Environmental<br />
Consequences<br />
The assessable consequences of a dam failure on the<br />
environment.<br />
Extreme Event An event such as flood, storm or earthquake that has a low<br />
probability of occurring but is considered possible and its<br />
potential forces are used for the design of dam components. It is<br />
usually expressed as Annual Exceedance Probability (AEP), being<br />
the chances of it occurring in any one year.<br />
Foundation The material of the valley floor and abutments on which the dam<br />
is constructed.<br />
Freeboard The vertical distance between the spillway crest level and the top<br />
of the dam (crest).<br />
Full Supply Level (FSL) The maximum normal operating level of a reservoir, as distinct<br />
from flood surcharge. This is also the level of the spillway crest<br />
when water is just about to pass through the spillway.<br />
Hazardous dam A dam is hazardous if, because of its size and/or location, could<br />
pose a threat to life, property or the environment, if it were to<br />
fail.<br />
Height of <strong>Dam</strong>/<br />
Embankment<br />
The difference in level between the natural surface level, bed of a<br />
gully, stream or waterway at the downstream toe of the dam and<br />
the crest.<br />
Impervious Describes a relatively waterproof soil such as clay through which<br />
water percolates very slowly making it suitable as a water barrier.<br />
Impermeability Describes property of a soil such as clay through which water<br />
percolates very slowly.<br />
Infrastructure Includes roads, bridges, water supply systems, waste water<br />
systems, recreation facilities and other community investments.<br />
Inspection An examination of a dam in accordance with the ANCOLD<br />
Guidelines on <strong>Dam</strong> Safety Management.<br />

Limit Methodology<br />
A means for estimating the water available for harvestable<br />
catchment run-off and permissible annual volumes.<br />
Licensing Authority Means Southern Rural Water Authority, Goulburn-Murray Rural<br />
Water Authority, Melbourne Water Corporation, Sunraysia Rural<br />
Water Authority and Wimmera-Mallee Rural Water Authority.<br />
