12 all the functions <strong>of</strong> judges and clerks <strong>of</strong> election as now provided by<br />

13 law except as to counting and certifying the vote as by this chapter<br />

14 provided.<br />

SEC. 499-a3. Oath.<br />

1 All judges and clerks shall take an oath as now provided in<br />

2 existing law for judges <strong>of</strong> election and in addition to such oath the<br />

3 counting board shall take the following oath :<br />

4 "I do swear (or affirm) that I<br />

5 will duly attend to the ensuing election during the continuance there<strong>of</strong><br />

6 as a member <strong>of</strong> the counting board ; that I will not, prior to the closing<br />

7 <strong>of</strong> the polls, communicate in any manner, directly or indirectly, by<br />

8 word or sign, the progress <strong>of</strong> the counting, nor the result so far as<br />

9 ascertained, nor any information whatsoever in relation thereto ; that<br />

10 I will make and return a perfect return <strong>of</strong> the said election, and will<br />

11 in all things truly, impartially and faithfully perform my duty respect-<br />

12 ing the same to the best <strong>of</strong> my judgment and ability ; that I am not<br />

13 directly or indirectly interested in any bet or wager on the result <strong>of</strong><br />

14 this election".<br />

15 This oath Shall be administered by the clerk <strong>of</strong> the receiving<br />

16 board who is hereby empowered to administer such oath.<br />

SEC. 499-a4. Duties <strong>of</strong> counting and receiving boards.<br />

1 The counting board shall proceed to their respective voting places<br />

2 to which they have been appointed at one o'clock p. m., on election day,<br />

3 and shall take charge <strong>of</strong> the ballot box containing the ballots already<br />

4 cast in that precinct. It shall retire to a partitioned space or room<br />

5 provided for that purpose and there proceed to count and tabulate the<br />

6 ballots as it shall find them deposited in the ballot box. The receiv-<br />

7 ing board shall continue to receive the votes <strong>of</strong> electors in the other<br />

8 box provided, until such time as the counting board shall have finished<br />

9 counting and tabulating the ballots cast in the first ballot box. The<br />

10 two boards shall then exchange the first box for the second box and so<br />

11 continue until they have counted and tabulated all the votes cast on<br />

12 that election day. When the hour arrives for closing the polls, the<br />

IS receiving board shall certify to all matters pertaining to casting <strong>of</strong><br />

14 ballots and shall then unite with the counting board in the counting <strong>of</strong><br />

15 ballots. The judges shall then divide the ballots not counted and each<br />

16- group <strong>of</strong> judges and clerks shall proceed to canvass their portion <strong>of</strong><br />

17 the same. When the canvass has been completed the judges and clerks<br />

18 shall report the result <strong>of</strong> their canvass which report shall be incor-<br />

19 porated in the returns provided by law.<br />

SEC. 499-a5. Ballot boxes.<br />

1 It shall be the duty <strong>of</strong> the board <strong>of</strong> supervisors to provide the<br />

2 judges <strong>of</strong> election with such ballot boxes and other election supplies as<br />

3 may be required, to be furnished in duplicate to accomplish the purpose<br />

4 <strong>of</strong> this chapter.<br />
