SEC. 241-a 27. Acceptance <strong>of</strong> printing—penalty.<br />

1 No printing shall be accepted as in compliance with the contract<br />

2 when such printing is not <strong>of</strong> the grade <strong>of</strong> workmanship which is usually<br />

3 employed by first-class printers on printing <strong>of</strong> such class, nor when<br />

4 such printing is not <strong>of</strong> the full quality contracted for. If immediate<br />

5 necessity and lack <strong>of</strong> time to procure printing elsewhere compel the<br />

6 use <strong>of</strong> defective printing furnished by a contractor, it shall be accepted<br />

7 without approval, and one-half <strong>of</strong> the contract price there<strong>of</strong> shall be<br />

8 deducted as liquidated damages for such breach <strong>of</strong> contract.<br />

SEC. 241-a28. Contracts by institutional heads.<br />

1 The printing board may authorize the managing board, or head,<br />

2 or chief executive <strong>of</strong>ficer <strong>of</strong> any institution or department <strong>of</strong> the state<br />

3 located outside the city <strong>of</strong> Des Moines to secure, under the specifica-<br />

4 tions-<strong>of</strong> the board, competitive bids for printing needed by such insti-<br />

5 tution or department, and submit such bids to the printing board. If<br />

6 said board approves any <strong>of</strong> said bids, such authorized board, head or<br />

7 <strong>of</strong>ficer may contract for such printing with such bidder, but such con-<br />

8 tract shall not be valid until a duplicate copy there<strong>of</strong> is filed with and<br />

9 approved by the printing board.<br />

SEC. 241-a29. Emergency contracts.<br />

1 The board may at any time award a special contract or may<br />

2 authorize its assistants as designated in section two hundred forty-<br />

3 one-a twenty-six <strong>of</strong> this supplement to award a special contract for<br />

4 any work or material coming within the provisions <strong>of</strong> this and the<br />

5 two following chapters <strong>of</strong> this title but not included in contracts already<br />

6 in existence, or which can not properly be made the subject <strong>of</strong> a gen-<br />

7 eral contract, if the amount <strong>of</strong> each such contract shall not exceed the<br />

8 amount <strong>of</strong> two hundred dollars, and if special bids have been duly<br />

9 solicited by the said board from persons or firms engaged in the kind<br />

10 <strong>of</strong> work under consideration who have indicated a desire to bid on the<br />

11 class <strong>of</strong> work to be done.<br />

SEC. 241-a30. Disposal <strong>of</strong> stock—purchase <strong>of</strong> paper.<br />

1 The printing board may, on the most advantageous terms obtain-<br />

2 able, dispose <strong>of</strong> the present stock <strong>of</strong> paper owned by the state and<br />

3 deposit the proceeds in the state treasury, or the board may continue<br />

4 the purchase <strong>of</strong> paper, or may contract for paper as part <strong>of</strong> the<br />

5 printing.<br />

SEC. 241-a31. Account with each department.<br />

1 The printing board shall keep an account with each separate<br />

2 <strong>of</strong>ficer, board, department and commission <strong>of</strong> the state to which print-<br />

3 ing is furnished by the state, and in such manner as to show in detail<br />

4 at all times what printing has been so furnished, and the cost there<strong>of</strong>.<br />
