public ways and parks, and notice there<strong>of</strong> shall be served upon the<br />

clerk <strong>of</strong> such incorporated town or city, or city acting under special<br />

charter, and the town or city council, or clerk <strong>of</strong> such town or city,<br />

may file objections to such assessment in the time and manner provided<br />

in case <strong>of</strong> landowners, and the town or city council shall have<br />

the same right to appeal from the finding <strong>of</strong> the board with reference<br />

to such an assessment, and such assessment, as finally established,<br />

shall draw interest at the same rate and from the same time as the<br />

assessments against lands, and the board <strong>of</strong> supervisors and the town<br />

or city council shall have the same power and authority in reference<br />

to issuing improvement certificates or drainage bonds and executing<br />

waivers on account <strong>of</strong> such assessment for benefits to streets, alleys,<br />

public ways and parks as is herein conferred upon the board <strong>of</strong> supervisors<br />

and township trustees in reference to assessment for benefits to<br />

highways. Cities or towns affected by this section may issue their<br />

funding bonds in accordance with the provisions <strong>of</strong> chapter thirtyfour,<br />

title thirteen, for the purpose <strong>of</strong> securing the money to pay any<br />

assessment, or said assessment may be paid by tax levy as provided<br />

by section forty hundred thirty-eight, paragraph fifteen <strong>of</strong> this supplement.<br />

SEC. 4890. Eees and expenses.<br />

1 Any engineer employed under the provisions <strong>of</strong> this chapter shall<br />

2 receive such compensation per diem as shall be fixed and determined<br />

3 by the board <strong>of</strong> supervisors. Appraisers <strong>of</strong> damages and commission-<br />

4 ers to assess benefits, other than the engineer, shall receive such com-<br />

5 pensation as the board <strong>of</strong> supervisors may allow, not to exceed five<br />

6 dollars per day each, and all other fees and costs required under the<br />

7 provisions <strong>of</strong> this chapter shall be the same as provided by law for like<br />

8 services in other cases. Such costs and expenses shall be paid by the<br />

9 order <strong>of</strong> the board <strong>of</strong> supervisors out <strong>of</strong> the county treasury from the<br />

10 levee or drainage funds collected for that purpose upon warrants<br />

11 drawn by the county auditor. And the amount <strong>of</strong> fees for publica-<br />

12 tion <strong>of</strong> all notices required to be published by the provisions <strong>of</strong> this<br />

13 chapter shall be fixed by the board <strong>of</strong> supervisors not exceeding thirty-<br />

14 three and one-third cents for each insertion for each ten lines <strong>of</strong> bre-<br />

15 vier type, or its equivalent.<br />

SEC. 4912-al. Record <strong>of</strong> private drainage system.<br />

Any person who has provided a system <strong>of</strong> drainage on land owned<br />

by him may have the same made a matter <strong>of</strong> record in the <strong>of</strong>fice <strong>of</strong> the<br />

county recorder in which the drainage system is located as is hereinafter<br />

provided.<br />

SEC. 4912-a2. Flat book record—form and requirements.<br />

1 The county recorder shall be provided with a plat book (loose<br />

2 leaf system) made to a scale not larger than sixteen inches to one mile<br />

3 for each section <strong>of</strong> the land within the county in which such records<br />

4 shall be made. Such plat book shall consist <strong>of</strong> sheets <strong>of</strong> paper inter-
