4 They shall pay witnesses, other than those in the employ <strong>of</strong> the state,<br />

5 the same compensation as is paid witnesses in the district court.<br />

SEC. 648-a2. Failure <strong>of</strong> witness to appear.<br />

In case <strong>of</strong> the failure or refusal <strong>of</strong> any person summoned as a<br />

witness to appear or to answer any question propounded, such person<br />

may be punished for contempt and in such case the executive council<br />

shall certify the fact <strong>of</strong> the witness' failure to appear or refusal to<br />

testify to the district court <strong>of</strong> the county wherein any hearing is being<br />

held by the council and the court shall hear and determine the matter<br />

and all proceedings in court in connection with such matter shall be<br />

the same as in cases <strong>of</strong> contempt <strong>of</strong> court.<br />

SUSPENSION OF STATE OFFICERS.<br />

SECTION 657. Accounts examined by commission.<br />

1 The governor shall, when <strong>of</strong> the opinion the public service requires<br />

2 it, appoint a commission <strong>of</strong> three competent accountants, who shall<br />

3 examine the books, papers, vouchers, moneys, securities and other<br />

4 documents in the possession or under the control <strong>of</strong> any state <strong>of</strong>ficer,<br />

5 board or commission, and <strong>of</strong> all other persons expending any funds<br />

6 from the state treasury <strong>of</strong> any funds belonging to the state or directing<br />

7 the expenditure <strong>of</strong> such funds. Such accountants shall make out a full,<br />

8 complete and specific statement <strong>of</strong> the transactions <strong>of</strong> said <strong>of</strong>ficer with,<br />

9 for or on behalf <strong>of</strong> the state, showing the true balances in each case,<br />

10 and report the same to the governor, with such suggestions as they may<br />

11 think proper.<br />
