SEC. 295. Deputy treasurer—bond—duties.<br />

1 The treasurer <strong>of</strong> state may appoint, in writing, any person, except<br />

2 one holding a state <strong>of</strong>fice, as deputy,.for whose acts he shall be held<br />

3 responsible, and from whom he shall require bond, which appointment<br />

4 and bond must be approved by the <strong>of</strong>ficer having the approval <strong>of</strong> the<br />

5 principal's bond, and such appointment may be revoked in the same<br />

6 manner ; both the appointment and revocation to be filed and kept in<br />

7 the <strong>of</strong>fice <strong>of</strong> the secretary <strong>of</strong> state. The deputy shall qualify by taking<br />

8 the oath <strong>of</strong> the principal, to be indorsed upon and filed with the cer-<br />

9 tificate <strong>of</strong> appointment, and when so qualified, he shall, in the absence<br />

10 or disability <strong>of</strong> the treasurer, perform all <strong>of</strong> the duties <strong>of</strong> the treasurer<br />

11 pertaining to his <strong>of</strong>fice.<br />

SECTION 296. Biennial reports <strong>of</strong> <strong>of</strong>ficers—when made.<br />

SEC. 297. Biennial fiscal term.<br />

1 The biennial fiscal term <strong>of</strong> the state ends on the thirtieth day <strong>of</strong><br />

2 June in each odd-numbered year, and the succeeding fiscal term begins<br />

3 on the day following.<br />

4 The maximum amount named as appropriations made for the<br />

5 support <strong>of</strong> inmates or for pay <strong>of</strong> <strong>of</strong>ficers or teachers or for any other<br />

6 purpose whatever connected with the operating <strong>of</strong> any state institu-<br />

7 tion under the control <strong>of</strong> the board <strong>of</strong> control <strong>of</strong> state institutions shall<br />

8 be available until used for the purpose for which said appropriation<br />

9 was made, and no part <strong>of</strong> the same shall be by the auditor <strong>of</strong> state<br />

10 or treasurer <strong>of</strong> state charged <strong>of</strong>f as an unexpended balance unless said<br />

11 <strong>of</strong>ficers shall be notified in writing by said board that said balance so<br />

12 unexpended will not be needed.<br />
