SECTION 313-al. Waterworks at Camp Dodge.<br />

1 The adjutant general is authorized to enter into an agreement<br />

2 with the secretary <strong>of</strong> war to operate the water plant at Camp Dodge<br />

3 for the use and benefit <strong>of</strong> the United <strong>State</strong>s, its successors and assigns,<br />

4 upon such terms and conditions as shall be approved by the governor,<br />

5 provided, that such operation shall be at a pr<strong>of</strong>it to the state <strong>of</strong> <strong>Iowa</strong>.<br />

SEC. 316. Call by president—term <strong>of</strong> service—other troops—draft<br />

—discharge from federal service.<br />

1 Whenever the United <strong>State</strong>s is invaded or in danger <strong>of</strong> invasion<br />

2 from any foreign nation, or <strong>of</strong> rebellion against the authority <strong>of</strong> the<br />

3 government <strong>of</strong> the United <strong>State</strong>s, or the president is unable, with the<br />

4 regular forces at his command, to execute the laws <strong>of</strong> the Union, it<br />

5 shall be lawful for the president to call forth such number <strong>of</strong> the<br />

6 national guard <strong>of</strong> <strong>Iowa</strong> as he may deem necessary to assist in repelling<br />

7 such invasion, suppressing such rebellion or to assist in enabling him<br />

8 to execute such laws, and to issue his orders for that purpose, through<br />

9 the governor, to such <strong>of</strong>ficers <strong>of</strong> the national guard <strong>of</strong> <strong>Iowa</strong> as he may<br />

10 think proper ; and the president may specify, in his call, the period for<br />

11 which such service is required, and the guard so called forth shall con-<br />

12 tinue to serve during the term so specified, either within or without<br />

13 the territory <strong>of</strong> the United <strong>State</strong>s, unless sooner relieved by order <strong>of</strong><br />

14 the president ; provided that no commissioned <strong>of</strong>ficer or enlisted man <strong>of</strong><br />

15 the guard shall be held to service beyond'the term <strong>of</strong> his existing com-<br />

16 mission or enlistment. Whenever the president shall require, in any<br />

17 <strong>of</strong> the designated instances, more troops than can be supplied by the<br />

18 guard <strong>of</strong> the state, the governor shall, in his discretion, organize forth-<br />

19 with such other national guard forces as he may deem necessary, or<br />

20 order into the service <strong>of</strong> the United <strong>State</strong>s so many <strong>of</strong> the unorganized<br />

21 militia <strong>of</strong> the state as is required, designating the same by draft if a<br />

22 sufficient number do not volunteer, and shall commission <strong>of</strong>ficers<br />

23 therefor.
