4 service <strong>of</strong> the state, to whom all reports shall be made. All differences<br />

5 arising in the inspection <strong>of</strong> oils shall be referred to the chief oil inspec-<br />

6 tor and his decision <strong>of</strong> the question shall be final.<br />

7 The chief inspector shall make such recommendations to the state<br />

8 board <strong>of</strong> health as may be deemed necessary to improve the inspection<br />

• 9 service. He shall devote his time and services wholly to the inspec-<br />

10 tion <strong>of</strong> oil and the duties <strong>of</strong> his <strong>of</strong>fice.<br />

11 Inspectors may appoint such branders as may be necessary in the<br />

12 proper discharge <strong>of</strong> their <strong>of</strong>ficial duties, but such appointments before<br />

13 becoming effective must be submitted to and approved and confirmed<br />

14 and their compensation fixed by the executive council as in their judg-<br />

15 ment may be necessary, equitable and just. Each inspector shall be<br />

16 a resident <strong>of</strong> the state and not directly or indirectly interested in the<br />

17 manufacture or sale <strong>of</strong> products <strong>of</strong> petroleum. He shall give bond to<br />

18 the state in the penal sum <strong>of</strong> five thousand dollars. The chief oil<br />

19 inspector's bond shall be ten thousand dollars, all conditioned upon<br />

20 the faithful performance <strong>of</strong> their duties, with sureties who shall, in<br />

21 addition to the usual justification, make oath entered on the bond that<br />

22 they are not directly or indirectly interested in the manufacture or<br />

23 sale <strong>of</strong> products <strong>of</strong> petroleum for illuminating purposes, which bond<br />

24 shall be approved by the governor and filed with the secretary <strong>of</strong> state.<br />

SEC. 903. Expenses—appropriation—fees paid to state treasurer.<br />

1 For the purpose <strong>of</strong> enabling the chief inspector and the other<br />

2 <strong>of</strong>ficials charged with the enforcement <strong>of</strong> this chapter to enforce the<br />

3 same, <strong>of</strong> paying the expenses herein provided for, the sum <strong>of</strong> twenty<br />

4 thousand dollars annually, or so much there<strong>of</strong> as may be necessary, is<br />

5 hereby appropriated out <strong>of</strong> any money in the state treasury not other-<br />

6 wise appropriated. He shall be furnished an <strong>of</strong>fice at the seajt <strong>of</strong><br />

7 government.<br />

8 Inspectors shall be allowed such other sums necessary and actually<br />

9 expended in the discharge <strong>of</strong> their <strong>of</strong>ficial duties and for necessary<br />

10 expenses incurred for prosecution <strong>of</strong> violations <strong>of</strong> the provisions <strong>of</strong><br />

11 this chapter and for necessary help in branding barrels. All moneys<br />

12 collected for each month shall on or before the fifteenth day <strong>of</strong> the<br />

13 following month be paid to the chief oil inspector <strong>of</strong> state, who shall<br />

14 receipt to the individual inspectors and by him not later than the<br />

15 twentieth day <strong>of</strong> the month turned over to the treasurer <strong>of</strong> state, who<br />

16 shall receipt him therefor.<br />
