§§ 241-a22-241-a26. STATE PRINTING BOARD. Tit. II, Ch. 10-A
SEC. 241-a22. Duty to enter into contract—forfeiture.
1 Each successful bidder must within ten days after the award,
2 enter into a contract in accordance with his bid, and unless this is
3 done, or the delay is for reasons satisfactory to the board, the certified
4 check submitted with the bid shall be forfeited to the state. The
5 specifications on which the bid is made shall constitute a part of the
6 contract.

SEC. 241-a23. Contract provisions.
1 • Such contracts shall, among other provisions, provide :
2 1. That the contractor shall complete all unfinished portions of
3 • jobs or orders in hand at the expiration of the contract.
4 2. That the contract may be canceled, or other agreed penalty
5 imposed, for failure to perform the terms thereof in a manner satis-
6 factory to the printing board.
7 3. That the .contractor may be released on such conditions as
8 may be agreed on, in case of injury to his plant by fire, or other provi-
9 dential contingency.
10 4. That, in order to avoid delay and inconvenience in the depart-
11 ments, and unnecessary transportation charges to the state, deliveries
12 of printing for the various state officials, departments, boards and
13 commissions shall be made in such manner as the printing board, after
14 consultation with the various departments, shall order.

SEC. 241-a24. Bond.
1 A bond for the faithful performance of the contract shall be
2 required in connection with each contract, in an amount to be fixed
3 by the printing board, which bond shall be filed with and approved
4 by the board.

SEC. 241-a25. Written orders for printing.
1 No printing shall be performed under any contract except on
2 written orders therefor, on detailed forms prescribed by the printing
3 board, and duly signed by the secretary of the board or by some person
4 authorized by the board. Every order shall designate the contract
5 under which the order is given, the class of the required printing, the
6 definite quantity and kind thereof, and be issued in duplicate with a
7 stub copy preserved. A separate series of stubs and duplicates shall
¿ be used for each class of printing.

SEC. 241-a26. Assistants outside Des Moines.
1 The printing board may, at the various points in the state, out-
2 side the city of Des Moines, at which state institutions or departments
3 are located, appoint assistants and empower such assistants to issue
4 in the name of the printing board, orders for printing. Such assist-
5 ants shall be furnished with a copy of the contract under which the
6 orders are to be given, necessary blank order books and proper instruc-
7 tions as to their procedure. Such assistants on issuing an order shall
8 immediately forward the original thereof to the printing board.
