who receive mental health and substance<br />

abuse treatment as well as female inmates (46 beds) who support the work mission <strong>of</strong> the<br />

facility.<br />

HOUSING: Four open dormitories with bunk beds, housing 46 in each dorm. There are also have five<br />

isolation/segregation cells.<br />

WORK DETAILS: There are three details assigned to State Offices Tift Campus, one to Offender Administration<br />

Unit, details to cities <strong>of</strong> Zebulon, Concord and Molena.<br />
