8 Dam Failure Emergency Action
The Department of Sustainability and Environment (DSE) has a key role to play during
dam safety failure incidents and emergencies. DSE is required to ensure that all things
that can be done for life and property safety are being done in the circumstances of a
dam failure.
In rural areas, telephone or direct contact will usually be used to warn the nearest
downstream residents. When telephone conversation is not possible, the person
observing the dangerous condition may have to personally warn the nearest downstream
residents, campers, etc. The dam owner should therefore keep a listing of the nearest
downstream residents and their phone numbers along with the Police, SES, local
Licensing Authority, DSE, and other emergency numbers.
8.3 How to Deal with a Dam Failure Concern
Immediate action is required on recognition of a threatening condition developing:
1. If failure is imminent (eg. water is rising and approaching the top of the
embankment, or heavily coloured water is leaking from the embankment or
foundation) then you should immediately contact:
• A suitably qualified engineer, to seek advice;
• Police, SES, local licensing authority (Section 3.4) and DSE (Emergency coordination
Centre); and
• Your neighbours downstream, to inform them that you have concerns but are
working on the problem.
2. If failure appears imminent or is actually in progress (eg. water is spilling over the
embankment, or erosion of the embankment, spillway or foundation is occurring). If
there is no chance to save the dam, inform the following at once:
• Downstream neighbours;
• Police;
• State Emergency Service;
• Local licensing authority (Section 3.4); and
• DSE (Emergency Co-ordination Centre).
Advise the status of the dam and that you cannot do anything and need help.
3. Where major flooding is expected or in progress upstream of the dam site,
then inform the following:
• Downstream neighbours;
• Local licensing authority (Section 3.4);
• Police; and
• State Emergency Service.
