3 sioner at the request <strong>of</strong> the employer or <strong>of</strong> the employee, and if on<br />

4 such review the commissioner finds the condition <strong>of</strong> the employee<br />

5 warrants such action, he may end, diminish or increase the compen-<br />

6 sation, subject to the maximum or minimum amounts provided for in<br />

7 this chapter. All hearings upon review by the <strong>Iowa</strong> industrial com-<br />

8 missioner under the provisions <strong>of</strong> this section, or under section eight<br />

9 hundred forty-one <strong>of</strong> the compiled code, shall be held at Des Moines,<br />

10 <strong>Iowa</strong>, unless the interested parties and the <strong>Iowa</strong> industrial commis-<br />

11 sioner mutually agree by written stipulation that the same may be held<br />

12 at some other place.<br />

13 Upon the presentation to the court <strong>of</strong> a certified copy <strong>of</strong> a de-<br />

14 cisión <strong>of</strong> the industrial commissioner ending, diminishing or increas-<br />

15 ing a weekly payment under the provisions <strong>of</strong> this chapter, the court<br />

16 shall revoke or modify any judgment or decree then on record in his<br />

17 court to conform to such decision.<br />

18 Any notice to be given by the commissioner or court provided<br />

19 for in this chapter shall be in writing, but service there<strong>of</strong> shall be<br />

20 sufficient if registered and deposited in the mail, addressed to the last<br />

21 known address <strong>of</strong> the parties.<br />

CHAPTER 4.<br />

HEALTH AND SAFETY APPLIANCES.<br />

SECTION 860. Safety appliances—steam boilers—tumbling rods—<br />

operation <strong>of</strong> dangerous machinery by minors—exceptions.<br />

1 It shall be the duty <strong>of</strong> the owner, agent, superintendent or other.<br />

2 person having charge <strong>of</strong> any manufacturing or other establishment<br />

3 where machinery is used, to furnish and supply or cause to be fur-<br />

4 nished and supplied therein, belt shifters or other safe mechanical<br />

5 contrivances for the purpose <strong>of</strong> throwing belts on and <strong>of</strong>f pulleys,<br />

6 and, wherever possible, machinery therein shall be provided with loose<br />

7 pulleys; all saws, planers, cogs, gearing, belting, shafting, set screws<br />

8 and machinery <strong>of</strong> every description therein shall be properly guarded.<br />

9 Any person owning or operating steam boilers in this state shall<br />

10 provide the same with steam gauge, safety valve and water gauge,<br />

11 and keep the same in good order. Any person neglecting so to do<br />

12 shall be fined not less than fifty nor more than five hundred dollars.<br />

13 If any person run any threshing machine in this state without<br />

14 having two lengths <strong>of</strong> tumbling rods next the machine, together with<br />

15 the knuckles or joints and jacks <strong>of</strong> the tumbling rods safely boxed<br />

16 and secured while the machine is running, he shall be fined not less<br />

17 than ten nor more than fifty dollars for every day or part <strong>of</strong> day he<br />

18 shall violate this section.<br />

19 No person under sixteen years <strong>of</strong> age, and no female under eight-<br />

20 een years <strong>of</strong> age, shall be permitted or directed to clean niachinery<br />

21 while in motion. Children under sixteen years <strong>of</strong> age shall not be<br />

22 permitted to operate or assist in operating dangerous machinery <strong>of</strong><br />

23 any kind : provided that this clause shall not be interpreted to include<br />

24 pupils working under an instructor in manual training departments
